President orders return of P60B PhilHealth funds

President Ferdinand Marcos Jr. on Sept. 20, 2025 announces that the Philippine Health Insurance Corporation’s (PhilHealth) P60 billion excess funds —earlier transferred to the National Treasury —will be returned to the state-run health insurer to boost its services. The President made the announcement during his visit to the Dr. Jose Fabella Memorial Hospital, as part of his healthcare inspection. During the visit, Marcos said that the money would come from savings generated by various agencies, including the Department of Public Works and Highways (DPWH).

00:16I think today we can announce that alam ninyo nung kinuha ng Department of Finance yung 60 billion na pera ng PhilHealth na hindi naman nagagamit ay di nalang sa national government.
00:34At kahit anong paliwanag na ibigay namin, kahit na anong pakita natin na dumadami ang servisyo na kinuha ng PhilHealth, may pangamba pa rin yung tao na baka mabawasan yung mga services.
00:52Dinagdagan na natin pero siyempre hindi mo maiwasan yan dahil ibang usapan nito.

01:01So you cannot blame them na may pangamba sila na baka sa pagkuha ng 60 billion na dinala nga sa national government ay baka mabawasan ang services.
01:12Kahit na napatunayan na namin na hindi mababawasan ang services, syempre nandun pa rin ang pangamba.
01:19So I'm happy to be able to announce dahil sa ating mga ginagawa,
01:23siguro alam naman ninyo lahat, yung mga savings natin na bago na galing sa iba't ibang departamento but mainly from Department of Public Works and Highways,
01:36yung 60 billion na yan, ibabalik na natin sa PhilHealth para,
01:44hindi lamang para sa pangamba ng tao, kung hindi dahil gagamitin na natin, nagkaroon na tayo ng savings, gagamitin na natin yan.
01:53Para palawakin pa ang servisyo ng PhilHealth.
01:57Kaya't yan po ang aming patuloy na ikinagawa para at parang ating mga kababayan ay maramdaman naman nila na ang pamahalaan,
02:09ang DOH, lahat tayo, lahat mga health workers, ginagawa lahat upang yung kanilang kalusugan at ang kanilang mga anak,
02:18lalong-lalong na dito, ay naaalagaan, naaalala yan.
02:22And that's what we are trying to do.
02:24And so, that is why when nagkaroon na ng savings, ay sabi ko siguro ang unang para sa akin,
02:33dahil hindi ko talaga makalimutan ang payo sa akin.
02:37Alam mo, ang tao, kahit gano'ng kayaman, kahit gano'ng kasikat,
02:42kapag may sakit, hindi masaya yung tao yan.
02:45And that is why healthcare is the most important service that the government can give.
