Recto respects right of group, individual to seek legal remedies over PhilHealth funds  Executive Secretary Ralph Recto respects the right of any individual or group to seek legal remedies and to avail themselves of the processes provided under our laws, Malacañang said on Jan. 15, 2026, amid new complaints filed before the Office of the Ombudsman over the transfer of Philippine Health Insurance Corp. (PhilHealth) funds to the national treasury. In a statement issued through Palace Press Officer Claire Castro, Recto said that the matter has been addressed by the Supreme Court, and the government has fully complied with its ruling. 00:47At this time, we have yet to receive a copy of the complaint.

00:51To reiterate, no less than members of the Supreme Court have already opined

00:56that no criminal liability can attach to the Secretary of Finance,

01:04who opted in good faith and pursuant to a law then presumed valid and constitutional end of all.
