Marcos launches electronic vouchers project against hunger
President Ferdinand Marcos Jr. on Oct. 16, 2025 launches the Reducing Food Insecurity and Undernutrition with Electronic Vouchers (REFUEL) Project, a government-led initiative that will scale up the Walang Gutom Program's (WGP) coverage to 750,000 households nationwide by 2026. Accompanying the President was Social Welfare Secretary Rex Gatchalian at the San Andres Sports Complex in Manila. The project, with a total cost of P74 billion, is supported by a loan from the Asian Development Bank to the Philippines and co-financed by the Agence Française de Développement and the Organization of the Petroleum Exporting Countries- Fund for International Development.
