00:00A D-9 officer seeks to protect the state's waterfowl in a state-managed unit.
00:13Each hunter's allowed 25 shells.
00:15The DNR works to move a historic building away from an eroding lakeshore.
00:20Michigan conservation officers in District 2 and 5 patrol outdoor enthusiasts as they pursue ice fishing,
00:26snowmobiling, and off-road vehicle use in chilly conditions.
00:30State conservation officer.
00:31How's the fishing going?
00:32Terrible.
00:33Oh, is that what I want to hear?
00:34And Michigan conservation officers in District 3 and 5 monitor users of off-road vehicles during the busy Memorial Day weekend.
00:42Did I run into you before in the field trial areas?
00:44Yeah.
00:45Yeah, you were suspended then too, weren't you?
00:46Yeah.
00:47Yeah.
00:48Wild animals and wild places.
00:51They're more than a picture.
00:53Their inspiration, excitement, and adventure.
00:57Patrolling and protecting these natural resources is a first-class band of peace officers.
01:03These are the wardens, dedicated to the preservation of our great outdoors.
01:09Protecting the state's resources is the primary goal all year round for Michigan's conservation officers,
01:37but some parts of the calendar generally have more activity than others.
01:41In the month of October, there is a wide array of game species for which hunting seasons are open.
01:46Among them are white-tailed deer, fish, waterfowl, and bear.
01:50It keeps the officers busy and very active outdoors.
01:54In District 9, CO Ben Lasher is checking waterfowl hunters as they return in their boats from hunting a managed waterfowl area.
02:04No birds?
02:05Okay.
02:06So I'm going to check plugs.
02:07Did the dog do what he's supposed to do?
02:09Yeah.
02:10Plugs.
02:11Yeah.
02:14Did you see many flying this morning?
02:31They were all over the place.
02:32We had one gun jam up.
02:35Oh shoot.
02:36And it didn't go our way.
02:41If I could check some shells.
02:42Shells.
02:43You got something in your coat pockets?
02:45I do.
02:46How many did you bring out with you today?
02:48My box wasn't quite.
02:50Okay.
02:51So you just had the one box.
02:52Okay.
02:53Thank you, sir.
02:55Any reloads?
02:57Nope.
02:58Nope?
02:59Okay.
03:00Perfect.
03:01What do you got on the other side there?
03:02You got a couple different colors?
03:03Yeah.
03:04Heavy metal that doesn't make it.
03:09It's the same thing as this one.
03:11Okay.
03:12Perfect.
03:13Yep.
03:14Very good.
03:15How many, did you just bring your bandolier out or do you have a box that you're using?
03:18I put a box in this bag.
03:20Okay.
03:21Did you have all the, the same, the different shells in the same box or did you have different
03:26boxes?
03:27We're all in the same, I think.
03:28That's your box, sir?
03:29Yes.
03:30Okay.
03:31Okay.
03:32I believe they're all standing there.
03:35This one's.
03:36Now there's a couple different ones.
03:37Now whose box is this?
03:39So my.
03:40Is that your box your dad had?
03:41Or is that your dad, I shouldn't assume that.
03:43Is that your dad getting the truck?
03:44No.
03:45Okay.
03:46Okay.
03:47So you and your dad are using both of those?
03:51Yes.
03:52Okay.
03:53So you don't have any more shells?
03:54Nope.
03:55Okay.
03:56So whatever shells came out of that box are in your bandolier?
03:57In here and on my strap.
04:00It's fine on my strap.
04:01Okay.
04:02He knows as well.
04:03So this box is 25, box 25.
04:08You're missing two shells out of this box.
04:11And you got, this box is full, correct?
04:14Yeah.
04:15Okay.
04:16So you got, you're allowed, each hunter's allowed 25 shells.
04:21Yep.
04:22So right now, based on what I'm seeing here, if your dad's got any shells in his coat and
04:29you have some shells in your coat and or your sling, you guys have got a couple too many
04:35shells possibly.
04:37Michigan conservation officers monitor a wide array of outdoor activities beyond enforcement
04:43of hunting and fishing regulations.
04:45One recreational activity that can keep them busy year round, but particularly in the spring
04:50and summer, is checking on users of off-road vehicles.
04:54In the state's District 5, Officer Josh Russell is working during the Memorial Day weekend
05:01and keeping an eye on ORV use.
05:03Chuck State land here where we have a trailer goes all the way through, but there's some
05:08off-trails that are bermed off that ORVs aren't supposed to be on.
05:11And then we got this hill climb here where ORVs come up and tear, tear the hillside up,
05:17ultimately eroding away the hillside and damaging the environment.
05:21While C.O.
05:22Russell spends a lot of time monitoring trails and other areas that may be considered typical
05:26for off-road vehicles, he also wants to make sure people are being safe by only operating
05:31where they're authorized to do so.
05:33While driving his patrol truck, he spots an ORV on the shoulder and stops to chat with
05:37its occupant.
05:38How's it going?
05:39You got new ORV stickers for this?
05:41Yes.
05:42Okay.
05:43Where are they at?
05:44Okay.
05:45There's a fishing license?
05:48Okay.
05:49Why aren't they on them?
05:53Just taking some time.
05:56Sorry.
05:57Okay.
05:58Do me a favor.
05:59Put them bad boys on there, will you?
06:00Okay.
06:01Make sure you're wearing your goggles too, okay?
06:02Right.
06:03Because if you're not wearing them, that's an issue.
06:04You got your driver's license on you?
06:05I got an ID.
06:06You got an ID?
06:07Do you have a driver's license?
06:08No.
06:09No?
06:10Okay.
06:11Are you suspended or anything crazy like that?
06:12I shouldn't be.
06:13Okay.
06:14That's a newer one, right?
06:16Okay.
06:17All right.
06:18Did I run into you before in the field trial areas?
06:21Yeah.
06:22Yeah.
06:23You were suspended then too, weren't you?
06:24Yeah.
06:25Yeah.
06:26I was a driver's license.
06:27It's been years.
06:28Okay.
06:29Well, you can't operate one of these without a driver's license.
06:31Really?
06:32I told you that that day too.
06:34Because you guys were just where that tree had fell, right there on that main trail, right?
06:38Yeah.
06:39Okay.
06:40I was the actual owner of the quad bike.
06:44Okay.
06:45And I just never really had anybody stop us.
06:50I talked to you back in the field trial area where you weren't supposed to be with it, right?
06:53That was last season.
06:54Last season, the year before, yeah.
06:56Yeah.
06:57So, okay.
06:58But yeah, you're not supposed to be operating this.
06:59Well, I'll double check and make sure you are suspended, but okay.
07:02All right.
07:03Well, do me a favor and put them stickers on here, all right?
07:06I'll be right back.
07:07Officer Russell is not the only Michigan CO who is surveilling ORV users.
07:11In the state's District 3, Officer Dan Listenfeltz is doing the same thing.
07:18He is heading towards a set of power lines where he sees two ORVs.
07:22How's it going?
07:23Okay.
07:24So, obviously, you guys know you can't be in here.
07:26What?
07:27You probably went past 10 ORV signs just now.
07:32All these red signs that are marked all the way down there.
07:35Oh, really?
07:36Yeah.
07:37So, the law in Michigan, you can never operate on a power line ever, no matter what.
07:41It doesn't even have to be marked closed.
07:43It doesn't even have to be marked closed.
07:44This one gets hit so bad, it's actually a closed ORV area also.
07:48Okay.
07:49Where are you guys coming from?
07:50The elbow or up there somewhere?
07:51Yeah.
07:52You guys going back to Clear Lake?
07:53I'm heading to my cabin on Ellison.
07:55Okay.
07:56How are you going to get there?
07:57On the other side of the power line?
07:58Yeah.
07:59Okay.
08:00Can't be on the power line, right?
08:01Do you have your ID on you?
08:02Yes.
08:03Okay.
08:04You from around here permanently?
08:05No.
08:06I just bought a place up here.
08:07Okay.
08:08All right.
08:09You're on Ellison, you said?
08:10Yeah.
08:11Okay.
08:12Is this yours?
08:13I'm going to you?
08:14All right.
08:15Hello.
08:16Did you hear what I said?
08:17Yes.
08:18Over there?
08:19Okay.
08:20All right.
08:21Yep.
08:22Okay.
08:23Any guns, beers, any of these at all?
08:24No.
08:25Okay.
08:26Okay.
08:27Okay.
08:28The Michigan DNR, with the help of three project partners, went to great lengths to move
08:39a historic shelter building 1,200 feet at Orchard Beach State Park.
08:44When construction of the shelter building was completed in 1947, the structure sat high
08:49atop a bluff overlooking Lake Michigan.
08:51However, as a result of rising water levels in the Great Lake and the bluff receding, the
08:56decision was made to move the building away from the water.
08:59The thought behind the project was really to preserve the historical shelter building
09:03you can see behind me.
09:04It was built in the 1940s, ended in 1947.
09:08It was built by the Civilian Conservation Corps, and those guys took a couple years off
09:12right in the middle of that to fight in World War II when they came back and finished
09:16the project.
09:17With the historic building weighing around 850 tons, the move was a slow one.
09:22It required months of planning and took 23 hours over parts of three days to relocate
09:27the building at a slow and methodical pace.
09:30It was actually really interesting.
09:31They brought it straight behind me here, and then they basically pulled it up, nose into
09:37the ball field backstop there, and then backed it into where it's at now.
09:41They maintained the original orientation, you know, as part of the historical characteristic
09:45of the building.
09:46Prior to moving the building, the DNR worked for three years to stabilize the bluff to protect
09:51the structure, but the high, steep slope put the building at risk.
09:55The DNR endeavors to preserve and protect both its natural and cultural assets.
09:59The building is about 130 foot long, not including the bathroom building by 30 foot wide or so.
10:06It's about 70 feet wide at its widest point with the concession building right behind me.
10:12And they estimate it's about 850 tons.
10:16Orchard Beach was first opened in 1892 and was deeded to the state in 1921.
10:21Something really important for us as Parks and Rec Division is just maintaining the historical
10:26characteristics of the building, you know, keeping it available and preserving it for future generations.
10:39While checking hunters who were coming in from waterfowl hunting, Michigan Conservation Officer
10:44Ben Lasher encountered a man who has more shells than he's allowed in the Harsons Island Management Unit
10:50in the state's District 9.
10:55Do you guys hunt here often?
10:56Several times a year.
10:57Okay.
10:58So you're familiar with the rags for the shallow limit?
11:00Yes.
11:01Okay.
11:02All right.
11:03So do you have another third box possibly floating around?
11:05No.
11:06I don't think so.
11:08Or maybe left that box in the truck possibly?
11:12Does your dad have a bag that he works out of?
11:15Or you guys are working on this bag?
11:17Okay.
11:18All right.
11:19Okay.
11:25Right now, we're seven shells over in the boat.
11:32And you've got five on your belt.
11:36So that's five more.
11:37Yep.
11:38So we're 12 shells over roughly.
11:41There's two boxes in your bag.
11:43One box is only missing two shells.
11:45Right.
11:46So if we took two shells from one of you, because you're both working on that same bag, correct?
11:50That's correct.
11:51Okay.
11:52So if we took two shells from your belts and put it in that one box, then you'd have two complete boxes of 25 shells a piece.
12:00Right.
12:01So take what you've got in your gun on the sling.
12:05We've got some loose shells.
12:06You're a few over.
12:07In our bag.
12:08Yes.
12:09Left over from last time we were here.
12:10Got it.
12:11Here's one big guy.
12:12First explanation.
12:13Yes.
12:14Okay.
12:15I'm not going to write you a ticket for it.
12:16Okay.
12:17I appreciate it.
12:18It is a ticketable fence.
12:19I understand.
12:20But I want you to do better down the road.
12:23And we're early in the season.
12:25We got excited maybe.
12:26Didn't pay attention to what we had in the bag.
12:28Yeah, they were probably in the bag.
12:30But we can only get one box per hunter.
12:32So does that make sense?
12:34Yeah.
12:35Does it make sense to you?
12:36Yeah.
12:37Okay.
12:38I know you're not in violation of it, but we started adding up shells.
12:42Oh, yeah.
12:43Right.
12:44But we'll give you a warning today for the too many shells.
12:47Appreciate that.
12:48And next time I won't be giving you a warning.
12:52Okay?
12:53I understand.
12:54I understand.
12:55You handed me something else.
12:57Many Michigan residents, as well as non-residents, love to get outside and enjoy what the state has
13:03to offer, regardless of the time of year.
13:05Different communities throughout the state frequently offer events to showcase their
13:09recreational opportunities and give outdoor enthusiasts a chance to gather together.
13:16One event that takes place in January in the state's District 5 is Tip Uptown,
13:21where ice fishing, snowmobiling, and utilizing off-road vehicles are some of the favorite activities.
13:26Today we're going to go out on Houghton Lake over here.
13:29We're going to check some snowmobiles.
13:30We're going to check ORVs and check some fishermen, make sure everybody's being safe out there for the festivities,
13:36and have a good day.
13:38The biggest issue that we have is safety issues.
13:41So we just want to make sure that people aren't operating in a careless manner with their snowmobiles or ORVs.
13:47We're making sure that people aren't drinking and driving, things of that nature.
13:51When large crowds of people recreating outdoors are expected, Michigan Conservation Officers frequently utilize group patrols to make sure everyone is being safe and playing by the same set of rules.
14:03Some officers are patrolling from snowmobiles, while others are using ORVs.
14:07We don't want to run over their Tip Ups, but we also want to count and see how many Tip Ups they have out.
14:12And then as we're making contact with them, we're going to want to see how many lines they're using,
14:17because you're only going to be able to use three lines.
14:19So that's where we're going to be taking a look at their Tip Ups and taking a look at how many lines they have out.
14:23So let's see what they got.
14:25How are we doing, State Conservation Officer?
14:29Good, how are you today?
14:32Doing pretty well.
14:33How's the fishing going?
14:34Terrible.
14:35Oh, that's not what I want to hear.
14:36What is the trick to this this year?
14:38I don't know.
14:40Location, location, location.
14:42Apparently I'm in the wrong location.
14:43I got you.
14:44Nothing yet, huh?
14:45No.
14:46Okay.
14:47I had one, I believe, pike taken down once, and a couple bites real early, that was it.
14:52Okay.
14:53Well, take a look at your license real quick.
14:55Yeah.
14:56And your birth date?
14:5712, 10, 69.
14:58Fantastic.
14:59Here's that.
15:00All right.
15:01Thank you, sir.
15:02Michigan Conservation Officer Matthew Zultak has encountered a man who doesn't have the appropriate license for his off-road vehicle.
15:09Subject informed me that he had bought them this year, and he didn't.
15:12So just taking some enforcement action, because when you're going out on the ice, you need to have ORV stickers to be operating,
15:20no matter what, on the ice or on the side of the roadway.
15:23In this case, this man paid a court ordered fine of $55 for failing to adhere an ORV license in the correct location.
15:31So what this is, this is a citation for failing to adhere a sticker.
15:36I told you I was going to give you a little bit of that break there, okay?
15:38Yep.
15:39So it's a failing to adhere.
15:40You didn't even buy one this year.
15:42You need to have a sticker on there.
15:43Yep.
15:44I know you said you thought you bought one this year.
15:45You hadn't bought one since last year, okay?
15:47Okay.
15:48So basically, you need to go out there and you need to get a sticker to put on it.
15:51If someone stops you today, you can show them that you have received a citation for it.
15:56So I'm not going to say you need to pull it off the ice right now.
15:59I'll just show them this if anybody questions.
16:01You okay?
16:02Well, that's it for me.
16:03Now, I'll show you how to
16:15I'll show you how to fix it.
16:16Well, we are in the California checkup.
16:17Now, in California.
16:18Michigan Conservation Officer Bobby Watson is checking anglers who are ice fishing near Escanaba
16:22in the state's District 2.
16:25How you doing?
16:28Just leaving.
16:29Keep them?
16:30Yeah.
16:31How you doing?
16:38Excellent.
16:39Nothing?
16:40Just baiting these buckets?
16:41Just bait.
16:42OK.
16:43Can you open that one up for me?
16:44Yep.
16:46Nice.
16:47Cool.
16:48All right, well, let's keep going.
16:49DNR, can I open it up?
16:50Yep.
16:55How are things going today?
16:56Pretty good.
16:57Good.
16:58You guys catching any fish?
16:59Only got two of them in here.
17:01OK.
17:02You guys have chairs in here?
17:03Oh, he's sitting in buckets.
17:04All right.
17:05What do you got in there?
17:06Walleye perch?
17:07It's a perch.
17:08OK.
17:09Can I take a look?
17:10I can't see him.
17:14OK.
17:16All right.
17:17Is there anything else in here?
17:18No.
17:19OK.
17:20Check your licenses real quick.
17:21I have a license.
17:22He does.
17:23OK.
17:24How old are you?
17:25I'm 60.
17:26Fishing license?
17:27I lost mine.
17:28Do you have one?
17:29All right.
17:30I'll check it real quick.
17:31When did you buy it?
17:32Um...
17:33Do you have one?
17:34I can't tell you the date I bought it, but I have one.
17:35OK.
17:36Probably one.
17:37Two weeks ago?
17:38Yeah, it wasn't long ago.
17:39Where did you buy it from?
17:40Holiday.
17:41Here in Gladstone?
17:42Yeah.
17:43Officer Watson checks his phone to confirm that this fisherman has a valid fishing license.
17:56Brian, December?
17:57Uh, you got a couple of helmets for the four-wheeler?
17:58I see one.
17:59OK.
18:00Later in the day, C.O. Watson meets up with Officer Chris Lynch at a fishing shanty.
18:03C.O.
18:04Lynch has been watching this particular shanty for almost a half hour after he saw a man depart
18:13from it.
18:14The man has now returned.
18:16Officer Lynch is wondering if this fisherman left his fishing lines in the water without
18:17anyone watching them while he was away from his shanty.
18:19They're not out of the water.
18:20They're gone.
18:21C.O.
18:22You understand you gotta reel these up, right?
18:23Well, I just went in to get bait.
18:24I just got my bait here.
18:25Good.
18:26Do you know how long you were gone?
18:27C.O.
18:28C.O.
18:29Lynch has been watching this particular shanty for almost a half hour after he saw a
18:30man depart from it.
18:31The man has now returned.
18:32Officer Lynch is wondering if this fisherman left his fishing lines in the water without
18:33anyone watching them while he was away from his shanty.
18:35They're not out of the water.
18:36They're gone.
18:37Do you mind if I step in?
18:38Yeah.
18:39You understand you gotta reel these up, right?
18:44Well, I just went in to get bait.
18:47I just got my bait here.
18:49Good.
18:50You know how long you were gone for?
18:51Well, I don't know what 10 minutes.
18:5315 minutes or something.
18:57I watched it leave, so you left at 12.43.
19:01It's now 1.13.
19:03That's half hour.
19:04Okay.
19:12How deep are you here?
19:13About 35 feet.
19:15Okay.
19:16Yeah.
19:17Yeah.
19:19That one, too?
19:20Yeah.
19:21That one, too.
19:22Take a look.
19:23Go on a second.
19:24Pull up for you.
19:26Set them up.
19:30You got a fishing license and an ID with you?
19:32Sure.
19:33Did you know you had to reel your lines up?
19:36Well, I suspect it, maybe.
19:37I don't know.
19:38I was just going in to get bait, you know what I mean?
19:41Where'd you buy this at?
19:42Pardon?
19:43Where'd you buy your fishing license at?
19:45I went to the beach, huh?
19:46And I know they got the Fish and Digest right by them, the rule book.
19:49Did you grab one, perhaps?
19:51I did, but I didn't read it.
19:53That doesn't do much good.
19:56Michigan Conservation Officer Dan Listenfeltz is monitoring users of ORVs during the busy Memorial Day weekend.
20:04He's encountered two of them being operated along a utility right-of-way, which is a violation.
20:09You guys are both operators of your own?
20:11Yes.
20:12More vehicle here, okay?
20:13You have, you know, I don't know who is following who here.
20:16It doesn't matter, but you can see there's no ORVs in here.
20:19One of you can be the adult and say, no, can't come down here, okay?
20:22So I did the same exact thing for you guys, okay?
20:24I'm going to explain it just one time, so listen carefully, okay?
20:27You can never operate on a power line utility right-of-way in the state of Michigan.
20:30If you open the ORV handbook, it's like one of the first pages that says it right on there, okay?
20:34I understand.
20:35With that being said, that is technically ORV trespass, okay?
20:37So I can charge you the ORV trespass.
20:39When that happens, you can get charged restitution for just operating in here to fix the roads.
20:43Utility companies have to pay to fix them when ORVs are on here, okay?
20:46I didn't do that.
20:47I gave you guys a break on that, okay?
20:48I did just write you for ORV closed area to give you a break for the trespass, okay?
20:53That's a big break.
20:54Trust me when I tell you that, okay?
20:55It will happen again.
20:56Okay.
20:57Here is yours and yours, okay?
21:00At the bottom here, you can see the sticker.
21:03You have 10 days to contact the Montmorency County Court by that phone number, okay?
21:07Doesn't mean you have to pay it in 10 days.
21:08Just contact them.
21:09Let them know that you're aware of the ticket.
21:11Okay.
21:12And you're both from downstate, so you don't have to come up for it or anything like that.
21:15It's just like the same, it's kind of like the equivalent of paying a speeding ticket online or anything like that.
21:21Okay?
21:22It's the same exact thing.
21:23In this case, for operating their ORVs in a closed area, both of these men pled guilty and paid court-ordered fines of $250.
21:31Do you want this to ruin your guys' weekend?
21:34Not at all.
21:35You're not going the power line home, so do you know how to get back without the power line?
21:37Have you ever done it before?
21:38Yeah.
21:39Okay.
21:40Okay.
21:41All right.
21:42Well, you guys are all set, okay?
21:43Do you have any questions?
21:44No, thank you.
21:45Okay.
21:46All right.
21:47You guys are all set.
21:48Have a good weekend.
21:49Here's your copy, please.
21:50I'll be on Merritt's grade and M18.
21:52He's also keeping an eye on ORV users during the Memorial Day weekend.
21:57In Michigan's District 5, he's encountered an operator who does not have a valid driver's license.
22:05Here's the deal, right?
22:06You're not supposed to be driving this thing, right?
22:08The Hunter's Paradise I went to up here, I asked them, is that all you need is an ID?
22:14And they said, yeah.
22:16Well, that's not who you, the Secretary of State's who you need to contact, all right?
22:19They're the ones who get you squared away with that, okay?
22:21So, instead, it's a misdemeanor to operate this without a valid driver's license, okay?
22:26I just wrote you for not having your ORV sticker attached.
22:28Civil infraction, non-traffic civil infraction, okay?
22:31So, just do me a favor.
22:34Wednesday at the earliest, call this phone number, right?
22:36They'll tell you how to take care of it, all right?
22:39Any questions for me?
22:40No, everything's fine, sir.
22:42I'm just telling you, that's where I bought my ORV.
22:45I know.
22:46I know, but they don't know anything about driver's licenses, though.
22:49They know how to sell the actual ORV stickers, okay?
22:52All right, be safe when you get this thing home, all right?
22:54Enjoy the rest of your weekend.
22:55In this case, for not displaying his ORV registration,
22:59this man was found guilty and paid a court-ordered fine of $110.
23:04Later in the day, Officer Russell notices some off-road vehicles
23:08proceeding along the shoulder of a state highway.
23:14He stops to talk to these operators.
23:16Are all, like, 15 of you guys together?
23:18No.
23:19No.
23:20How many guys are there?
23:21I don't know.
23:22Do you have quads with you, too, or just dirt bikes, or...?
23:25No, I was just riding down here.
23:30Just this is where I live, right here.
23:32Okay, well, you can't operate on them roads.
23:34Oh, I did not.
23:35Yeah, on 18, yeah.
23:36So how many are with you guys?
23:38I'm not sure, to be honest with you.
23:39Do you know?
23:40No.
23:41How old are you?
23:4215.
23:4315?
23:44You got ORV safety?
23:45You got your sticker, but do you have an ORV safety course?
23:47Yeah.
23:48What was that?
23:49Yeah.
23:50Okay, you got your certificate with you?
23:51No, I'm not.
23:52You don't?
23:53Okay.
23:54You got your ID on you?
23:55No, actually, I don't think I do.
23:56Okay.
23:57I don't have my wallet with me.
23:58Okay.
23:59I think it's in the cabin or...
24:00Okay.
24:01All right.
24:02Hey, Rudy, do you got your ID with you?
24:05Yes, I do.
24:06Okay.
24:07So when you took ORV safety, did they mention anything about not operating on M roads?
24:10No.
24:11No?
24:12You didn't know that?
24:13Okay.
24:14Well, yeah, M roads are off limits to ORVs.
24:15All right, guys.
24:16So, I get it.
24:17You live right here, right?
24:18You want to go up the trails, but you got to trailer it.
24:20Yeah.
24:21I'm in the ditch trying to just get back to the house here.
24:23I didn't know.
24:24I saw you way up there coming down the hill.
24:26So...
24:27You know what we did?
24:28We all ran out of gas, so we're coming into Hunter's.
24:30And we're...
24:31You guys didn't even stop at Hunter's, though.
24:33Because...
24:34Because we're right here.
24:35Seeing you.
24:36Okay.
24:37Okay.
24:38Gotcha.
24:39All right.
24:40No crazy wants or warrants?
24:41Nothing out of Texas for dog fighting anything crazy like that?
24:42No.
24:43Absolutely not.
24:44Okay.
24:45All right, guys.
24:46Sit tight for me, all right?
24:47Okay.
24:48And those other guys aren't with you?
24:50Or half of them aren't, half of them aren't?
24:52Half of them aren't.
24:53Half of them aren't.
24:54Okay.
24:55So, they all started...
24:56Stopped at Hunter's there to get gas?
24:57Yeah.
24:58Okay.
24:59Are they all coming back here, or?
25:00Probably when they seen the lights.
25:01Hell no.
25:02Well, I don't blame them there, but I just was curious if this is where everyone was headed
25:06back to, is all.
25:07No, we were headed to Hunter's and then back over to Harrison area.
25:11Oh, back to Leota and stuff?
25:12Yeah.
25:13Okay.
25:14All right.
25:15Sit tight for me, guys.
25:25Michigan Conservation Officer Chris Lynch has encountered a fisherman who left his lines
25:29unattended for a half hour while he left his fishing shack to go get more bait.
25:34I hope you're receiving the citation today for an unattended line, okay?
25:37So, I mean, a few minutes is one thing, but a half hour, if you've got to reel them off.
25:41It's too much.
25:42What's that?
25:43It's too much.
25:44Half hour is a little while, yeah.
25:45Am I allowed any, or?
25:47Well, technically, no.
25:48You've got to, law says it's got to be in your immediate control.
25:51Obviously, when you're sitting on the shore and not even able to see your lines, that's
25:56really not in your immediate control, okay?
25:58So, I'll be right back with you.
26:00In this case, for leaving his lines unattended, this man pled guilty and paid a court ordered
26:05$3.99 of $175.
26:15Meanwhile, on Houghton Lake, during the Tip-Up Town event in the State's District 5,
26:23Officer Ben McAteer and Matthew Zultek are also checking ice anglers.
26:27How's the fishing?
26:28Oh, it's a little perch.
26:30Okay.
26:31Well, I'll take a look at your licenses real quick.
26:35And then, who step up?
26:37Those are both mine.
26:38Okay.
26:39There's two of them.
26:40I saw the one.
26:41Where's the other one at?
26:42It's straight from the other one.
26:43Oh, yeah.
26:44There we go.
26:49I've had a few people this weekend tell me that if you're going under 10, you don't
26:52have to have a helmet.
26:53On your ORV?
26:54Yeah.
26:55That's correct.
26:56Yeah.
26:57As long as it's for fishing purposes, so you're taking your ice shanty out, bringing
27:02it in, something like that, then that's correct.
27:03Okay.
27:04Yep.
27:05So, do I have to have the shanty attached or say I need to run up to the cabin or come
27:08back?
27:09I mean, looking at your setup, we can tell you're out here fishing, so.
27:13Oh, that's a good size.
27:14That's the best fish of the day so far.
27:15Yeah?
27:16Yeah.
27:17Heck yeah.
27:18She caught it right there.
27:19That's her, right there.
27:20You got this one?
27:21Nice.
27:22Yeah, caught it for like five minutes.
27:23That's awesome.
27:24Yeah, it's a nice size pike.
27:25Heck yeah.
27:26Straight on.
27:27Got a little bloody getting out of the water.
27:29Yep.
27:30Yep.
27:31What'd you catch him on?
27:32Oh, what'd you have on there?
27:33That's cool.
27:34I don't know.
27:35Okay.
27:36Not bad.
27:37Is that like a Swiss temple?
27:38Yeah.
27:39Yeah.
27:40Yeah.
27:41Yeah.
27:42That's a good fish.
27:43Yeah, for sure.
27:44Officer Zultek has encountered two fishermen who have nine lines in the water.
27:49Each angler is allowed to have three.
27:51Those two were yours then?
27:54Right?
27:55Is that what you're saying?
27:56Yeah.
27:57Okay.
27:58These two are yours.
27:59These two fishermen say that their friend was fishing with them and left to go to shore,
28:04and that's why there are three extra lines.
28:06They have to have names on them just for this reason.
28:09You know, I come out here and you guys said your buddy left, but there's nine lines in
28:14the water.
28:15Right.
28:16You guys can only have six while the two are out here.
28:18Right.
28:19You know, so if there's names on it, on all of them, that gives me the ability to see
28:23those are your two from your buddy that left, those are your two, those are your two,
28:27and then you got your hanging lines.
28:28Right.
28:29You know?
28:30Okay.
28:31I'm gonna go take a look at your hanging lines real quick.
28:33Okay.
28:34I'm just gonna have you pull each of those lines up a little bit just so that the hook's dangling
28:39in, okay, so I can see them.
28:40One of the fishermen also has a concealed weapon, which he did not disclose as soon as
28:45Officer Zultek began talking to him.
28:47And we're gonna secure it right over here.
28:49And I'm just gonna ask you guys not to go by that sled, okay?
28:52If you go by that sled, me being nice is gonna turn into me not being nice real quick,
28:57okay?
28:58We have no intentions.
28:59We fully are cooperative.
29:00I didn't try to break any rules or laws.
29:01I didn't get him for nothing.
29:02Okay, go ahead and put the, put the firearm right in one of the pockets there.
29:09Let's walk over here and we'll do it together.
29:11Just while I'm sitting here waiting, okay?
29:13Okay.
29:14Just leave it there for right now.
29:19What I'm just gonna ask you guys to do is you can either wait in your shanty or stay on this side of your shanty.
29:26Like I said, if you go that way, it's...
29:28No, we're not going.
29:29Nobody's going that way.
29:30Okay.
29:31We appreciate it.
29:32Yep.
29:33I came across some individuals out ice fishing here and they had six tip-ups out and they were,
29:47had three jigging lines out, which put them at a total of nine lines in the water.
29:52And on Houghton Lake, you're only allowed to have three lines in the water per person.
29:57And there was only two of them there.
29:58So that means that there are three lines over, over the limit.
30:01Upon further investigation here, I see that they had some fish on the ice.
30:05And one of them, they had one walleye, which appears right now to be over an inch shorter
30:10than the limit that they need to have, which is 15 inches.
30:14They said that their buddy had just left.
30:16So I'm waiting on their buddy to come back out here.
30:19When he comes back, CEO Zultek initiates a conversation with him.
30:22So I'm CEO Zultek.
30:23You were the guy that was out here fishing?
30:25Yeah.
30:26Okay.
30:27So where, how about how long ago did he leave?
30:30About 45 minutes.
30:32About 45 minutes?
30:33About an hour, maybe an hour.
30:34Maybe an hour ago?
30:35Yeah.
30:36Okay.
30:37Maybe a little bit longer than that.
30:38Okay.
30:39So why did you leave?
30:40There's a couple issues that I have.
30:41They said that you had caught a walleye, right?
30:43Yeah.
30:44Okay.
30:45Did you measure it?
30:46Yeah.
30:47You did?
30:48Yeah.
30:49Okay.
30:50How long was it when you measured it?
30:51It was about 14 and a half inches.
30:5214 and a half inches.
30:53It said that it was 15, but it said from 12, anywhere you could keep two from 13 to 15.
31:00He'd screenshot it.
31:01Yeah.
31:02He showed me that picture.
31:03I don't know exactly, exactly what you're looking up online on that.
31:06But if you look at like our digest that you get when you purchase your license, it specifically
31:12says that it needs to be, on Houghton Lake, that it'll need to be 15 inches long.
31:18Okay.
31:19Okay.
31:20So that one's a little bit short here.
31:21The other issue is, why'd you leave all your lines in the water, man?
31:25Um, I didn't think about it, man.
31:28My mom came, I'm from like Illinois.
31:31My mom lives right here and all lives there in Michigan.
31:33Okay.
31:34She came up to town.
31:35She was like, I'm up at the bar.
31:36I'm gonna have a beer and a burger.
31:38I don't see her much.
31:39I see her once a month.
31:40So I went over there, had a beer and a burger, came back.
31:43Didn't know what to think about it, man.
31:44Okay.
31:45How much have you had to drink today?
31:46Uh, one drink.
31:47That's it?
31:48Yeah.
31:49Okay.
31:50Bodies could get a ticket for fishing on a line.
31:51Lines unattended right now, too.
31:52People never pulled through the lines.
31:53Did you, uh, think anything a no-go?
31:55Possibly.
31:56Yeah.
31:57That's why I was asking.
31:58The answers were straight.
31:59The only thing was, were you getting any smells?
32:01No.
32:02Neither was that.
32:03No.
32:04He was giving me a decent answer, so.
32:06Yeah.
32:10It has a stipulation that you can drive right now as long as you have a blow device.
32:17Yes.
32:18Okay.
32:19Do you have a blow device on that machine?
32:20Uh, I do not have one on this machine.
32:21Okay.
32:22There's four things I could write you, well, five things I could write you citations for,
32:26okay?
32:27Yes, sir.
32:28The first thing is, you don't have names and addresses on all your tip-ups, or at least
32:31the ones that he was claiming.
32:32Okay.
32:33Okay.
32:34Or they says they're doors.
32:35Okay.
32:36You don't.
32:37Um, the other thing is your walleye is short.
32:38Okay.
32:39It has to be 15 inches.
32:40It was only four, it was pushing 14, barely 14.
32:42So it was a full inch short.
32:43Okay.
32:44Yes, sir.
32:45Um, the other thing is you left your lines unattended.
32:47Okay.
32:48So there's the three fish and game violations that are going on right there.
32:51Okay.
32:52Then you go to the snowmobile stuff.
32:53Now, I understand I told you that you had to come back out here.
32:57So that's why I'm not addressing, addressing that.
33:00But look, you can't be operating without a blow device.
33:03Okay.
33:04So guess what?
33:05Who has a valid driver's license?
33:06Both of you do.
33:07That means you guys have to be the ones operating.
33:09Okay.
33:10He can't drive it again.
33:11Yes, sir.
33:12Okay.
33:13And then also your registration on your, on the machine.
33:14I know it's not yours.
33:15Yeah.
33:16It's on the tunnel.
33:17It's called a tunnel ridge.
33:18The way that it needs to be is on the forward half of the machine.
33:20Okay.
33:21So technically that's in the wrong spot.
33:22So out of the five things that are going wrong, I issued a citation on two of them.
33:25Okay.
33:26Yes, sir.
33:27Which are the priority stuff to me.
33:28Okay.
33:29And the state.
33:30One, you're taking fish that are undersized.
33:31So you're getting a citation for possessing a walleye under 15 inches.
33:35Okay.
33:36In this part.
33:37The other one is you're receiving a citation for leaving your line unattended.
33:41Okay.
33:42So I'm giving you a warning about the tip offs.
33:43I'm giving you a warning about all the snowmobile stuff.
33:45Okay.
33:46Yes, sir.
33:47This fisherman pled no contest to both charges.
33:50For keeping a walleye that was undersized, he paid a court ordered fine of $230.
33:55For leaving his lines unattended, he paid an additional court ordered fine of $220.
34:00Okay.
34:01Have a good day, gentlemen.
34:02For sure.
34:07Michigan Conservation Officer Dan Listenfeltz is keeping an eye out for off-road vehicle
34:12use while he's driving down a two-lane road.
34:15He spots an ORV that has two people on it.
34:17The subject shows two yards, both on.
34:18Hello.
34:19How are you guys doing?
34:20Good.
34:21You can't have two people on a quad.
34:22We cannot.
34:23Nope.
34:24I'm so sorry.
34:25It even says so here.
34:26It's a law because they tip so easily with two people on them.
34:28They're not like anything else.
34:29So where are you guys riding from?
34:30Literally like less than.
34:31You guys pulled out on the road right there?
34:32Okay.
34:33Okay.
34:34All right.
34:35Can we turn around and go around?
34:36Yeah.
34:37Do you have your driver's license on you by any chance?
34:38Of course not.
34:39Okay.
34:40All right.
34:41I'm so sorry.
34:42He has his though.
34:43No, that's okay.
34:44How old are you?
34:45Well, he has his like permit.
34:47Okay.
34:48Okay.
34:49Sounds good.
34:50All right.
34:51Go back home and just, we'll call it good.
34:52Okay.
34:54All right.
34:55Sorry about that, but can't, can't do it.
34:56So.
34:57Okay.
34:58All right.
34:59You guys are all set.
35:00Okay.
35:01Yep.
35:02Later in his shift, CO Liston-Felts pulls over an off-road vehicle that was going too fast.
35:03How speed limit is for Orbeez?
35:0485.
35:0525 miles an hour.
35:0625 miles an hour.
35:07Far shoulder of the road.
35:08Pretty much where you're riding now.
35:09You can't be going down the middle of the road.
35:10You can't have one tire on the, I'm always understanding that.
35:13You can.
35:14I have one tire on the pavement, one on the shoulder.
35:16It's as far over as the shoulder as you can get, but it's 25 miles an hour.
35:19How fast do you think you were going?
35:2060.
35:2160 is right there.
35:22You got your driver's license on you?
35:23Yes, sir.
35:24Okay.
35:25Oh.
35:26Where are you guys coming from?
35:27Yeah.
35:28We just taking them for a ride.
35:29Okay.
35:30Liberating on Marianne Drive.
35:31I got you.
35:32Okay.
35:33Okay.
35:34You got your RV permits for this and everything?
35:37I just got it.
35:38All right.
35:39So they're not on yet?
35:40No.
35:41Okay.
35:42All right.
35:43They're right here.
35:44All right.
35:45Sounds good.
35:46Thanks.
35:47How many Orbeez do you own?
35:48Three.
35:49Four wheelers.
35:50Okay.
35:51How many Orbeez permits have you bought this year?
35:52Just two.
35:53Just two?
35:54Okay.
35:55Sounds good.
35:56Before we leave here, stick them on, okay?
35:57One second.
36:07Michigan Conservation Officer Dan Listenfeltz has stopped the driver of an off-road vehicle
36:12who estimated his speed at 60 miles an hour.
36:15He was not aware that the speed limit for ORVs is 25.
36:20C.O. Listenfeltz cut this man a break and charged him for something other than speeding.
36:24So I wrote you a civil infraction citation for failing to display your ORV permit.
36:28Basically, you have one.
36:30It's just not on the machine.
36:31That's all the ticket's for, okay?
36:32Yeah.
36:33I'm going to give you a warning on the speed.
36:34That is a humongous break.
36:35Trust me when I tell you that, okay?
36:36Yeah.
36:37It's 25 miles an hour, far short of the road.
36:38Obviously, you thought it was 55, so that's fair.
36:40I'm going to give you a break on that, okay?
36:41It is 25 as far as you can get, okay?
36:44Okay.
36:45But you've got 10 days to contact the emergency county court by that phone number right there, okay?
36:48It doesn't mean you've got to pay it in 10 days.
36:49Contact them.
36:50Let them know you're aware of the ticket, okay?
36:52It's just a, you take care of the phone type thing, okay?
36:54Yeah.
36:55In this case, for the civil infraction of not displaying his ORV sticker, this man pled responsible
37:01and paid a court-ordered fine of $80.
37:03So, obviously, the speed limit on ORV trails is whatever's reasonable, okay?
37:08But on the shoulder?
37:09When it combines with a roadway, so when it's on the shoulder of the road, it becomes the ORV ordinance,
37:15so 25 miles an hour, okay?
37:16Okay.
37:17Fair?
37:18All right.
37:19Do you have any questions?
37:20Nope.
37:21Approximately four counties to the south from where C.O. Listenfels is patrolling,
37:28Conservation Officer Josh Russell is also working an off-road vehicle patrol in the state's District 5.
37:34He's stopped three ORV users who are driving along a state highway, which is not allowed.
37:43These operators are part of a larger group.
37:46Yes, ma'am.
37:47I'm gonna have two files of priors, and then one I need to check for ORV safety, please.
37:54All right.
37:55So, I see you got more people trying to pop out and come across, right, with the group.
38:01So, this is the deal.
38:02I'm not gonna sit here all night and babysit and catch everyone coming back who was operating on 18, okay?
38:08You guys can be, let them know they're not supposed to be operating there, okay?
38:12No more from here on out, okay?
38:13I saw the quad.
38:14I'm sure there's more people hiding out in the woods, but I got better things to do than chase people who were just down 18.
38:18They're almost home, right?
38:19That makes sense?
38:20Yeah.
38:21So, this is the deal.
38:22You both got a citation for operating on an M18.
38:25You have a revoked driver's license.
38:28You're not supposed to operate that at all, okay?
38:31Yeah.
38:32Yeah.
38:33So, you can't operate a car.
38:34You can't operate a snowmobile.
38:35You can't operate any sort of ORV, all right?
38:37So, instead of jamming you up with the suspended license stuff, I just did operate on an M18, okay?
38:41When you come out onto 655 down there, it says, Meredith.
38:46Yep.
38:47Gas, food, lodging.
38:48Yep.
38:49Hiking?
38:50Come on.
38:51No, I get it.
38:52I get it.
38:53Especially if we know.
38:55I know.
38:56Okay.
38:57Okay.
38:58It's not showing that you have ORV safety.
38:59Do you have your certificate anywhere?
39:00No?
39:01So, you probably haven't taken it?
39:02No?
39:03Okay.
39:04So, do me a favor.
39:05Go online and take that, all right?
39:06Before you're...
39:07Once you're 16, you don't need it, right?
39:10But you still need to be supervised, right?
39:12Okay?
39:13So, just make sure you do it so that we can operate, okay?
39:15How much is this ticket?
39:16So, it's going to be the range for those are, I believe, 50 to 500.
39:20Your first time offense will be the middle to lower end.
39:22Each court's different though, okay?
39:23So, do me a favor.
39:24Within three to 14 days, Wednesday at the earliest, there's a phone number on that sticker.
39:28Call the court.
39:29You can take care of the older phone through the mail, okay?
39:31It doesn't bind you up with driving privileges, nothing crazy like that.
39:35It's just simply for operating on M Road when you're not supposed to, okay?
39:38No points?
39:39No points, nothing like that, okay?
39:40So, your insurance won't go up.
39:42It's non-traffic, okay?
39:43So, won't mess anything like that.
39:44But, so, when they start coming across, make sure you go, hey, because you guys ran, we got hit, right?
39:51So, spread the news that they're not supposed to be on there.
39:54I get that may be deceiving the people down there, that sign pointing to the gas.
39:58But, you can go across from area to grade, take the snowmobile trail and get to the gas station.
40:02Okay?
40:03So, there's still a way to get there.
40:04In this case, for operating off-road vehicles on a highway, both men in this group were found guilty.
40:10They each paid a court ordered fine of $150.
40:14Just be safe, guys.
40:15Like I said, when they start filtering in, let them know, all right?
40:18Because next time, I know where they're hiding now, right?
40:21So, just stay off AT.
40:22It's for your guys' safety is what it is.
40:24There's a lot of traffic, okay?
40:25So, all right.
40:26Well, have a better weekend, fellas, and enjoy the bikes the rest of the week.
40:30Besides, you obviously know you can't drive it now, right?
40:33Yeah, yeah.
40:34Okay.
40:35Okay.
40:36Awesome.
40:37Just get that taken care of so you can ride it.
40:38You can drive a boat, but that's about all you can drive right now.
40:40Okay.
40:41All right?
40:42All right, guys.
40:43All right.
40:44All right.
