00:47Marcy Borders, born July 19, 1973, died August 24, 2015, was an American legal assistant who worked for Bank of America at its branch, located in the World Trade Center's North Tower, and survived its collapse following the September 11 attacks.

17:02Within seconds of the collapse of the World Trade Center in the September 11 attacks,
17:07building materials, electronic equipment and furniture were pulverized and spread over
17:13the area of the Financial District of Lower Manhattan.
17:29In the five months following the attacks, dust from the pulverized buildings continued to
17:35fill the air of the World Trade Center site.
17:40Many New York residents have reported symptoms of ground zero respiratory illnesses.
17:47Various health programs have arisen to deal with the ongoing health effects of the September

17:55The World Trade Center Health Program, which provides testing and treatment to 9-11 responders
18:01and survivors, consolidated many of these after the James Zadroga 9-11 Health and Compensation

20:01As of December 2017,
20:30the most common conditions certified by the World Trade Center Health Program were rhinosinusitis,
20:37gastroesophical reflux disease, asthma, sleep apnea, cancer, post-traumatic stress disorder,
20:45respiratory disease, chronic obstructive pulmonary disease, depression, and anxiety disorder.
20:52The most common cancers were skin cancer and prostate cancer.
21:00The dust from the collapsed towers
21:29was wildly toxic, according to air pollution expert,
21:34University of California Davis professor, emeritus Thomas Cahill.
21:39Most of the thousands of tons of debris resulting from the collapse of the Twin Towers
21:44was pulverized concrete, which is known to cause silicosis.
21:49Upon inhalation, the remainder consisted of more than 2,500 contaminants, more specifically,
21:5850% non-fibrous material and construction debris, 40% glass and other fibers, 9.2% cellulose,
22:07and 0.8% of the extremely toxic carcinogen, asbestos, as well as detectable amounts of lead, mercury.
22:17There were also unprecedented levels of dioxins and polycyclic aromatic hydrocarbons from the fires,
22:25which burned for three months.
22:27Many of the dispersed substances are carcinogenic.
22:32Other substances can trigger kidney, heart, liver, and nervous system deterioration.

23:38The composition of the smoke and dust in the air was not fully understood at the time.
23:53The World Trade Center Health Program's Dr. Michael Crane touched upon this issue in an interview with Newsweek, stating,
24:00we will never know the composition of that cloud because the wind carried it away, but people were breathing and eating it.
24:09What we do know is that it had all kinds of god-awful things in it, burning jet fuel, plastics, metal, fiberglass, asbestos.
24:18It was thick, terrible stuff, a witch's brew.
24:23These toxic exposures have led to debilitating illnesses among rescue, recovery, and cleanup workers,
24:32and the pulmonary fibrosis death of NYPD member Cesar Borja.
24:36Increasing numbers of cases are appearing in which first responders are developing serious respiratory ailments.
25:06Health effects also extended to some residents, students, and office workers of lower Manhattan and nearby Chinatown.
25:31Dr. Edwin M. Kilburn, a high-level federal scientist, issued a memo on September 12, 2001,
25:40to the Centers for Disease Control and Prevention advising against the speedy return to buildings in the area
25:47because of possible hazards from various toxic materials.
25:51On October 6, 2001, Associate City Health Commissioner Kelly McKinney said that proper safety protocol for WTC site workers was not being enforced.

27:04It is almost 22 hours after the unspeakable terrorist incident that has forever changed New York City.
27:12You're looking at pictures of some of the rubble, what is left of the 107 Twin Towers of the World Trade Center.
27:19New Yorkers just beginning to grasp the enormous devastation wrought in their city.
27:25Some 1,450 victims are now admitted to area hospitals.
27:30The mayor says that a horrendous number of lives have been lost here.
27:34Some city officials saying those numbers will go into the thousands.
27:38I'm a few blocks north of what was the Twin Towers of Manhattan, a New York and world icon.
27:45As you've been reporting earlier, those New Yorkers who have woken up from their nightmare,
27:51which proved to be true, have gone out and gotten some newspapers and the two leading tabloids in New York City both calling it an act of war.
27:59For me, it's kind of eerily familiar.
28:02Nearly 11 years ago, I stood on a rooftop in Tel Aviv with Israeli newspapers saying almost the exact same headlines and words
28:08as Iraq attacked that evening and war started in the Persian Gulf.
28:13Intelligence is also indicating that he's now in Afghanistan.
28:18If that is the case, I think this new policy makes sense.
28:21And that is that any nation that harbors such a terrorist would also be the beneficiary of a retaliatory effort by the United States.
28:31My view, again, is that the Taliban have been playing this game, that no, we contain him.
28:40When I met with him, they said he's not perpetrating any terrorist acts.

28:46That is not the case.
28:47He operates in a wide network throughout Afghanistan, other countries.
28:51I think it is critically important that if he is in Afghanistan, that he be turned over, that he be brought to a swift, swift retaliatory effort.
29:02Julie, sir, you're a former DIA, Defense Intelligence Agency, analyst specializing in Afghanistan and the Taliban and Osama bin Laden.
29:10What's your take?
29:11I agree with Ambassador Richardson and the other experts that I know you've had on throughout the day that, yes, all the indicators do seem to point to Osama bin Laden being responsible for this attack.
29:25And, yes, I also agree with Ambassador Richardson that the Taliban, and as the president said, share at least equal responsibility in this act, if that does turn out to be the case, that bin Laden is behind it.
29:38That they, Taliban officials have claimed after the 1998 embassy bombings, after the coal attack, that bin Laden could somehow be controlled by them.
29:49And I think this shows, if anything, that they're working with him, that they're cooperating with him, that that's perhaps even the best way to understand bin Laden's organization,
29:58that it includes not just bin Laden and this extremist network worldwide, but it's very much helped by the safe haven the Taliban provide,
30:06and even by the assistance of some neighboring countries, including particularly Pakistan.
30:19Borders said she never recovered from the trauma of the attack.
30:23She was frightened of tall buildings and airplanes.
30:26In April 2011, she checked herself into a rehab center.
30:32But I announced that she was very dearly has Lubad-ina.

32:09Borders' cancer had resulted in a $190,000 debt, even though she had not yet received surgery,
32:16and she still needed additional chemotherapy.
32:20Borders said she could not even afford to get her prescriptions filled.
32:23She believed that her cancer was triggered by the toxic dust she was exposed to when the
32:30World Trade Center collapsed, having once said,
32:33I definitely believe it because I haven't had any illnesses.
32:37I don't have high blood pressure, high cholesterol, diabetes.
32:42Borders died from cancer on August 24, 2015.
