01:14Mr. Singson brings decades of direct experience in both the planning and execution of major government infrastructure projects.
01:21As former Secretary of the Department of Public Works and Highways,
01:26he led one of the most significant reformed efforts in the agency's history,
01:31introducing systems to promote transparency, eliminate ghost projects, and ensure proper use of public funds.
01:39He also served as head of the Basis Conversion and Development Authority,
01:43where he managed large-scale land and infrastructure development.
01:47His technical understanding of how projects are designed, procured, and implemented will be essential to this commission's work.
01:57Rosana A. Fajardo, Commission Member.
02:00Ms. Fajardo is a certified public accountant and currently the country managing partner of SGV and Company,
02:08the Philippines' largest professional services firm.
02:11She has over three decades of experience in auditing, internal controls, and risk management,
02:17especially in identifying weaknesses in financial systems and operational processes.
02:24She has worked across both public and private sectors to help organizations defect fraud,
02:31strengthen governance, and build more accountable institutions.
02:34Her technical insight and financial acumen are critical in following the trail of public funds
02:42and determining where leakages and irregularities may have occurred.
02:47Mayor Benjamin Benji Magalong, a special advisor and who will act as investigator for the ICI.
02:55Mayor Magalong is a career law enforcement officer who served as Deputy Director General of the Philippine National Police
03:02and as former Director of Criminal Investigation and Detection Group, or CIDG.
03:08He handled sensitive, high-impact investigations and helped lead institutional reforms in law enforcement
03:14through intelligence-driven forensic-based approaches.
03:18As mayor of Baguio City, he has continued to apply his strict standards of transparency
03:24and accountability in local governance.
03:28His experience in leading difficult investigations, uncovering internal wrongdoing, and enforcing compliance
03:36makes him a strong asset to this commission.
03:41The announcement of the chairperson of the commission will be made by the president in the coming days.
