Commission launches Mercosur deal ratification amid political tensions in France

The European Commission is giving in to French demands by strengthening oversight of the most sensitive agricultural markets, in the hope of defusing resistance from farmers.

00:00The European Commission has launched the ratification process for the trade
00:08agreement with the Mercosur countries including Argentina, Brazil, Paraguay and Uruguay.
00:13In order to address concerns raised by some member states like France as well as European
00:20farmers, the Commission is proposing the inclusion of safeguard clauses.
00:24Should the market disruption occur, the proposed 6.3 billion euros of the unity safety net
00:32under the next multi-annual financial framework stands ready to support the agricultural sector.
00:39In addition, the Commission is proposing to supplement the agreement with the legal act
00:45to operationalize the bilateral safeguard mechanism in our agreement with Mercosur.
00:51Specifically, the Commission plans to monitor imports of sensitive agricultural products
00:57such as beef, sugar and poultry and will report on them every six months.
01:02If market disturbances are observed in a member country, the Commission will have about 20
01:07days to react.
01:09Investigations may be launched in the event of a sudden increase in imports or a fall in
01:13the price of sensitive agricultural products in the EU.
01:17The bar is set at 10 %. However, an expert told Euronews that the agricultural sector
01:23remains skeptical about the effectiveness of the proposed safeguard clauses.
01:27The debate today is focused on the clauses of safeguarding in case of perturbation
01:33of markets, but on the heart of the problem, which is the differential in the practices of production
01:39between what is done in Latin America and what is done in the European Union where we have
01:44extremely strong requirements for agricultural producers.
01:50The agreement now awaits a vote in the European Parliament and must be approved by a qualified
01:58majority of member states.
02:01Historically France, Poland and Italy have opposed the deal, but growing pressure from US tariffs
