00:00How can one possibly and honestly investigate itself and render a fair and unbiased judgment,

00:06much like grading or rating self-performance?

00:09A question newly minted DPWH chief posed to a gaggle of reporters on his decision to abolish the in-house investigation unit

00:18his predecessor created as our Kenneth Paschente reports.

00:22DPWH Secretary Vince Deason has abolished the Anti-Graft and Corrupt Practices Committee,

00:30the investigating body formed by former DPWH Secretary Manny Bonawan.

00:35The committee was intended to investigate corruption cases involving agency officials in connection with defective flood control projects.

00:43Deason said that an investigation into alleged irregularities within the agency should not be conducted by the agency itself.

00:50Hindi po ako naniniwala ng organisasyon e dapat imbistagayan ang sarili niya.

00:58Hindi po ata tama yun.

01:00Although the committee was formed at a time where there was still no directive from the chief executive,

01:05he said the investigation of flood control project anomalies should be turned over to a newly formed independent body.

01:11Para ho sa akin, nagsalita na po ang Pangulo, magtatayo po siya ng independent commission.

01:21Ibigay po natin sa independent commission ang responsibilidad at authority to investigate.

01:26But what will happen to the initial information gathered by the committee that will be abolished?

01:31Deason stressed,

01:32Lahat po yun, ipapasa po natin sa independent commission.

01:36Yun po ang tingin ko ang dapat na mangyari.

01:40Kakagalap po kami kasama ng bagong team na papasok sa DPWH,

01:46nung impormasyon sa loob ng departamento,

01:49at yun po ay ipapasa natin sa independent commission.

01:52President Ferdinand R. Marcos Jr. was also asked about reports that Baguio City Mayor Benjamin Magalo

01:57would be part of the independent investigating body.

02:00But the president responded,

02:01I don't want to talk about it until buo na.

02:04Hindi pa namin nabubuo yung plano.

02:06But we'll talk about it.

02:07Malapit na yan.

02:08Very, very soon.

02:09As for Secretary Deason, he said he sees no problem if Magalong is appointed,

02:14pointing out his determination to hold both corrupt DPWH officials and contractors accountable.

02:20However, he added that it is still up to the president to decide who will lead the independent body.

02:25I'd rather not say,

02:26wala po sa posisyon ko yan.

02:29Yan po ay sole prerogative ng ating Pangulo at dapat po pagtiwalaan po natin at respetuin natin ang disisyon ng ating Pangulo.

02:37Deason also said he will be making inspections of flood control projects in the coming days.
