00:00A disrupted session and a ticking deadline now put lawmakers under pressure to keep the budget process moving.
00:07With clean-up still underway and delays mounting, senators say the work must continue wherever they have to convene to prevent further setbacks.
00:16Our Luisa Irispe reports.
00:19The Senate building sustained damage after a fire broke out at the Legislative Technical Affairs Bureau yesterday.
00:26Aside from the third floor, the elevators were broken.
00:30Leaks can also be seen everywhere, especially on the second floor and the session hall, which was severely damaged.
00:37But today, employees work together to restore the office to its previous condition as much as they can.
00:45Senate President Vicente Salto III inspected the building himself to ensure that within 24 hours, the building will be back in order.
00:52Well, we're in the course of inspecting paano.
00:59But right now, as we speak, the Arson investigators are further investigating some of the areas in the third floor.
01:08The main focus is the damage in the session hall, which led to the suspension of today's supposed plenary
01:38But Senate President Soto is determined that tomorrow, they will start the session or else the budget process will be delayed.
01:46It was delayed. Delayed na kami na isang araw because of the Friday additional period of interpellation.
01:55Tapos delayed ngayon, dapat mayroon ang period of aminmes.
02:02So na-a-delay yan. So hindi na pwede mo dili bukas.
02:04Senator Sherwin Gatchalian, Chair of the Committee on Finance, also shared the same sentiments on the budgetary process.
02:11But he also fears the possibility of a mere re-enactment of the 2025 budget.
02:17Mayroon rin akong fear. Kasi nga, if you look at the timeline, ang ratification, December 17.
02:23So ibig sabihin, mag-o-overtime sila para ma-enroll yung copy.
02:29If you look at the signing in Malacanang, December 29.
02:36So that's two days before the New Year's.
02:41So medyo tight siya. Medyo tight.
02:43So everyone should really work overtime.
02:48Actually, even kahapon, nagtrabaho kami para matapos yun.
02:51And then today, magtatrabaho rin kami para matapos.
02:54But Senate President Soto said this should not happen, as last year's GAA is clearly the most corrupt budget.
03:01Nadelay tayo.
03:02Oo, kaya nga.
03:03Kaya nga, kaya nga.
03:04Kaya nga, kaya nga, madelay.
03:05Sapatkat ng, ang i-re-re-enact, i-re-re-enact nating budget.
03:09So the most corrupt budget ever.
03:12Hindi natin papayagin yan.
03:14Tomorrow is the expected period of amendments.
03:17And December 3 is expected to be the second reading.
03:20December 9 is the target for the third reading.
03:22And there will be three days for the bicameral confidence.
03:25Their target is that on December 29, the President will be able to sign the budget.
03:30Luisa Erispe from the National TV Network for a new and better Philippines.
