01:18But with us looking at the rest of the year, legislation, budget, we really need a full Council.
01:28So it just seems like we're just mourning the passing of ONDA.
01:33But we have to move forward with the replacement.
01:39And I would have preferred this, you know, to be with Joel here, maybe kind of taking the lead on this as President of Council.
01:47But my kind of recommendation, there are three candidates that are right in for that position.
01:55To me, it would make sense to see if they're willing to interview with Council to fill the remainder of her term for this year.
02:04Okay. Because that's all we're filling is the remainder of this year.
02:07There's no mechanism where they can continue on since there are right in candidates unless all three right in candidates would draw their name.
02:16That would be the only way, which is not likely.
02:19But I think what we would like is just to open that up to the public for anyone else that's wanting to interview.
02:28I mean, I think we at least have to open it up for anyone else that wants to throw their name in the hat as an at-large candidate.
02:36That basically we would be asking maybe, really because we don't have a Council, we could really say by the end of next week, really.
02:44Because we're already Monday, by the time that hits the press, you know, we're going to be near end of the week.
02:51But if anyone could, that is interested, submit their name and information to the clerk.
02:57And we will reach out to the three right in specifically?
03:01To coordinate an interview.
03:03We'll probably have to see a date and set a time to do those interviews.
03:09Because we need to go ahead and work on filling that.
03:13Because as we get towards the end of the year, we get in the start of six flu season, all that stuff.
03:19And we have absences and we'll have the inability to pass legislation.
03:25And as you all know, there is sometimes legislation that cannot, we just don't have the time to do the three read.
03:31And right now, we need everybody here to waive the three read with one absence.

07:16That would be resolution number 035-25.
07:20A resolution consenting to the execution of an agreement between the Board of Commissioners
07:28of Hardin County, Ohio and Kenton Health Facilities, LLC and or Vankrest of Kenton, LLC for the adoption
07:37of a project for the construction of a new nursing home slash assisted living facility and
07:43that will create employment opportunities within the city's enterprise zone and declaring
07:48an emergency.
07:48John, do you want to give us a little bit of background, please?
07:52Yes, I can.
07:52Or Holly, I don't care.
07:53Yeah, so there's a proposed site.
07:59They're hoping to finish acquisition of the land this week, okay?
08:04And then financing to be finalized by the end of next week and groundbreaking hopefully
08:10within a few weeks.
08:11It's a very tight timeframe, but they're looking, when this type of investment comes in, they
08:16typically look for enterprise, you know, zone, basically a tax abatement, okay?
08:24On property tax.
08:25On property tax, which just allows them to get the upfront so they don't have that large
08:32cost during the beginning of their operation.
08:35So it's very normal for this type of project.
08:38We've done it for graphic packaging before.
08:41It's been done over in Ada with some of the developments there.
08:44Of course, we weren't involved in that.
08:45Last time we were involved was the graphic packaging.
08:49But this is important to, because there's going to be job growth, there's going to be
08:57a significant investment in the community.
09:00It's a little over $13 million on land and then equipment.
09:05Everything brings that up to $15 million.
09:08And if anyone wants to see what something very similar to this looks like, drive over to
09:14Persendusky, and their project is probably 80, 85% complete, that is a little larger facility
09:21than what we will be getting here.
09:23But that's the proposal.
09:25So I think this is important.
09:27And it fills a very large community need at this point.
09:31With the loss of the...
09:32And the impact of the real estate taxes to the city is minimal, because the percentage
09:38we receive out of those is almost negligible.
09:41Plus, we probably pick up some wage dollar income tax.
09:48And then there are water and sewer.
09:51They're a high user on water and sewer.
09:56So there's that benefit, too.
09:59And keep in mind, this specific location, we had to increase the enterprise zone to accomplish
10:06this, and that was done earlier in the year.
10:08And that has been approved and certified by the state as it's included in the enterprise
10:15agreement that was approved and expanded.
10:20All right.
10:20So we are asking for this to be...
10:23Because of the timing of financing and land acquisition and those kind of things.
10:27And the goal would be to be asking the commissioners to approve this on Thursday at their meeting.

15:49And the big thank you tonight, and it's huge, and I don't want anybody to lose sight of John's
15:56work and Holly's work with Enterprise Zone for this, what you voted on tonight.
16:02I mean, it's a huge piece, and they did it quickly.
16:07They're very knowledgeable about it, but, you know, again, it's great to have a partner
16:13at Economic Belmont like Holly that's very well-versed on this and can act quickly on it
16:19when we need be.

16:22Also, we took the trees down on the north side of the square, if anybody noticed, on
16:27Columbus Street, and we took the two crabapple trees, did clean it up.
16:32Our guys took them down, and then we had some stump issues.
16:35So, Don Hall came in and finished out Saturday morning.
16:39Our guys will go in and repair those areas on the sidewalk and some curb sidewalks, so
16:44at least it will look good for once everything's done.
16:47We won't have odd sidewalks.
16:51Street crew is continuing to work diligently with the Dura-Patcher.
16:55We are in the final push.
16:58County is pretty much out of tar, but if you have any, if you hear from anyone in your wards,
17:05please let us know from alleys or streets.
17:07I would ask that each of you drive your ward and at-larges drive around and see if there's
17:14any streets or alleys that we missed or that needs attention and get those to us.
17:19We still can get tar in Marion to finish out.
17:24Water and sewer crews are working well together.
17:28We placed a lot of already some catch basins.
17:33The guys have done great work.
17:35Maybe some of you have seen it, but there's a water leak on South Layton Street between
17:41the river and Franklin Street.
17:45We know it's there.
17:46It's a six-inch.
17:48It's kind of staying put.
17:50We have some work that we're working with doing an AEP.
17:54We'll finish that up in the morning, and then the plan is to repair that tomorrow afternoon,
18:01and it's held, so we have two shut-off valves up at Franklin Street and right before the bridge,
18:06so we'll be able to isolate that.
18:09It won't affect the entire town.
18:11So it's just that section, just a heads-up, and back to the street crew.
18:18We're working at the parking lot at the Y, kind of our area that has the big potholes.
18:27So they did half of it this morning, and they're going to do the other half tomorrow.
18:30So they're rolling pretty well.
