00:12Welcome, everyone, and welcome to the 14th regular session of counseling.
00:18So, 14. That means we're over halfway away, well over halfway through the year.
00:23And I'm certain that if we haven't heard it already, tonight may be the night that our finance committee chair makes the announcement about we need to get started thinking about that six-letter word.
00:36We have already had conversations with the administration about beginning those processes.
00:42All right. So, without further ado, let's get into this and have a roll call.

02:32We have the minutes from the prior meeting.

02:50So moving on down the agenda, we have no citizens requesting time to speak, so I won't give a little speech on that.
02:59But there will be time at the end of the meeting for public participation, if anyone so desires.

03:11I did receive the, I think, semi-month or bi-monthly, bi-monthly?
03:20Every other month, newsletter from the Hardin County Council on Aging, and I can pass that around.

03:38So we'll get right into administrative reports, and we'll start with Chief Musser.
03:43So just real quick, we had our stingrays swim meet a couple weeks ago, and the Wildcat 5K, we did a relay, or the PD and the FD did a relay.
04:02And both departments showed up for the swim meet, which was pretty epic.
04:09I don't think we did well, but we did okay, considering.
04:15No one dropped.
04:16Yeah, high school, high school swimmers, soon-to-be college D1, D2 swimmers, so that's, I think we did fine.
04:24We did, the PD did beat the fire department in the relay, I should point out.
04:32I think that's the best shot.
04:36And what place were both of them in?

04:39What place were both in overall?
04:42I'd say probably top.

04:51So, yeah, and in connection to that, we have the National Round coming up, which is, well, I guess 5th, is that right?

05:06And I did want to give some credit to Tori McDaniel, who is Officer Temple's better half.
05:12She's been helping us out tremendously, just voluntarily, helping Emma with organizing some things.
05:19And if you haven't been paying attention to our Facebook page, I would check it out.
05:24She's doing a really good job.
05:27So I wanted to give her some props there, too.
05:29So that's all I got.

05:38And I see Chief Donnelly sent three folks because I'm certain you guys are all here to dispute what our police chief just alleged.
05:47Well, I mean, Danny Folk and actually we're, Jack and I were on duty during the 4K relay and all that stuff.
05:56And, yeah, PD did beat us.
05:59But we at least got an award for coolest baton.
06:04PD didn't get nothing, so.
06:08And they are trained to run.
06:11All of our training says we never run, so they should have beat us.
06:16But Chief Donnelly wanted me to let you guys know we did receive the hose from Mount Victory fire.
06:22It is at our station, and some of it is in service already.
06:26And we currently have one of our newest probation members here tonight.
06:31And I'll let Jack introduce himself to you all.

06:42I've been around this area since 21, so fairly new to the area, but loving it around here.

07:25So we had several things get struck by lightning Saturday and Sunday.
07:33We have a well that got struck and is out of service.
07:37We think the meter, the raw meter at the sewer plant got struck.
07:44The light down at Layton and East Franklin, if you noticed it was, oh, West Franklin, was flashing.
07:54The controller got knocked out.
07:57So we have started an insurance claim for those things.
08:01But just be ready for some, probably, emergency legislation so that we can get things fixed and back going.
08:09And I just want to remind everybody about pedestrian safety.
08:15We stand here and you watch this intersection over here.
08:18And when it's safe for the pedestrians to go, the left-turned people are not waiting for the pedestrians.
08:24So just remember that pedestrians always have the right of my fellow pedestrians.
08:33And then I would like to give Emma a little bit of time to talk about National Night Out.
08:40Okay.
08:41So National Night Out is a week from tomorrow.
08:44Like Chief said, it's going to be at the firehouse.
08:48They're going to be doing tours of the firehouse.
08:49And then we plan to have a video screen up, doing a video tour of the police department.
08:58There's going to be a whole bunch of yard games, like the giant yard games out.
09:03They're going to do Hot Dogs, Waters, Chips.
09:05There's some other games, face painting.
09:09Bounce House.
09:10Bounce House.
09:11There's a water gun fight.
09:12One thing that Tori set up that's really cool is they're going to be setting up a table for any kind of special needs kids.
09:22You know, especially when it comes to autism, you know, some of the kids are runners.
09:27So they encourage parents to come up and bring the information about the kids.
09:33You know, pictures, kind of what the conditions are.
09:37I don't know if conditions is the right word, but with that child so that if anything were to ever happen, you know,
09:43first responders would know how to appropriately respond to that.
09:48So that's something that she helps with at the school.
09:51So she was excited about crossing that over into this.
09:54So, I don't know, it's our first go-around at National Night Out, and we plan to do it annually after this.
10:01So, ready or not, here we go.

10:11I want to touch a little bit on the project.
10:14So, tomorrow we are going to have a little North Street, West-North intersection in Detroit.
10:23We'll probably be closed.
10:26So, Eliza Street is open.
10:31It's heavily plated.
10:33And it's like we say, you have to be crawling because it's heavily plated.
10:38It's not just like a plate over a small hole.
10:40It's plates over holes.
10:43So, they're putting line stops in.
10:46And we had to put a couple extra line stops up at Eliza Street.
10:51And with a 12-inch, it was like three weeks out, which is now two weeks out.
10:56But we're still good on time.
10:59But just so everybody knows, getting across town could be kind of, again, really sketchy tomorrow.
11:09So, pay attention to that.
11:11I would just come down to Walnut or take it on all the way down Detroit, hit ESPY, come back up Main.
11:22I know it's time out of your day, but it's probably the safest way to go.
11:27So, they're also working, they're really finishing up a lot of these water lines.
11:34And then they'll be hooking up from Carroll Street to Grove Street residence.
11:40The line, water line passed the test, pressure test.
11:43So, we had a little bit of a leak.
11:45So, they had to bring in a leak detector.
11:49And they just found the valve wasn't completely shut off.
11:51So, that's all good news.
11:53They're moving along pretty well.
11:55Today, they did a lot of stone work uptown here.
12:00And you'll be seeing the rest of the curbs and sidewalks.
12:03There should be pouring this week, hopefully.
12:08Or into next week.
12:10So, once that really happens, I will move that quicker.
12:16If anybody walked down, saw the surplus, that's all been graded.
12:19So, it's safe now.
12:22So, no one's going to fall in the hole.
12:24And Chief's still fighting the trucks.
12:28They still want to go through those barricades and test their skills.
12:31So, but he's catching them still.
12:36That's really all I have, other than I just want to commend the guys,
12:40because fire department, police department,
12:45they have great guys, not just because they're elite in what they do.
12:49But, you know, Fannie will cheat however he can to win.
12:55And I appreciate that.
12:57That's pretty cool.
12:59And Chief Musser, he'll swim all by himself.
13:02So, it was a great community event.
13:06And you can really see it's taken flight, so to speak.
13:10Everybody's kind of looking for what's happening.

14:06I know the administration's already been proactive in getting that sort of thing moving,
14:12even with the audit and all other things going on in the auditor's office at this point in time.

15:23If you haven't been by the Pioneer Park, they have their large set of playground equipment up.
15:29They've done a phenomenal job down there with more plans to come off of that.
15:35Warp Park is going to receive some new playground equipment.

15:41That was made possible through a grant.
15:44I believe that Jacqueline Fitzgerald started when she was Park and Rec director.
15:47So it's taken that long to get all that secured and purchased.
15:51The quarry is doing a great job.
15:53Devin and Don are doing a phenomenal job out there.
15:55It's full.
15:55The swimming pool, even though it's been the hottest summer, but I can remember,
16:04and the police and fire graced their presence with the swim meet out there.
16:07That was a great night, too, if anybody, when they have it next year,
16:11everybody needs to go because it was a lot of fun.
16:13They raised money for Down syndrome of Ohio, I believe, was at it, DSCO.
16:20And so they honor a young man who's on the Kitten Stingrays swim team by doing that.
16:27But the pool is just not being well attended,
16:30so we're trying to figure out how we can create some excitement.
16:33And the ladies that run it have done a great job.
16:35They've had pool box, the pool parties, they think outside the box, Christmas in July.
16:40This week they have Halloween night.
16:42So if anybody has any suggestions or recommendations on how we create a little bit more excitement
16:48or the ability for people to attend the pool, it would be great.
16:52And other than that, I think that was it.

34:29regarding
34:29the issue
34:31of a charter

34:33it's a great thing

34:35citizens of Kenton
34:37to have a chance
34:39to vote upon
34:39I challenge
34:42council
34:42and administration
34:44to help
34:46get the word out
34:47but by the same token
34:49and not to compare them
34:51I also challenge
34:53council
34:53and administration
34:54to get the word out
34:55about this
34:56bond issue
34:59that's going to be
35:00on the ballot
35:00adding taxes
35:06is a tough thing
35:07to do
35:07obviously
35:09that's why
35:09the people
35:09get to vote on it
35:10if we cannot
35:13pay
35:15our police
35:16and fire
35:17adequately
35:18to attract
35:20and retain
35:21the quality
35:23of individuals
35:24that I know
35:25everyone wants
35:26in the city
35:27of Kenton
35:27then
35:29we're going to
35:30not end up
35:31having
35:32those services
35:33and that's
35:38part of why
35:39we're trying
35:40to approve
35:40Kenton
35:40to expand
35:41possibilities
35:44of higher paying
35:45jobs
35:46and more jobs
35:47I know
35:49it seems like
35:50it all comes back
35:51to the citizens
35:51but it does
35:53we've got to pay
35:56for those services
35:57so council members
35:59if you
35:59whatever you can do
36:01to get out
36:01and spread that
36:02word
36:02please do so
