00:00Meanwhile, today's torrential rains in the early to mid-morning left major roadways in the capital city
00:05under water and automobiles stuck and stalled as well, creating furious traffic snarls on both directions.
00:11Even Manila City Hall was not spared, no thanks to the city's problematic drainage system.

00:23This morning until noon, Metro Manila experienced rainfall.
00:27The rain also left widespread flooding on the roads.
00:30By noon, several major roads in Metro Manila were flooded, with waters reaching from a half of tire to knee deep, brought about by Typhoon Isang.
00:40One of this was a stretch of Tiemcalo Avenue, which resulted in heavy traffic after several vehicles stalled.
00:46Some commuters earlier had the red rubber boat just to cross the flood.
00:51A large part of the city of Manila was submerged in floodwaters.
00:55Meanwhile, earlier, Taft Avenue and Padre Faura were no longer passable to small vehicles.
01:01Apart from Manila, some areas in other cities in Metro Manila also experienced flooding.
01:06The Philippine National Police provided free rides for stranded countrymen in Manila.
01:11Some private pickup trucks also helped by allowing people to ride at the back of the vehicles.
01:16The Department of Transportation announced free rides at LRT1, LRT2, and MRT3 starting at 12 noon today.
01:24This situation caused not only flooding but also heavy traffic.
01:27In South Luzon Expressway, vehicles were at a complete standstill.
01:32Even along the stretch of Skyway, there was also heavy traffic.
