00:00Colleagues, as we listen to the debates today on the floor, do you understand now why people
00:07feel the system is rigged against them? These discussions are not just about maps. They're
00:12about our values. It's about whether this legislature is listening to the people of
00:16California or only to itself. On April 23rd, 2025, Speaker Robert Rivas said something that hit home
00:24for so many of us. California's cost of living is the single biggest threat to our future.
00:30Middle-class families earning $125,000 a year are struggling to afford rent, child care, groceries,
00:38and that is not sustainable. He was right. I see it in my community every single day. Heck,
00:44I've lived it. Families working two to three jobs, parents leaving the house before the sun comes up,
00:49and coming home late at night, still wondering if they're able to make enough for rent to keep the
00:55lights on or to put food on the table. And yet here we are asking for $250 million from those same
01:02families and spending it on redistricting, on carving up maps to protect politicians. Let's be real.
01:11This $250 million is not going to put a bag of groceries on the table. It doesn't help a mom pay
01:18for child care. It doesn't keep a roof over a family's head. What it does do is make life
01:24harder for the very people who are already struggling the most. That money could be used
01:30to keep teachers in classrooms, to reduce child care wait lists that working parents have been
01:35stuck on for years, to fund wildfire prevention, or to expand mental health services that our communities
01:42so desperately need. Instead, Sacramento wants to waste it on politics. And that's the problem.
01:49Too often, this building puts the needs of politicians before the needs of the people. And that's why
01:54so many Californians, especially in working-class communities and in Latino communities like
02:00mine, feel forgotten. We came here to serve the people, to serve our brothers, to serve our sisters,
02:08in our neighborhoods, not to serve ourselves. And the people are telling us loud and clear,
02:14they cannot afford more broken promises. So I urge you, stand with our California families. Stand with the
02:23workers who are breaking their backs to give their children and their kids a better future. Reject this
02:28$250 million power grab. Reject rigging the system against the people. Protect families, not politicians.
02:38I urge a no on SB 280.
