03:04So we are of course honoured to host this forum and may again reiterate my expression of gratitude to all those who have contributed to this success
03:16and most significantly the ASEAN commitment seen from the senior representation during this conference.
03:29Your presence of course reaffirms our collective resolve to strengthen justice and fairness as a cornerstone in regional integration.
03:45Malaysia has chosen the theme inclusivity and sustainability and again as alluded to by Minister Zalina
03:56These words are not just mere platitudes.
04:03They represent a profound commitment to build an ASEAN that leaves no one behind
04:09and ensures our institutions endure beyond the demands of the present moment.
04:16And coming from my personal experience, I can certainly differentiate the meaning of accessibility to the elites and the rich and the masses.
04:29Therefore, the issue of access is to me very critical to ensure there is justice for every single citizen in our countries.
04:42I have seen where the poor, the marginalised have been largely ignored because there is no access, no, to the legal process.
04:52Therefore, the discussion must focus also to issues of inclusivity because both in terms of development and progress, education and health,
05:08accessibility to legal process is to my mind critical.
05:15particularly, particularly again, I repeat, the poor, the marginalised.
05:21I have seen in Sungai Buloh where I had the rare privilege of staying for many, many years,
05:28I can see that gross disparity and therefore justice cannot be expected to be affected,
05:41impacted on these poorer segments of our community.
05:46That's why I take a real pleasure, the passion and commitment of Minister Zalina,
05:54although she didn't have the experience, personal, practical experience,
05:58but I have shared with her quite a number of times what it means to have access to justice.
06:03Sustainability, in turn, is about building legal systems and institutions that stand the test of time.
06:13A government's true strength does not rest in the reach of its authority,
06:20but in the integrity of its institutions, its fairness in governance,
06:27and the trust it earns from its citizens.
06:31So we stand today at a defining moment.
06:37ASEAN is moving towards its vision 2045,
06:43and the rule of law will be the foundation of that journey.
06:49A rules-based ASEAN is not a technical aspiration.
06:53It is a bedrock of trust, stability, and shared prosperity.
07:01Similarly, unity in ASEAN does not demand uniformity.
07:06Our diversity is our strength.
07:09Each of our nations carries its own traditions, cultural values, and historical experiences.
07:17Yet these differences enrich rather than divide us.
07:21We are familiar with Bersekutu Bertambah Mutu in Malaysia,
07:26Bineka Tenggal Eka in Indonesia,
07:29which actually summarizes this spirit of multiculturalism
07:37and yet having the same aspiration for a united country and now ASEAN.
07:45So what binds us together is not sameness,
07:51but the collective will to ensure that our systems work in harmony for the greater good of our peoples.
07:58And if we are to uphold the shared framework,
08:03then each nation must also summon the resolve to strengthen its own legal foundations.
08:11For only strong pillars at home can sustain a resilient edifice abroad.
08:19And in this spirit, Malaysia is reflecting on how best to strengthen its own legal architecture.
08:28Fortunately, I have a minister of law who is totally passionate
08:34and harassing us all the time to effect change as fast as possible.
08:39So therefore, I have to seriously consider the establishment of a dedicated Ministry of Law.
08:53A step that would not only ensure greater coherence in our national legal ecosystem,
09:00but also enable Malaysia to engage more meaningfully with our regional partners in advancing the rule of law.
09:08This statement is not smuggled by Azalina.
09:12It is after my strong reflection what I need to do towards the end of this year.
09:18By aligning ourselves with the best practices of our neighbours,
09:22Malaysia will be a better place to shape a more just and responsive regional border.
09:29With this spirit of renewal,
09:31ASEAN 2 must continue to invest in mutual legal assistance,
09:34strengthens, strengthen mechanisms for dispute resolution,
09:40and confront the new challenges of digital governance
09:45and the regulation of artificial intelligence.
09:49These are not abstract reforms.
09:52They are acts of trust binding,
09:55of ensuring that ASEAN remains relevant and resilient
09:58in a rapidly changing world.
10:01Our region has proven time and time again
10:05that disputes can be resolved through dialogue and principal diplomacy.
10:12I salute both the leaders of Laos and Cambodia
10:14for this commitment to secure a lasting, amicable resolution of the conflict and lasting peace.
10:22ASEAN's approach to peace has always been one of quiet strength,
10:26consensus, and respect.
10:28The same spirit must guide our legal cooperation.
10:33Excellencies, ladies and gentlemen,
10:35history shows us that confrontation breeds only uncertainty,
10:41while dialogue builds the trust needed for lasting stability.
10:47We saw this recently with tensions flared,
10:50as I've mentioned, between Thailand and Cambodia.
10:55Now, through the ASEAN spirit,
10:59the leaders of ASEAN and many other world leaders,
11:04we were able to support this effort to mediate,
11:10but only through the collective will of ASEAN.
11:13And I commend both leaders,
11:16because both parties agreed swiftly to assist fire.
11:21Now, this was not just a triumph of diplomacy,
11:25but a reminder that even in moments of deep strain,
11:29Dr. Kau,
11:31ASEAN can rise above division
11:33and reaffirm its role as custodian of peace.
11:38As Nelson Mandela all once reminded us,
11:47courageous people do not fear forgiving for the sake of peace.
11:53So when we strengthen mediation, arbitration, and conciliation,
11:58we do more than refine legal processes.
12:01We demonstrate our shared commitment
12:05to peace, stability, and the rule of law.
12:09Now, I understand that the forum will adopt
12:12a joint statement of legal cooperation,
12:17human rights, and sustainable development.
12:21and we look forward to effecting this resolution into practice.
12:32And Malaysia, of course, remain committed in its resolve
12:38to translate it into practical action
12:45through legal processes and series of reforms
12:51too fast that the Attorney General start complaining to me
12:56that the ministers wants the legal drafts
13:00to be cleared too far too quickly
13:02and that would take a lot of strain on the legal team.
13:07But, again, as I said, this is effective.
13:13But what matters more is the resolve
13:16to translate aspiration into action,
13:21vision into tangible progress for our peoples.
