00:10Thank you. Thank you, Mr. Chair.
00:13And thank you, Ms. Robinson.
00:15I know you're in a difficult position here,
00:18in essence, asking us to vote no
00:21on what we believe, at least I believe,
00:25is a response to what the President is doing
00:29around the country.
00:31I think that Senator Limon asked the critical question here.
00:36The critical question is, what conditions exist
00:39where we stand up and we do something
00:45that is extraordinary?
00:47And this is extraordinary.
00:48I think this is incredibly extraordinary.
00:50I, 20 years ago, had my own,
00:53when Governor Schwarzenegger proposed a redistricting commission
00:56that was comprised of retired judges
00:58who volunteered for a year,
00:59which I thought was a skewed universe
01:02of those who should be the decision makers,
01:04I had my own proposal,
01:06which was rejected both by my caucus
01:08as well as by the Governor.
01:10And so I am a strong proponent
01:13of exactly what we're doing here.
01:14I'm a strong proponent of citizens coming forward
01:17who have the same commitment to public service
01:19that you have to serve in this fairly thankless job.
01:23And the conditions that exist, I think,
01:27are only those where there are massed federal agents
01:30picking up citizens or those who have not committed any crime
01:36and incarcerating them.
01:38I think those conditions exist when this administration
01:42has targeted our children here in California,
01:46targeted them to reduce their health care,
01:49targeted them to, in essence, reduce after-school care,
01:55even their 9-to-5 education,
01:58targeted our institutions here in California to,
02:02in my view, to diminish, if not destroy, us as a state.
02:07So when those conditions exist,
02:09that we have to, again, within the bounds of the law,
02:12we have to respond.
02:13And this is an extraordinary response.
02:16But this is a response that we hope
02:19will dissuade other states from moving forward.
02:23We wouldn't be in this position if other states,
02:26we wouldn't be in this position
02:27if the President of the United States
02:29wasn't using his extraordinary power and influence,
02:33which seems to be plenary,
02:35to change the dynamic.
02:37And so I appreciate your testimony,
02:40I appreciate the awkward position you're in.
02:42But these conditions have been met, at least for me.
02:45So thank you, Mr. Chair.
