India and China are taking fresh steps toward normalising relations after years of tensions. For the first time since 2021, India is sending a diesel shipment to China, redirected from Malaysia after supplier Nayara Energy faced EU sanctions. Talks are also underway to resume cross-border trade, halted five years ago due to the pandemic and border clashes. Chinese Foreign Minister Wang Yi will visit New Delhi next week to meet NSA Ajit Doval and EAM S. Jaishankar, with troop reductions along the 3,400 km border high on the agenda. Both sides are also considering reviving the Russia–India–China trilateral dialogue, with coordinated high-level meetings in New Delhi, Moscow, and Beijing in the coming weeks.

00:00Let's talk about India and China.
00:26We've been telling you how they're mending ties.
00:29It's not a full-blown reset yet, more like a tactical realignment.
00:33Both sides are issuing tourist visas again.
00:35Direct flights are set to resume.
00:37Export and investment curbs are being eased.
00:39And later this month, Prime Minister Modi will be in China.
00:42This will be his first trip to the country in seven years.
00:46So the thaw is very much in progress.
00:50Here are the latest developments.
00:51One, India is sending diesel to China.
00:54The shipment is already on its way.
00:55It's the first of its kind since 2021.
00:59And how big is the shipment?
01:01Nearly half a million barrels of diesel.
01:03The cargo was loaded in July.
01:06Initially, it was headed for Malaysia.
01:07But now it's been redirected to China.
01:10Why did that happen?
01:11Why did the destination change?
01:13Because the supplier was sanctioned.
01:16A firm called Nayara Energy is supplying this diesel.
01:19It's a refiner with Russian links.
01:21They run India's third largest refinery.
01:24Nayara was blacklisted by Brussels in July by the European Union.
01:28So payments have become harder.
01:31Shipments were stranded and supplies have taken a hit.
01:35And that is why this consignment was redirected.
01:37The cargo waited for 12 days at sea before it was asked to change course and move towards China.
01:43Access to Malaysia was a challenge and China was happy to take this supply.
01:48Like I said, it's the first such move in four years and that's the first significant development.
01:53The second one is related to the border.
01:57India and China may resume border trade.
02:00Again, it would be the first time in more than five years.
02:04Reports say talks are underway.
02:06Both sides are discussing the possibilities.
02:07One of them involves using designated crossing points.
02:13Now, border trade is not a new idea.
02:15For over three decades, India and China have traded locally made goods.
02:20The trading activity was modest.
02:22But five years back, it came to a grinding halt.
02:25First because of the pandemic and then because of the border tensions.
02:29India and China traded goods like spices, carpets, wooden furniture, cattle fodder, pottery,
02:35medicinal plants, electric goods and wool.
02:39Between 2017 and 2018, the value of this trade was more than $3 million, which is not a big number.
02:45But it's still significant in the larger scheme of things, this resumption.
02:49The resumption of border trade points to normalization of ties.
02:53And that brings me to what's happening next week.
02:56In four days from now, Chinese Foreign Minister Wang Yi will visit India.
03:01We've told you about this on the show.
03:02It would be Wang Yi's first visit in three years.
03:05He will meet National Security Advisor Rajit Doval and External Affairs Minister S.J. Shankar.
03:11And what's on the agenda?
03:12The border situation.
03:14India and China share a border that stretches 3,400 kilometers.
03:18Both sides are keen on reducing troop levels along this border.
03:21They disengaged in eastern Ladakh last year.
03:25Despite that, they maintain a large troop presence on the border.
03:28Both sides.
03:28Deployments were ramped up in 2020, after the troops clashed in Galwan.
03:35And since then, the situation has remained precarious.
03:39And scaling down military presence would be a big step forward.
03:43It would speed up normalization efforts.
03:47Also revive groups like RIC, the Russia, India, China, Troika.
03:51Moscow has expressed interest in reviving the RIC dialogue.
03:56So has China.
03:58As for India, they recently hinted that they're open to the idea.
04:04And they can test the waters in the coming days.
04:07India is holding separate high-level engagements with both Russia and China.
04:11Next week, Wongi will be visiting New Delhi.
04:15Two days later, S.J. Shankar will travel to Moscow.
04:17If these talks are fruitful, they will set the stage for the revival of RIC.
04:23But New Delhi must tread with caution,
04:26drawing on lessons from the past to navigate the challenges of the future.
