00:00A public inquiry has begun into controversial plans to build new homes on Pack Saddlefields,
00:07a green space on the northern edge of Fromm in Somerset.
00:11This land has been publicly owned since 1973 and was originally set aside for a new school.
00:19In March 2022, Somerset County Council announced it intended to sell the site.
00:25A housing association called Live West then submitted plans last year to build 74 homes,
00:32including a children's home on the fields.
00:35However, the council's planning committee voted to refuse permission earlier this year,
00:41reflecting local opposition to losing this unique green space.
00:46Live West has appealed that decision, leading to the inquiry at Shefton Mallet,
00:50where the developer, the council and a local pressure group called People for Pack Saddle each presented their cases.
00:59Live West's barrister argued that the development is urgently needed to address Somerset's housing crisis.
01:07He highlighted that of the 74 homes planned, 22% would be affordable housing,
01:13and noted additional funding promised to improve local schools and nearby road junctions.
01:20He also emphasised that Fromm is one of the few nearby towns not restricted by certain environmental rules.
01:29On the other side, the council's barrister acknowledged an error in not previously designating the land as public open space,
01:37but argued the proposed development would cause moderate harm to the environment.
