00:17Dr. Noor Aisha Rosley said this at the defense trial of Zayn Ryan's mother, Ismaneera Abdul-Manaf, in the child neglect case involving the deceased.
00:27When questioned by defense counsel Haresh Mahadevan, the child expert said there was not a single word in the police report, autopsy report and medical reports that pointed to elements of neglect or abuse involving the child.
00:41She said according to the WHO and American Psychological Association, neglect refers to the attitude of parents or guardians who repeatedly fail to meet the basic needs of children, for example, not feeding them for a long period.
00:56She explained that if a child is not fed once because their caregiver is sick, it is not considered neglect, as it does not occur, continuously.
01:05Dr. Noor Aisha said, neglect can also occur if a child's right to receive care and love is not fulfilled.
01:13Haresh then referenced the charge stating the accused neglected Zayn Ryan in a manner likely to cause him physical harm, and questioned whether it detailed how this alleged neglect took place.
