00:00The 9th International Seminar of the Organization of Petroleum Exporting Countries, OPEC, is underway in Vienna, Austria.
00:19In the United States, authorities registered over 110 people dead and more than 170 missing in six central Texas counties following devastating floods.
00:37In Palestine, the Hamas resistance movement stated that it will continue its efforts to ensure the success of negotiations to end Israeli aggression and establish a permanent ceasefire in Gaza.
00:49Hello and welcome to From the South. My name is Belen de los Santos. I'm from Atelsor Studios in Havana, Cuba. We begin with the news.
01:19We now begin with the information. In Austria, the 9th International Seminar of the Organization of Petroleum Exporting Countries, OPEC, considered one of the most important events in the energy industry, is underway in Vienna.
01:32The seminar will take place from July 9th to 10th under the theme Charting Pathways Together, the Future of Global Energy.
01:41Among the guests are political figures from OPEC member countries such as the United Arab Emirates, Algeria, Nigeria and others who will participate in the Declaration of Cooperation, as well as participants from energy producing and consuming nations.
01:55Founded in 1949, the Organization of Petroleum Exporting Countries is an intergovernmental group created to coordinate and unify the oil policies of its member countries, as well as to regulate the international crude oil markets.
02:10In this context, Venezuelan executive vice president and hydrocarbons minister, Delci Rodriguez, took part in the 9th International Seminar of the Organization of Petroleum Exporting Countries in Vienna.
02:27Rodriguez stressed that energy transition must be balanced and called for the end of aggressions to energy exporting countries.
02:34The Venezuelan vice president stated that the energy trilemma allows guaranteeing its future supply and its accessibility.
02:42During the event, important topics such as energy transitions, market stability, energy security, investment, technology, innovation and much more is to be addressed.
02:56Venezuela cannot be excluded from the world energy formula.
03:03Venezuela. Year 2015. 2016. 2017. Economic blockade against the hydrocarbons industry in Venezuela.
03:12Have you noticed? With the geopolitical situation in the world today, the world is at war, it is at war.
03:20Where the main energy producers are involved, where the main energy consumers are targeted.
03:24Where Zionist expansionism threatens an important oil and gas-producing region.
03:30Where three countries that are sitting here, Libya, Iraq, Venezuela, have been in the spotlight.
03:3626% of the world's oil production today is under unilateral coercive measures.
03:4246% of the world's oil reserves are under unilateral coercive measures.
03:50An exclusive interview for Teleserve, Venezuelan vice president, Delce Rodriguez,
03:54stressed the impact that Western unilateral coercive measures have on oil-producing countries
03:59and the importance of their immediate removal to guarantee stability and accessibility.
04:05The issue of financing the energy transition and the energy future of the peoples of the world
04:16cannot be seen in isolation without considering the geopolitical factor.
04:20The geopolitical factor where major producers and holders of oil and gas reserves are under sanctions by the West.
04:27Unilateral sanctions, unilateral coercive measures, illegal sanctions, these are the economic wars.
04:35The world is at war.
04:36And economic warfare is also a form, it is an expression of aggression against countries.
04:42In the case of Venezuela, as you know, Venezuela is under economic war,
04:47an economic aggression that hit mainly the hydrocarbons industry.
04:51It is very important to keep in mind for the future,
04:54that if we consider investment in fossil energy, investment in renewable energies,
04:59there must be a balance to be able to guarantee what is called the energy trilemma.
05:07The Venezuelan vice president also took this opportunity to explain what the so-called energy trilemma is.
05:16The energy trilemma is to guarantee energy supply.
05:20Second, that it be accessible to the people,
05:22because what is happening today,
05:24more than two billion people in the world,
05:26especially in the global South,
05:28cook with fuels that are highly polluting,
05:30harmful to health,
05:31causing millions of people,
05:33children,
05:33to die,
05:35every year,
05:35causing disruption and impact on the environment.
05:38And a third element has to do with the climate emergency.
05:42Therefore,
05:42for this energy trilemma to be guaranteed,
05:45and for there to be energy security,
05:47there must be investment security today.
05:49President Rodriguez also warned of the impact that new technologies like artificial intelligence,
05:56for example,
05:57will have unless responsible actions are taken and Western hegemonic policies end.
06:02In two years,
06:06artificial intelligence is going to require all the electrical energy that Japan needs,
06:12for example,
06:13energy today.
06:14If you look at the power grid,
06:16more than half of it comes from coal and gas.
06:19It means investment in fossil energy.
06:23So if there is no responsible balance,
06:25there will be disturbances and the warning given by Venezuela,
06:29that the geopolitical factor,
06:31where the West,
06:32where the global North pretends with a hegemonism and disuse to create situations of disturbance in the whole planet,
06:39where the planet is certainly at war.
06:41Why is it at war?
06:44Because there is an expansion of Zionism,
06:47because NATO has a policy of controlling major countries that have reserves and are major oil producers,
06:53where NATO is also targeting strategic countries such as China,
06:58which is the world's leading economy,
07:00where they have also launched a trade war from the United States,
07:04which suddenly surprises the world,
07:06its neighbors,
07:07surprises Mexico,
07:09Canada,
07:10also oil producers,
07:11So there is a situation where hydrocarbon resources are at the center of geopolitics
07:18and measures and actions must be taken through the mechanisms we have.
07:23Precisely in the framework of the 9th OPEC International Seminar,
07:28the Venezuelan Vice President met with the Minister of Energy of Saudi Arabia,
07:32Absoul Aziz bin Salman al-Saud.
07:35In the gathering,
07:36the top officials discussed cooperation with OPEC and OPEC Plus
07:40and highlighted the cohesion and unity of the organization.
07:44In addition,
07:45Rodriguez and Al-Saud assessed the progress and functioning of the OPEC Plus agreement
07:49in the interest of international energy balance.
08:00We now move on to other topics.
08:01We go to Argentina,
08:02as social organizations and political activists expressed their support to former President Cristina Fernandez de Kirchner
08:09amid the celebrations for the 209th anniversary of the nation's declaration of independence.
08:14The rally was called by the former president's political collective Argentina con Cristina
08:19to be held at Buenos Aires Parque Lezama.
08:23The organizers of the event called participants to carry Argentinian flags as a symbol of unity and resistance.
08:29In addition to the march, cultural interventions, live music, and participation of popular artists took place.
08:35The former president is serving a House sentence after the controversial ruling of the Supreme Court
08:42in the so-called Vialidad case, a judicial decision that continues to generate rejection in vast popular sectors.
08:49In this context, the government of Venezuela salutes the heroic people of Argentina
09:00on the occasion of their Independence Day.
09:03The communique salutes the Argentine people, stating that on this sacred occasion,
09:08we pay tribute to the men and women who, with courage and patriotic conscience,
09:13confronted colonialism and paved the way for the freedom of the continent.
09:17Figures such as Manuel Belgrano, Juana Azurdui, MartĂn Miguel de GĂŒemes, and JosĂ© de San MartĂn
09:23embody a heroic deed that transcends national borders and was inscribed in the heart of our America
09:30as a symbol of the struggle for justice, sovereignty, and dignity of the peoples.
09:35The statement ends by saying that from the land of BolĂvar,
09:38we reiterate our respect, admiration, and solidarity with the Argentine people,
09:42convinced that the cause of independence yesterday and today
09:45is also the cause of Latin American dignity.

10:06Welcome back to From the South.
10:27We continue with more information.
10:29On Wednesday, U.S. President Donald Trump continued escalating his trade war
10:33by announcing new tariffs for six countries.
10:36The head of state took to his social account to post new tariffs letters
10:41ahead of a scheduled meeting with West African leaders.
10:46The separate letters are addressed to Brunei, the Philippines, Iraq, Algeria, Moldova, and Libya,
10:51with rates ranging from 20 to 30 percent.
10:54And the moves comes two days after announcing plans for up to 40 percent tariffs
10:59on goods imported from other 14 countries, including Bangladesh, Japan, and South Korea.
11:05Trump stated that these could be modified upward or downward,
11:09depending on future negotiations with the White House.
11:11We now move on to other topics, but we stay in the United States
11:32as authorities registered near 120 people dead and more than 170 missing
11:37in six central states, Texas counties, following devastating floods.
11:43Most of the victims occurred in Kerr County, where at least 95 people died,
11:48including 36 children, according to the latest update from Sheriff Larry Leyta.
11:53In addition, 161 people remain missing in Kerr, as Texas Governor Greg Abbott added
12:00that about a dozen are also missing in other regions of the state.
12:04Besides Kerr, the counties most affected by the flooding includes
12:08Travis, Kendall, Burnett, Williamson, and Tom Green,
12:12where hundreds of volunteers and more than 20 state agencies
12:16are participating in rescue efforts.
12:19In this context, roads and low-water crossings in central Texas remain closed
12:23as the population is being asked by authorities
12:26not to conduct unsupervised debris management.
12:34As of 8 a.m. this morning, central time, there are 95 deceased.
12:39I'm going to kind of break down the numbers for you.
12:41On adults, there's 59, unidentified 14.
12:46Children, 36, unidentified 13.
12:50Camp Mystic currently still has missing five campers and one counselor.
12:57Officials report there are 161 missing people in Kerr County area.
13:02Community members are asked not to conduct debris management of their property
13:07until directed by law enforcement.
13:10There is also a no-burn ban in Kerr County at this time until further notice.
13:14Meanwhile in Mexico, severe flooding caused by tropical stormberry
13:18has forced the evacuation of more than 300 families
13:22after the Tammese River overflowed its banks in the Tampico area.
13:27Civil protection agencies reported that floods may have reached their peak.
13:31In this regard, they reported that water levels of the Chirel
13:34remained stable despite the heavy rains.
13:37Also, government authorities deployed the DN3 disaster plan
13:41for the distribution of food and water to the affected areas.
13:45Moreover, the agencies emphasized that measures will be taken
13:49to fight dengue fever that could spread as a result of the floods.
13:57Chinese authorities have reported damages in the northwest and southern regions
14:06of the country due to heavy rains as well.
14:09Precisely, in the northwestern Chinese province of Shanxi,
14:13more than 1,545 residents were reportedly evacuated
14:18due to flooding that submerged streets and infrastructure
14:21in several urban neighborhoods.
14:23Meanwhile, in the southern province of Gizu, flash floods swept
14:28through the Xinshu County, while further south,
14:32the metropolis of Chongqing also experienced heavy rainfall.
14:36In this context, rescue teams continue to search for at least
14:39five missing individuals and have issued warnings
14:43due to the persistence of the geological hazards, including landslides.
14:47Torrential rains are forecasted to continue in some areas
14:50in the coming days.
14:53A recent study suggests that human-caused climate change
15:00is responsible for the death of approximately 1,500 people
15:04during the recent heat wave in Europe.
15:06From June 23rd to July 2nd, scientists at Imperial College
15:10and the London School of Hygiene and Tropical Medicine
15:13used peer-reviewed techniques to estimate that approximately
15:172,300 people in 12 cities have likely died from heat
15:22during periods of high temperatures.
15:23They claim that 1,500 of those deaths were due to climate change alone.
15:30The researchers found that greenhouse gases cost an additional
15:332 to 4 degrees Celsius of heat on top of what would be
15:38a more natural heat wave.
15:39And we come back to Land America as recovery and rescue efforts continue
15:49in Guatemala after a wave of earthquakes left at least three dead
15:53and several injured.
15:55The operations of firefighters and rescue workers were still underway
15:58Wednesday, transferring the victims to hospitals
16:01and providing first aid to those who need it on site.
16:05According to Guatemalan authorities, more than 37 earthquakes and aftershocks
16:09with magnitudes ranging from 3.0 to 5.6 were reported
16:14in the country on Tuesday afternoon.
16:17The traumas were felt as far away as El Salvador
16:20and resulted in the evacuation of buildings, landslides
16:23and minor property damage.
16:25The chief of the volunteer firefighters and rescuers brigade,
16:28Saulo Morales-Perez, informed that at least five people were injured
16:33and three others were confirmed dead after being trapped
16:36in a vehicle that was crashed by a rock.
16:47There are several people injured.
16:51As you saw, we have already transferred in cars the five injured.
16:55We have three people dead.
16:57Our personnel is there and they are going to work all night and part of tomorrow.
17:01We believe it will take one or two days.
17:04It's a huge rock on top of a vehicle with three bodies inside.
17:11Residents of the communities affected by the earthquake
17:14decided to take cover in the local football field
17:17for fear of new aftershocks.
17:19We are gathered here in this local football field
17:28because this Tuesday's earthquakes have been very strong
17:33and as it happened in the past.
17:37People are a little afraid and scared especially
17:42because of what has happened before
17:44so we feel safer here
17:47because we are not surrounded by any kind of walls.
17:56We now move on to other topics.
17:58In Panama, more than 35% of teachers remain on strike
18:02in protest against the social security reform law
18:05and the administrative persecution by the government.
18:08Leaders in the education sector reported
18:11that 51,000 teachers nationwide joined the protest
18:14that began in April.
18:16However, after 11 weeks,
18:18at least 18,000 of them are still on strike
18:21to put pressure on the executive branch.
18:24The Panamanian Teachers Union said
18:25that the action has led to the closure of schools
18:28in several provinces of the country
18:30while teachers continue pushing for the repeal
18:33of the law that reforms the social security.

19:57Moreover, Hamas detailed
19:59that they will continue to work with the mediators
20:02to overcome the obstacles
20:03despite the difficulty of the negotiations
20:06due to the inflexibility
20:08of the Israeli occupation.
20:10Precisely in this context,
20:19the Israeli occupation forces
20:20have claimed over 100 Palestinian lives
20:23in the Gaza Strip in the latest hours
20:26as a result of the recurrent onslaught.
20:29Health briefings detailed

20:40that several people had been killed
20:42in the Gaza Humanitarian Foundation

21:00most of them women and children.
21:08And on Wednesday,
