Newly appointed president of the Caribbean Court of Justice, Justice Winston Anderson is optimistic Jurisdictions not subscribed to the CCJ will soon join ranks. Here's a recap of his appointment ceremony.

00:00Newly sworn in President of the Caribbean Court of Justice Winston Anderson is hopeful that
00:06outstanding jurisdictions will subscribe to the CCJ as an appellate court.
00:11After 20 years, the court has still not attracted full support of all eligible states for the
00:21appellate jurisdiction, with five out of a possible 11 states joining that jurisdiction.
00:28I am hopeful that during my tenure, other states will fulfill their treaty obligations and become
00:37full members of the appellate jurisdiction. He made the comment during his maiden speech after
00:43being appointed as the CCJ's fourth president. Incoming CARICOM Chair Prime Minister of Jamaica
00:49Andrew Holness expressed optimism in the CCJ's continued growth.
00:54As we look to the future, the CCJ must remain a cornerstone in expanding access to justice through
01:04technology and innovation and upholding judicial independence and accountability. As we usher in
01:12this new presidency, let us embrace the next 20 years with confidence, shared ownership, and an
01:22unwavering belief in the CCJ as a cornerstone of Caribbean integration and development.
01:29The appointment ceremony took place in Montego Bay, Jamaica, where Anderson was heralded for his
01:34hard work. At the CARICOM Secretariat, we had the pleasure of welcoming Dr. Anderson as general counsel
01:44from 2003 to 2006. He served with his trademark insight and incisiveness and was of invaluable
01:54assistance in those critical years prior to the start of the CCJ in 2005.
02:00We were therefore not at all surprised when Dr. Anderson was sworn in as a judge of the Caribbean
02:08Court of Justice in June 2010, the first Jamaican and at age 49, the youngest judge ever appointed to
02:19the CCJ. Anderson worked alongside outgoing president of the Caribbean Court of Justice,
02:25Justice Adrian Saunders, who described him as hardworking and dynamic.
02:31He has sat on all the cases that have come our way in which we have been tasked with interpreting
02:37and applying the revised treaty of Chagoramos. He has also sat on over 200 appeals from the various
02:46states that send their final appeals to us. He has written or co-authored some 32 opinions,
02:53and in most of these, he has delivered the leading opinion of the Court.
