00:00A brand-new car, business package, or wedding bundle worth up to a million pesos are prices too great to pass up,
00:07or rather, too good to be true, for a shot of just 20 pesos a pop.
00:12It turns out, with no surprise, this yearly raffle draw for big prices is a scam
00:16in which 100 people take part to fleece naive and unsuspecting patrons.
00:21Orion Lesigas has more on this raffle draw scam in San Vicente, Tarlac,
00:25which ran for years and was recently busted by the PNP's anti-cybercrime group.
00:33While the bettors and organizers were in the middle of a raffle draw in San Vicente, Tarlac City,
00:38operatives from the PNP anti-cybercrime group suddenly raided the illegal gambling operation.
00:43The target of the operation was to arrest those behind and involved in the illegal gambling activity.
00:48Apart from operating without a permit, there were reports that nobody actually wins in the raffle draw.
00:53In other words, this was a major scam.
00:56The gambling operation had allegedly been running for five years.
01:00It was the local government unit itself that sought help from authorities
01:04after becoming suspicious of the raffle being conducted by the group.
01:08According to PNP-ACG Director, Police Brigadier General Bernard Yang,
01:12many were enticed to buy raffle tickets because of the attractive prices.
01:16For just P20 pesos per ticket, you could allegedly win a brand new vehicle,
01:21a business package, a piece of land worth P1 million pesos, or a wedding package.
01:26In the said operation, 94 people were initially arrested,
01:30all of whom were running the gambling operation.
01:33Ito ay yung mga financiers.
01:35We have arrested three, 18 admin staff, 46 head distributors, 19 distributors, 11 agents.
01:47Yung tickets, binibenta nila P20 pesos per one ticket.
01:51Yung isang bundle nito is 1,500.
01:54Pero ang nire-remit nila, those organizers, is only 1,000.
01:57So the rest will go to kung sino man yung nagpenta ng bundles o ticket.
02:04The arrested suspects are now facing multiple charges.
02:07Bakit natin inure ito?
02:09Dahil kung kami ay nagsagawa ng verification sa local government units,
02:16sa SEC, sa BIR, PANCOR, CTI,
02:20wala po lahat silang any documents that would prove na legit yung ginagawa nila.
02:28So there was indeed a violation of law.
02:31The PNP-ACJ is now preparing to file charges against other involved in the gambling operation.
02:37Yang said that about 1,000 bettors will be charged for violation of anti-illegal gambling laws
02:43under the Cyber Crime Prevention Act of 2012.
02:45He also said they will start cracking down on illegal online raffles where no one ever wins.
