00:11PNP Chief General Rommel Francisco Marbil explained that the National Police has an
00:15existing agreement with the Department of Transportation, or DOTR, allowing police
00:20vehicles to use the EDSA busway in emergency situations. While the vehicle in question was
00:26unmarked, General Marbil noted that it was escorted by personnel from the Highway Patrol
00:31Group, or HPG. Despite this, the PNP says it respects the decision of DOTR enforcers
00:37who issued a traffic ticket after the senior officer was safely dropped off at Camp Kramer.
00:43Meanwhile, PNP Public Information Office Chief Police Colonel Randolph Tuano said the PNP is
00:48seeking clarification on the enforcement procedures of the Special Action and Intelligence Control
00:54Team as they believe PNP vehicles are permitted to use the bus lane, particularly for critical
