00:00EU leaders have agreed on a momentous plan to vastly increase European defence and security
00:05investment and spending of up to 800 billion euros.
00:08Heads of state and governments, joined by Ukrainian President Zelensky, travelled to
00:12Brussels as part of an emergency meeting, triggered in response to waning transatlantic
00:17relations and an announcement by the US that it was suspending military supplies to Kiev.
00:22Meanwhile it's not clear whether the US will provide a backstop to European peacekeeping
00:27troops in the event of a peace deal in Ukraine.
00:30But President of the European Council Antonio Costa says guarantees were necessary to preserve
00:35global order.
00:36First of all, the best security guarantee are the Ukrainians themselves.
00:44Since 24th of February 2022, the Ukrainian army is resisting.
00:52A lot of people believed at that time that they cannot resist more than three days,
01:00then more than three weeks, now they are resisting more than three years.
01:07Because this war is not only about Ukraine, it's about the respect of international law.
01:12It's the respect of international rules-based order.
01:17Meanwhile, Hungarian Prime Minister Viktor Orban blocked conclusions at the summit reaffirming
01:22the EU's unrelenting military support of Ukraine, saying the EU was isolating itself
01:27from Russia, the US and China.
01:29But President of the European Council Antonio Costa said Hungary was isolated from the rest
01:34of the Union.
01:36Angry is a different strategic approach on Ukraine.
01:41But that means that angry is isolated among the 27.
01:47And we respect angry position, but it's one out of 27, and 26 are more than one.
02:01President Zelensky thanked EU leaders for their unwavering support at a time described
02:05by President Macron of France as a new era of uncertainty.
02:08Sources also told Euronews that President Zelensky floated the idea of a one-million-man
02:14strong Ukrainian army supplied and supported by the West as any potential peace plan for
02:20his country.
