00:00The Department of Agriculture is planning to launch a food security emergency in February.
00:05It aims to lower the price of rice.
00:10This is Clayzel Pardilian of PTV in Balitang Pambansan.
00:16In the price monitoring of the Department of Agriculture,
00:19the price of rice in the markets varies from 37 to 65 pesos per kilo.
00:25According to the National Price Coordinating Council,
00:28the rising price of rice is too high
00:31despite the lowering of its price in the market
00:35and the reduction in imported rice.
00:38That is why the MPCC has recommended to the Department of Agriculture
00:43to declare a food security emergency.
00:46If that happens, the National Food Authority will allow
00:50the sale of cheap rice to local governments
00:53that can be used as aid or sold to the public.
00:57The NFA rice will be given for P36 to LGUs
01:01that can be sold for P38 per kilo.
01:05This will greatly influence the price of rice in the markets
01:08and will lower the price of rice.
01:11P3 to P5 is really possible, in my opinion.
01:14Especially now that the world prices are going down.
01:16The 300,000 tons that are in the NFA warehouses now,
01:21if it is unloaded to the public, to the consumer,
01:26it should help also lower the price of rice in general
01:32because it's an additional supply to the market.
01:35In accordance with the Rice Tarification Law,
01:37the Department of Agriculture is giving the power
01:42to declare a food security emergency.
01:45But first, Tiu Laurel will let President Ferdinand R. Marcos Jr. decide.
01:50We have solid data that shows that this is justified.
01:57The price of P62 should be P58.
02:03But after two weeks from now, it should be P55
02:07because the world market prices are going down.
02:09This action will also help to expand the NFA warehouses
02:14and improve the income of farmers who will buy from the agency.
02:19There are 700,000 bags of rice in the NFA
02:22that will be considered non-regular in the next few months.
02:27This means that more than two months have passed
02:30and it needs to be taken out.
02:32The warehouses are really full.
02:35So there is also that particular issue that we really have to face to solve.
02:42And we really need to sell it.
02:45On the first week of February,
02:47the Food Security Emergency will be implemented.
02:51The NFA rice will be sold first to LGUs in Metro Manila.
02:56While it is not being sold,
02:58the D.A. and the Department of Trade and Industry will monitor the price of rice.
03:04Effective on Monday, January 20,
03:06the maximum suggested retail price of P58 per kilo of imported rice will be implemented.

03:20Meanwhile, the Agriculture Department is not stopping its efforts to help farmers.
03:25In an interview with Mike Abilibe,
03:27the National Food Authority Administrator, Larry Lackson, said
03:31that the programs of the government,
03:34such as the RTL in providing assistance,
03:37such as distributing rice,
03:40and also providing irrigation and mitigation support.
03:44Lackson also mentioned the Agri-Puhunan and Pantawid Program of the D.A.
03:50where all the requirements are given for puhunan
03:54in planting almost no grass,
03:57and also the P8,000 per month assistance as Pantawid
04:01while our countrymen are waiting to reap the benefits in the four-month period.
04:07Meanwhile, the NFA assured that the price of rice will not go down
04:12from the local farmers in their market.
04:16The NFA is the market of their rice
04:23that the price is assured that it will not go down by P23.
