00:55despite the lowering of its price in the ongoing market,

00:59and the reduction in imported rice.

01:02That's why the MPCC recommended to the Department of Agriculture

01:07to declare a food security emergency.

01:10If that happens, the National Food Authority will allow

01:14the sale of cheap rice to local governments

01:17that can be used as aid or sold to the public.

01:21The NFA rice will be given at a value of 36 pesos to LGUs

01:26that can be sold for 38 pesos per kilo.

01:29This will greatly influence the price of rice in the markets

01:32and will lower the price of rice.

01:353 to 5 pesos is really possible, in my opinion.

01:38Especially now that the world prices are going down.

01:41The 300,000 tons that are in the NFA warehouses,

01:46if it is unloaded to the public, to the consumer,

01:50it should help also lower the price of rice in general,

01:56because it's an additional supply to the market.

01:59According to the Rice Tarification Law,

02:01the Department of Agriculture is giving the power

02:06to declare a food security emergency.

02:09But Tiu Laurel will let President Ferdinand R. Marcos Jr. decide first.

02:15We have solid data that shows that this is justified.

02:21The price of 62 should be 58.

02:27But after two weeks from now, it should be 55.

02:31Because the world market prices are going down.

02:33This action will also help expand the NFA warehouses

02:38and improve the income of farmers who will be bought by the agency.

02:43There are 700,000 bags of rice in the NFA.

02:46In the next month, it will be considered as non-regular or old stock.

02:51This means that it has been in the NFA for more than two months

02:54and it needs to be taken out.

02:56The warehouses are really full.

03:09On the first week of February, the Food Security Emergency will be implemented.

03:15First, the NFA rice will be sold to LGUs in Metro Manila.

03:22the D.A. and the Department of Trade and Industry will monitor the price of rice.

03:27Effective on Monday, January 20,

03:30the maximum suggested retail price of 58 pesos per kilo of imported rice will be implemented.

03:37The two agencies inspected the price of rice in their markets.
