00:0020 years ago, Fondazione Cariplo, with the participation of Regione Lombardia and Anci Lombardia,
00:10gave life to Fondazione Housing Sociale, a non-profit foundation with a precise mission
00:17to develop the housing social project and promote the development and strengthening of the sector.
00:23With the aim of social solidarity and pursuing the intention to contribute to solving the housing problem,
00:29with particular concern to the situation of economic and social disadvantage,
00:33the foundation today turns off 20 candles and, for the occasion, has presented a series of researches
00:39that investigate the problems, state of the art and development prospects of housing social in Italy.
00:45For Fondazione Cariplo, the theme of the case is a fundamental theme,
00:49because it is a fundamental right of people and the presence, the possibility of having an accommodation at acceptable prices,
00:55influences a lot the quality of life.
00:58We are working at two different levels.
01:00At an emergency level, with the most fragile populations, to find functional accommodation to their characteristics.
01:07In the last 20 years, over 6,000 accommodation places have been made in the territories where Fondazione Cariplo operates.
01:15And then, through social housing, which allows to give an answer to that group of population
01:21that is not able to buy a house on the market,
01:24but has a higher income than what allows access to popular houses.
01:29Social housing is full of challenges that Fondazione Cariplo has to face, with the same commitment as always.
01:35The difficulties that new housing social projects face today are the difficulties of the market,
01:41so construction costs are getting higher and higher,
01:44the costs of the areas or buildings to be demolished and rebuilt are very high
01:49and also the cost of capital is much higher than what we faced 20 years ago when this experience started.
01:56I think that the Fondazione can help the discussion between the public and private parties of the third sector
02:03to create the conditions that help to face these problems.
02:07At 20 years of its inception, Fondazione Housing Social is proposed as a resource
02:12for the entire system of social residential buildings, not only for the world of foundations.
02:17Our experience has expanded, it has expanded to other activities
02:22and it has expanded to many subjects that ask us to participate in projects.
02:27So we also feel this institutional role, because a part of the time of our work is dedicated to this.
02:35We have the possibility to do it, because in a certain sense we have a part of the resources that allows us to do it
02:42and therefore we have the possibility to disseminate knowledge and to talk with institutions
02:48because they carry out programs in this sense.
