00:06:11All right, so welcome back everyone. Thank you very much for joining us this morning, this Friday
00:06:15morning. Now concern is being raised again about the crime situation in Tobago following the
00:06:20discovery of the bodies of two children and their mother in a decommissioned water tank belonging to
00:06:25WASA. On the line this morning, we do have businesswoman Diane Haddad. Ms. Haddad, good morning, thank you
00:06:31very much for joining us. Good morning to you, Marlon. Good morning to all your colleagues and
00:06:38good morning to Tobago and Trinidad. Yeah, Ms. Haddad, you know, you have had a long association with
00:06:46Tobago. Ms. Haddad, as you look as to what is happening in Tobago, I'm sure, well for me, this
00:06:53is not the Tobago I know, and I'm sure this is not the Tobago that you know. What is happening there?
00:07:01Well, what is happening there is just simply a reflection of what is happening in Trinidad.
00:07:06I don't know that it is different. Unfortunately, Tobago is, and has always been, and probably
00:07:14always will be, a spin-off of the effects of what takes place in Trinidad. And Tobago becomes,
00:07:23whether it is an easy avenue, an easy port, an easy target, or a comfort zone in many instances
00:07:34for persons who have different agendas. So, Tobago will always be in that position
00:07:42once we continue to do the things we do the way we do them. So, you do always have to wonder at times
00:07:51what is happening. We are a very copycat society to begin with. We seem to be
00:07:59copycatting the wrong things, and the influence of what is happening globally is what is taking
00:08:06Trinidad and Tobago, or has taken it by storm. And so, you notice that there is a trend. It is
00:08:13a trend at one stage where children want to cut themselves. Then there is a trend that they do
00:08:18different things like cheating in exams. Then there is a trend of everybody doing tattoos.
00:08:24Then there is a trend. So, we just get into it and we copy. So, I think what in many instances
00:08:32we have lost is the minds of our own to make decisions that are in our best interest for the
00:08:41longevity of whatever we are doing to live on it. That is my first point in terms of where Tobago is.
00:08:48So, let us start there. Well, you know, yes, we are one country, but you know there has always
00:08:56been the feeling that Tobagonians are very much different from Trinidadians. The way that they
00:09:02think, everything about them, they are a bit different. They are more conservative than us
00:09:09in Trinidad. So, I think that some people, including me, would be a bit surprised to
00:09:16hear some of the comments that you are saying, well, because of what is happening in Trinidad,
00:09:22it is a copycat type of behavior that they are involving themselves in. Do you think so?
00:09:29Well, I do not think that it is copycat alone, you know. There is also a presence of Trinidad
00:09:36in Tobago, but we cannot, and I have said this before in previous interviews, we cannot remove
00:09:43the fact that our own society participates in whatever is going on. If we keep dividing it and
00:09:51saying, well, it is not Tobagonians, but it is Trinidadians coming over to do whatever,
00:09:57I think that is where you will lose your fight in terms of understanding what is going on.
00:10:04There are too many things or talk that goes around for us to ignore,
00:10:08is it? So, I did an interview the other day with you on licensing, and I remember my experience
00:10:15at licensing where a senior gentleman told me when I went in there, well, Ms. Haddad, we have
00:10:21to clean up licensing, licensing, and I missed for too long and I had to ask him, who has it like
00:10:26that? It surely is not me, maybe your father, grandfather, uncle or whatever, because there
00:10:31is a history that governs licensing and the Port Authority and so, but all of those, as I said to
00:10:38you, are avenues or ways of crime. Crime is not just the murder, crime is not just the gun or the
00:10:48drugs or whatever. Crime has taken us over and we have also gotten to a level of tolerance for it.
00:10:56It's okay. That is where the big miss is and regardless of what, society, you will choose
00:11:05your direction from religion, but there in religion, all religion carries a level of faith
00:11:13and hope, okay? The problem starts when our children have no guidance. I'm not telling you
00:11:22stay there because there's a level of spirituality where you can evolve, but I'm saying that those
00:11:29places carry some measure of a guide. We've lost our way there too, because how? There are stories
00:11:38of people being hurt in those environments. So, there are stories, Marlon, through church,
00:11:45through the school system and education, through the police service, through the licensing,
00:11:50through customs, through the judiciary, through every entity that I can call on my fingers today,
00:11:58through our services, our public services, of how we do private business, through our banking sector,
00:12:05in terms of how people have to do things in order to get through. So, a simple example,
00:12:12and I'm sure this is live, this is as live as last week for me. I am on a board of where I
00:12:20live, and we now have to get these pins as directors of the board or whatever for you to
00:12:28be able to participate in doing anything for people to sell their homes and whatever, right?
00:12:34And you cannot file 2022 and 2023 unless it is electronically. And then trying to get the pin,
00:12:41I also have my businesses, so it's one pin I have to have. So, my accountant is doing it,
00:12:46and it's taking time, and I'm waiting for this email to come through. Long story short,
00:12:51one of the homeowners who need to sell is very upset and sends some very damning messages about
00:12:57my incompetence and my dragging my feet to get things done. Now, I'm waiting on the AG's office
00:13:02to send me what they have to send me, right? And proceeds to tell one of the other members,
00:13:08but there's some link they have, and they could pay $1,000 for this person to get it done or
00:13:13whatever. So, of course, I bluntly refused. I don't want to hear it's not happening.
00:13:18Eventually, she gets my number, and we are speaking on the phone, and she told me. I said,
00:13:22well, I am not participating. You know what her answer was? Well, this is Trinidad and Tobago,
00:13:27Ms. Harad. That's the way I get things done. So, I am saying this is something that's passed on,
00:13:34and we have accepted it as okay. And therefore, and therein lies why we have come to the place
00:13:43where we just accept this, and I'm talking about micro, small, medium, large, extra large, jumbo.
00:13:53All sizes of society have participated in one way or the other or in many ways for us to get here.
00:14:02So, we cannot turn a blind eye. I have no idea why a mother was found with her two children.
00:14:09It seems to be murder. I don't think she will murder her two children and then jump in a tank,
00:14:15you know, a decommissioned tank. But the intolerance, the impatience, the anger that
00:14:22exists, the greed, they are all what was classified as a sin. But we seem to be happy
00:14:31there, because when I don't get my way, I just knock you off. That's the end of it.
00:14:36Earlier, you alluded to a point at the port. You feel that there is need for greater policing
00:14:45of business at the port, because I know in recent times the authorities have spoken about
00:14:52an increase in guns in Tobago. They have even spoken about an increase in car thefts and people
00:14:59using fake number plates and so on in Tobago. Is there need for a greater policing of what is
00:15:05happening at the port? That has been something that we have lobbied for for years, in terms of
00:15:13the scanners, in terms of, you know, that the vehicle can actually drive to the scanner and
00:15:19you detect any metal and so on it. But, Marlon, it also serves some persons not to have it. So,
00:15:26in spite of you fighting to get it, even authority will not put it, because authority is benefit.
00:15:35So, there's no need to put that scanner. We are begging for that scanner for eons now, right?
00:15:42And again, I am pulling you back. When the time gets rough, when there's no boat,
00:15:49there is also serious word on the ground for years that people pay bribes to get their trucks on.
00:15:55I'm speaking about it. So, the same way I will pay the bribe for my truck to get on with goods,
00:16:01it's the same way I will pay a bribe to get the vehicle on with the guns that we speak about.
00:16:08So, I don't know. The society needs to make a decision of change. This is a human element
00:16:15change. This is a mindset. But you have people telling you that, you know, one contractor
00:16:23gave up a contract because the parties who gave him the contract want too much kickback and it
00:16:29doesn't make sense. So, he walk away from a contract, but another one picks it up in a few
00:16:34days. What is going on in our society? Crime is not just the guns. The guns is the final call.
00:16:40The guns are the final call. I was an ex-banker and I remember in the bank, and this is why I'm
00:16:49so thinking about this for years, eh? When you are going to purchase anything, you needed 10%
00:16:55down payment. And in the scheme of things in business, based on the margins you should be
00:17:00making, 10% is reasonable and achievable for you to require anything. Do you know the margins,
00:17:07what were the requirements for the last number of years? It's 33%.
00:17:14Where did we get to that? Do you know where we got to that? We got to that because we are funneling
00:17:20and fueling and the money is passing through the system. The system is bloated, showing this
00:17:26income to be so great and therefore the banking system creates a new formula, making demands. So,
00:17:32the honest man cannot find a way through the system for him to survive. So, he either gets
00:17:40caught up in the wrong thing or he can't make it. So, he also gets frustrated.
00:17:46Ms. Haddad, I want to pull you in another direction now, if you'd allow me.
00:17:53What do you think about the police's response? We have seen in recent times where the police
00:18:00have tried, I think, in Tobago to try to put up a strong front and a strong face and try to give
00:18:06assurances to Tobagonians that everything is being done to address the situation
00:18:13and that crime is not out of control in Tobago and that it is still
00:18:18a safe and serene place. What do you think about the response of the police?
00:18:23I really can't say that I have my pulse on that. I have seen police vehicles up to yesterday parked
00:18:32right in a certain bit of the road outside the port, removing persons loitering and being there
00:18:40for too long. I know that the persons who have marijuana on them and so probably within the
00:18:50the regulation, once they're out there too long, they see them coming back, they're moving them.
00:18:58My question for that is how long is that going to last? Because we start hot and sweaty and
00:19:04then as soon as we think we put a lid on something, we stop. So, there is the police presence,
00:19:11but our police service has always been part of it. That should have been number 10 for me to call
00:19:16the police service. The police service have always had the reputation that they are not
00:19:26dealing with things as damning as they should. They don't have that force or punch that they
00:19:33should. And then there is also word that police are very involved. So, it's sometimes a facade.
00:19:40So, again, when this system is so poisoned and you come in, even as a good young person
00:19:46wanting to make a change or whatever, and you are overpowered by that. First of all,
00:19:51your career could be very frustrating. This is what you're going to every day.
00:19:55There's no satisfaction. And then you either come out at a particular level as a nothing,
00:20:01right? Or you get so frustrated that you leave. So, there is nothing to blossom. So, the filth
00:20:10continues to multiply in our environments. And Marlon, I want us to say that we need to go back.
00:20:17I have said it. I keep saying it. We need to go back to the home lives, the education system,
00:20:24and the lives through a hope system, a place of hope and faith. Some kind of faith and hope
00:20:33where people know that there are alternatives. But unfortunately, our system has caused this
00:20:39deterioration. And the man on the street knows who is the big boy, the medium boy, the lady,
00:20:44the whatever that is participating. And so, there's no regard for anybody anymore. Because
00:20:52in some way or the other, we are all guilty. Yeah. Let's talk a little bit now about the
00:20:57response of the authorities in Tobago. You think that they have faced citizens enough to give them
00:21:05the assurances and again to tell them, hey, yes, we see these things that are happening,
00:21:12but we are dealing with it. You think that that has happened? You think that also that they have
00:21:18tried to say to the Tobagonian public, look, we are also putting various initiatives in place
00:21:27to dampen the situation? But I don't know that we can dampen the situation.
00:21:35This country at some stage needs to decide that we are going to deal with the situation.
00:21:44Don't we go back to the days of even Mr. Manning, God rest his soul, saying that, you know,
00:21:51they are aware who Mr. Big is, Mr. Medium is, Mr. Small is, it doesn't matter. The point is,
00:21:59how are we going to deal with it? Are we going to wait for people to just die naturally or
00:22:04whatever? And therefore, we know, okay, the generations will change. Is that how it's
00:22:08going to happen? Because if that's what we're waiting on, it has already filtered all the way
00:22:13down to what I want to say is the youth, right, and today's youth. But I don't think that the
00:22:20authorities have convinced anybody because when people have voted in in authority, they must
00:22:27execute their duties without any favor, and they must be deemed honest in the first place.
00:22:34Unfortunately, we are not in that place. Yeah, the word on the ground and what he said,
00:22:39we are not there with leadership. So they can't convince anybody of anything. Yeah,
00:22:44they they're probably ducking for themselves. Yeah. Let's look at Tobago's lifeline. Really.
00:22:51Now the tourism sector has this situation in Tobago. Has it had as yet an impact on the tourism
00:22:58product? Well, let me say that normally, July, August, our two bumper months, they are our best
00:23:08months, July, August, and Easter. And that has not been quite so this year. And I want to say
00:23:17that it probably had to do with the fact that people became a little bit more hesitant, or
00:23:24the persons who came stayed indoors, they didn't go out as much. So they probably stayed in villas
00:23:31and that kind of thing and enjoy the ambience of the environment. And so but they didn't necessarily
00:23:37go driving around, you know, to Charlottesville over to Palo Duque, Castara and come back,
00:23:42they didn't probably do those things. And they didn't cross, or what you want to say,
00:23:45they didn't break crease, they stayed within certain boundaries. And so the spend was not there
00:23:52going out and you know, doing the multiplier effect that did not happen. And I want,
00:23:58I do not know that I mean, Carl did not particularly put on any, many extra flights.
00:24:04And then of course, the boat at the port, the system didn't work very well for us to have
00:24:09extra sailing, the timing wasn't, it wasn't planned properly, that port itself is in a mess.
00:24:14And we didn't get the accommodation. However, Carl was able to bring over who wanted to come.
00:24:25And whoever came by boat, we didn't have any crisis, maybe Miss Haddad wasn't there to
00:24:31highlight them, I don't know. But we did not see that kickoff or takeoff that we normally would
00:24:38And therefore, it must be having an effect on our locals, the Trinidad public.
00:24:46But crime exists all over the world from a tourism perspective. And therefore, it doesn't
00:24:52say that people don't go to Mexico, Mexico, you know, there's that all over the world. But when
00:24:58you go, you have to take care of who you associate yourself with and what you participate in,
00:25:04in order for you to enjoy the experience of the island or country you go to.
00:25:08Yeah, Miss Haddad, I have about one minute again. Now, you mentioned a number of initiatives this
00:25:14morning. But I think that some of these initiatives that you would have suggested,
00:25:19it takes time to implement, right, Miss Haddad? So then the question is,
00:25:24what does Tobago do almost immediately to stifle this situation?
00:25:30Ah, well, that's a tough one. I don't think I need a minute. I think I need a few minutes to think.
00:25:37I would want to suggest that the, at one time, we had the joint army, the army and the police
00:25:45as a joint force on the island of Tobago. And without running us down with cars screaming,
00:25:51okay, let me start there. Let me put the head in first. We had a joint patrol of army personnel
00:26:04with the police force. And that made a big difference on the island because we had the
00:26:10influx of that. And it worked very well. And we had quite an immediate almost response to stifling
00:26:20it immediately. And then we did have some action taken in terms of probably extra eyes
00:26:28and action for hands where it took a different direction. Yeah, Miss Haddad.
00:26:37You know, when we have people being shot with big gold chains around their neck and whatever,
00:26:42we need to know where we are as a society. Yeah, we don't need anybody to tell us
00:26:49Miss Haddad, thank you very much for taking the time this morning to speak with us. As

00:30:22Everyone, so Canadian YouTuber Christopher Hughes, you know him as Chris Must List. He's here with
00:30:28us this morning. Chris, thank you very much for coming this morning and spending some time with us.
00:30:31We appreciate it. Thank you very much for having me. Chris, when you came back to Trinidad,
00:30:37I suspect a few weeks ago, we saw a story almost immediately that you were being
00:30:44detained and we saw another story that you were being arrested. And, you know, as the days go by,
00:30:51as the hours go by, it would seem that it's a very dynamic situation. What's your status at this time?
00:30:57Yeah, it's actually quite confusing even for myself. There were allegations of money laundering
00:31:04or me having evidence to money laundering, which I was initially held for 14 hours of interrogation
00:31:12before I was released with no evidence of a crime. But the very next day, I was picked up,
00:31:17arrested and detained for deportation, a deportation order. So it's simply a document
00:31:25that says deportation. No reasoning why or no justification for the arrest at all.
00:31:31I was put into IDC, a detention center for immigrants. And after three days, my lawyers
00:31:38were able to, I guess, basically get me out. Just so everybody watching this understands,
00:31:44there's a lot of misinformation, including Mr. Fitzgerald Hines had an interview yesterday and
00:31:51said that I'm here by my own free will to create videos and get views. Since the day I arrived back
00:31:58in Trinidad, my bail conditions said, stated, I must submit my passport to the high court.
00:32:05So since the day I arrived in Trinidad, I have not been able to leave. First and foremost,
00:32:10I have no passport. And second, my bail conditions restrict me from leaving the country.
00:32:15So I am here on official court matters. I'm not here as a tourist. So the confusion becomes,
00:32:23how do I get deported from a country that I must be in? Right. So that's the complicated part that
00:32:30we'll continue to see what happens in the coming days. All right. So we all know that there is
00:32:37a sedition matter that you have to deal with. And we're not going to speak about that because
00:32:42that's before the courts. But since that, you have not been charged with anything. Correct.
00:32:49Well, the deportation, I'm not certain what the wording would be if I'm charged. But I mean,
00:32:55it's something that we're still dealing with. Yeah. I also understand that your equipment
00:33:01has been seized. Any reason has been given for that? No. See, I guess the part that I don't know
00:33:08well enough about the laws in Trinidad. Now, when I was initially picked up for money laundering,
00:33:16my items were seized. Now, when I was released and they said there's no offense or charge here,
00:33:21they still have permission to keep all of my items. In my eyes, it's not about evidence. It's
00:33:27about silencing me from the Internet. And also, all my court documents are on my laptop. Everything
00:33:35I need to get a trial, for those that don't know, with my sedition charge, I'm fighting it myself.
00:33:41I have no lawyers. So all the research I've done and everything is on a laptop that's now
00:33:46being held hostage. I don't know if I'll ever see it again. So it's impeding my opportunity
00:33:54at a fair trial. And my hopes in this whole situation is that's when I get a fair trial.
00:34:01You feel that because there may be the impression out there, judging on your journey in Trinidad and
00:34:09Tobago, from when you arrived to this time, there may be the impression that you're being harassed.
00:34:16You feel that is what is happening? 100%. Targeted is another, you know, good word.
00:34:22There's no evidence to any crime because I have never committed a crime in Trinidad.
00:34:26I abide by the rules. There's no doubt I create some videos that some people might not like.
00:34:32100%. There's videos on YouTube I don't like, so I avoid them. I definitely feel like I'm being
00:34:37targeted for that one purpose of creating somewhat controversial videos here in Trinidad and Tobago.
00:34:45So you feel that's the motivation behind the action that has been taken against you, that some
00:34:51people just do not like? And I'm sure that it is safe to say that some of the videos that we're
00:34:57speaking about shows the gang, alleged gang activity, and you speaking to these types of
00:35:05persons. You think that's where the motivation comes from? I know it. I know it. I'm not the
00:35:11first person in YouTube to walk through an area of poverty and film it. Any Trinidad song that
00:35:19you can play, including ones that have tens of millions of views, show guns and have controversial
00:35:25lyrics, I'm the only one that has a sedition charge, right? Where are the directors of these videos
00:35:33that stage the whole video? You know, there are death threats in some of these videos,
00:35:40and once again, they're openly sang by youth in school, right? So how do you pick and choose who
00:35:47gets the sedition charge? In my mindset, for a fair society, if you rob a bank, you've robbed a
00:35:55bank. It's not like I can pick and choose, well, that's a Canadian. He's seditious. But no, when
00:36:02the news reporter goes in and does an interview, no, that's okay, because that's news. Or when a
00:36:07Trinidad song comes out, no, that's entertainment. Where is the line? What crime did I actually
00:36:13commit? Yeah. Have you been, I'm sure that, I mean, one of the reasons that you were here,
00:36:21it was because of what you were hearing about the crime situation about Trinidad and Tobago.
00:36:26You have any feeling as to what you have been seeing in recent times in Trinidad and Tobago
00:36:32re-crime? Yeah, so I never came for that purpose, no. I'm on a mission to see every country in the
00:36:37world. This is my country, 128. But when I come to a country, day one or two, I try to, I call it
00:36:44a deep dive. I try to go as deep as I can into the community, talk to strangers, and just see, like,
00:36:49what's going on? What should I film? And if anybody watches my first video, I end up on Duncan Street,
00:36:56and the youth are telling me what's going on, and I'm learning along the way. So that was never my
00:37:01intention, nor is it all my content. You know, I'm very diverse with my content. It's just people
00:37:06remember the shiny guns. They don't remember me at the steel pan, or eating the traditional
00:37:11food, or going to the festivities, or Maruga. Those kind of videos don't do well. What they remember is
00:37:18only the shiny objects. Yeah, but you have any position at all as to what you would have seen
00:37:25re-crime in Trinidad and Tobago? Of course, just a short while ago, we were speaking about
00:37:31this situation in Tobago, where three bodies were found in a tank, in a water tank in Tobago.
00:37:38You have any impression, feeling, as to what you're seeing re-crime here? Yes, it's horrifying.
00:37:47I think Haiti is the only Caribbean country that I've seen worse off right now. Jamaica definitely
00:37:54has a crime problem as well. You know, I could sit and talk for hours, if not days, about my
00:38:00thoughts, and even ways that I think could be improved, but it would be embarrassing for
00:38:06myself to come to a country that's not my own, when my own country has problems as well.
00:38:13So there's no doubt, beyond a shadow of a doubt, there's a crime problem. Things have to change.
00:38:18Too many innocent people are being killed, but I'm not the one to tell you how to fix that problem.
00:38:26But, you know, if there's anybody in government that would love to sit down with me, free of
00:38:31charge, of course, I would sit down and brainstorm and tell you everything I've seen. After visiting
00:38:36128 countries, and the worst countries in the world in relation to gangs and danger,
00:38:42I feel I have a knowledge that I could share. And very quickly, like when I was in Belize City,
00:38:49the university reached out to me in Miami and said, Chris, you have knowledge that we can't
00:38:53get anywhere else. Let's sit down and talk about this because we need to know more. So they took
00:38:59my knowledge because they care about lowering the crime rate. Here, so far in Trinidad,
00:39:05nobody's reached out to me and said, Chris, let's have a talk and let's figure out how we can,
00:39:11you know, create some peace in this beautiful country.
00:39:13Yeah. What's next for you?
00:39:15Today, right now, after this appearance, I have court at 930 in High Court. It's a virtual
00:39:22appearance in which I hope and I should get my passport back for the first time since I've been
00:39:29here. Now, the only hurdle is due to my deportation order, I am now stuck in the country again until
00:39:35the 20th of the month. But I've spoken to lawyers and they said there might be a way to get out
00:39:41sooner if I get the right signatures, which would allow me to leave the country. Yeah. So
00:39:47today's the anticipated court appearance. All right, Chris, thank you very much for coming

00:45:17We're now joined with Anjali Tiwari-Defarge, Foster Care Team Lead from the Children's
00:45:23Authority.
00:45:24Anjali, it's that time of the year again, a very special good morning to you.
00:45:28Yes.
00:45:29Yeah.
00:45:30Good morning, Marlon.
00:45:31Thanks again for having me here today.
00:45:33Of course.
00:45:34Well, Anjali, let's talk a little bit about, let's start from the beginning because we
00:45:38have spoken about this in the past, but I think it would be a benefit to again speak
00:45:44about foster care and what is foster care.
00:45:49Sure.
00:45:50And Marlon, every time I get asked that question, I always start by saying foster care is not
00:45:55adoption.
00:45:56In Trinidad and Tobago, no matter how many times we talk about foster care, people always
00:46:00seem to mix up the two.
00:46:01And I want to say from the start, foster care is temporary.
00:46:05That's a temporary space where we're giving children a safe space if we find them in need
00:46:10of attention, care, neglect, protection.
00:46:13If they need that safe, temporary space, and adoption is actually a permanent space.
00:46:19So only if a child has been released for adoption, their children have given up, their parents
00:46:23have given up consent for them, then a child is placed in adoption.
00:46:27But temporary, really, that space in foster care keeps children safe while parents get
00:46:32a chance to heal.
00:46:34So we want to give families time to heal and get back on their own two feet before we can
00:46:38maybe possibly consider reintegration where possible and appropriate.
00:46:43Yeah, but Anjali, let's dig a little deeper, because I know that there are different types
00:46:50of foster care, right?
00:46:53Yes, definitely.
00:46:54So when persons get temporary, they tend to get scared a little bit, but temporary can
00:46:59mean many things.
00:47:00It can mean as short as one day, a couple of days, a couple of weeks, a couple of months,
00:47:06even a couple of years.
00:47:07It all really depends on the circumstances of the child.
00:47:10So what we want to think about is there's two different, there's two main types of foster
00:47:15care. There's traditional foster care, where any person from the public can come forward
00:47:19and they can volunteer to be assessed by our unit, and they can actually do short-term
00:47:25foster care, long-term foster care, emergency foster care, or even respite foster care.
00:47:30So if it is a foster parent needs a break, we can place a child with another foster parent.
00:47:36But now what we've actually been dealing with recently and what we've formalized is
00:47:39kinship foster care, and that's what we've been focusing a lot on these days.
00:47:43This allows us to place children with vetted family members.
00:47:48So our legislation allows us to check specific family members.
00:47:53And if it's a safe space and if it's appropriate, children can actually place back into
00:47:57their families and gain that support from the authorities.
00:48:00So we're very excited about kinship foster care.
00:48:02Yeah. But in what circumstances or under what circumstances is foster care you think necessary?
00:48:13So if it is, I want to give an example.
00:48:15So say example, we get a child, we get a call maybe late at night.
00:48:19A child has been abandoned.
00:48:20We found a child walking on the side of the street.
00:48:23We can't find any relatives or family members at that point in time.
00:48:28And we need a safe space.
00:48:29This child needs a bed to sleep in, food in their stomachs, you know, just a safe space to be.
00:48:34That's when foster care kicks in.
00:48:36It allows the children's authority to do deeper investigations, find out the circumstances of this child.
00:48:41Is it appropriate for them to go back home?
00:48:43Why were they abandoned?
00:48:44Why were they walking on the streets late at night?
00:48:47And foster care really gives us that space to figure things out.
00:48:50So if it is that we identify relatives, but maybe they don't have the capacity at that point in time,
00:48:57short term foster care gives us that space to work with those families in the background.
00:49:00So I think it's important for persons to know when a child comes into foster care, we don't rule out family members.
00:49:06We are working silently in the background once those family members are willing to work with us.
00:49:11So really, it gives us an opportunity to kind of get persons back on their feet where appropriate.
00:49:16Yeah. And just returning to the kinship foster care, I suspect
00:49:21it gives the child an opportunity to be in an environment, a familiar environment.
00:49:31Yes, absolutely.
00:49:33And that's the beauty of kinship foster care.
00:49:34And if you think about it, Marlon, it's something that Caribbeans do naturally.
00:49:38We've been doing it for centuries in an informal way.
00:49:41But kinship foster care really allows us that opportunity to vet persons, to determine those who actually need support.
00:49:48Not every relative will need the support of the authority and not every child will meet the criteria of foster care.
00:49:54So really, we ask persons who need that additional support to care for their family members.
00:49:59Get in touch with us.
00:50:00See if it is that you meet the criteria of kinship foster care and help us support you to better care for that child.
00:50:06Yeah. Is there a particular age where foster care is considered?
00:50:12So actually, a lot of persons maybe think it's just babies, just younger children,
00:50:17but foster care goes from zero to 17.
00:50:19We have babies, toddlers, we have teenagers.
00:50:22And that's actually a really big category that persons are hesitant to approach us about.
00:50:28But teenagers are very important.
00:50:30Can you imagine if a teenager who's had instability their entire lives,
00:50:34who've not had their needs met, comes into foster care
00:50:38and they are able to maybe go to school, maybe get the tools that they didn't have before?
00:50:42It really sets them up for a great future.
00:50:45So foster care in general for teenagers really, really helps.
00:50:48And we really do appeal to the public to think about teenagers.
00:50:51They're not just children coming with baggage.
00:50:54You have an opportunity to change a child's trajectory.
00:50:58Yeah. Anjali, we do have still a lot more to speak about.

00:53:57So we are continuing our conversation on foster care with Anjali Tewari-Defog
00:54:02of Foster, who is the foster care team lead at the Children's Authority.
00:54:07Anjali, let's speak a little bit about who can become a foster parent.
00:54:14Sure. So really and truly, anybody who has a safe space to provide
00:54:19and love to give, we really encourage this person to come forward
00:54:22so you can be a single applicant, you can be married,
00:54:25you can be a mother living with a daughter, you could be sisters living together.
00:54:29We have all different types of foster parents.
00:54:32And what our vetting process allows us to do is to make sure
00:54:35that you have a support network.
00:54:37So even if you're a single foster parent, once you have support
00:54:40persons who can assist in times of need or if you have a safe space,
00:54:44those are the things that we determine in our assessment.
00:54:46So really and truly, it doesn't matter your age, even if you're elderly.
00:54:50Our checks will ensure that you are well enough to take care of a child.
00:54:54Yeah. Let's speak a little bit about the vetting process,
00:54:57because I'm sure that is very, very important as we in the context
00:55:02of the environment that we are operating in in Trinidad and Tobago these days.
00:55:06So let's speak about the vetting process.
00:55:10So absolutely.
00:55:11I think the vetting is the most important part of our process
00:55:14because it really determines whether that home is a safe space for a child.
00:55:18We don't want to move a child from a space of danger into another space of danger.
00:55:23So we encourage patients when they get in touch with us
00:55:25to talk to us about what foster care is.
00:55:27Then we do in-depth interviews with all persons in the household.
00:55:31We do background checks, a home assessment.
00:55:34And we also do psychological assessments, reference checks.
00:55:37And we even do some basic training before you come into foster care
00:55:41to ensure that you have the skills to take care of a child.
00:55:44So even if the early process is thorough,
00:55:47it does not have to be lengthy.
00:55:49So we really want patients to really think about the reason why we're doing these checks.
00:55:53We want to ensure that it's a safe space for children to come into.
00:55:56Yeah. But is there also a vetting process for the child?
00:55:59Because again, I suspect people who want to
00:56:05put themselves forward to become a foster parent,
00:56:08you have to know who is coming into your household.
00:56:13That's a really good question.
00:56:14So there's not a vetting process per se.
00:56:17In the sense that we're not screening a child to see if they're safe.
00:56:20What we're doing is we're assessing children to determine what their needs are.
00:56:24So whether they have medical needs, psychological needs, what their backgrounds are.
00:56:29But sometimes, Marlon, when we get a call late at night,
00:56:32when it's an emergency circumstance, we don't have that liberty.
00:56:35We weren't able to find out the length and breadth of the history of this child.
00:56:39So sometimes we have to go on just a basic medical
00:56:42as to what that child immediately presents with.
00:56:44But the authority does continue working with this child,
00:56:47monitoring and supporting to find out what their needs are
00:56:50to better enable the foster parent to care for them.
00:56:53Yeah. And how can a prospective
00:56:56foster care parent approach the authority?

00:57:37What has the response been from the general public?
00:57:40So in general, patients tend to want adoption more than foster care.
00:57:44Something about that temporary nature of foster care seems to scare people off.
00:57:49And we really do want to encourage patients not to be afraid
00:57:52of getting attached to children and having to say goodbye.
00:57:55It's not a bad thing. It's not a negative thing.
00:57:57We are doing a good thing.
00:57:59We're contributing to the overall society.
00:58:01So it's been slow and steady.
00:58:04But I do want to give a shout out and thank you to our committed
00:58:08and dedicated foster parents.
00:58:10We have about 104 foster parents at this point in time across Trinidad and Tobago.
00:58:16And that includes 81 traditional foster parents, as well as 23 kinship
00:58:20foster parents, and they really are a committed bunch who are working with us.
00:58:24And I am very grateful for their dedication.

01:02:56What's the message you'd like to share with our viewers this morning?
01:03:01Well, we've been very hard at work at the U.S.
01:03:04Embassy across all sections, but definitely in the consular section.
01:03:07When I arrived in Port of Spain about a year and a half ago,
01:03:11the wait time for an appointment for a tourist visa was well over 100 days.
01:03:16And I can happily report today the wait time for a tourist visa is just four
01:03:20days. That's if you're having to come in for an interview at the embassy.
01:03:25For people who qualify for our interview waiver program, those are people who are
01:03:29under the age of 14 or people who are over the age of 80 or people who are
01:03:34renewing their U.S. visa that was valid for 10 years and not annotated.
01:03:39That is, didn't have any writing down at the bottom of the visa.
01:03:42Those people can mail in their visas for renewal and there is zero wait time.
01:03:47They can mail their visas in right away as soon as they finish applying.
01:03:51So we're very excited to report that.
01:03:53We know that people are excited to travel
01:03:55to the United States and we're excited that we can facilitate that much more
01:03:58quickly than in recent years. Yeah.
01:04:01But what's the process and the process
01:04:04really for the person who is now applying for a U.S. visa?
01:04:08Does that person apply online and seek an interview?
01:04:14Is that the process? How does the process work?
01:04:18So the first step is going to be to fill out the DS-160 application online.
01:04:23And I want to stress something really important here.
01:04:26When filling out an application, a lot of people seek to have some assistance.
01:04:30I know that filling out a visa application can feel very intimidating.
01:04:33The entire process feels very intimidating
01:04:36to a lot of people, and we understand that.
01:04:38But the reality is for visa applications, there's no expert like yourself.
01:04:43You are the expert at your own visa application.
01:04:45And so we encourage people to fill out their own visa applications.
01:04:49It starts with you.
01:04:51And so the first step is to fill out your
01:04:53DS-160 application as completely and honestly as possible.
01:04:57That can all be done online.
01:04:59After you filled out your application,
01:05:01you're going to pay your visa fee that can be paid either online or at a Scotiabank
01:05:06location. And then if you qualify for the interview waiver,
01:05:09you'll send in your documents to the embassy.
01:05:12And if you need to come in for an interview,

01:05:55Those are things like bank documents, employment letters, things like that.

01:09:35U.S. Embassy in Port of Spain, and we do still have on the line consular officer
01:09:40at the U.S. Embassy, Miss Emily Babbage.
01:09:43Emily, thank you very much for staying with us, Emily.
01:09:47So after the interview,
01:09:50after the interview is done, how much time later would an individual
01:09:55be told if they have been accepted or rejected?
01:10:00Or denied?
01:10:01So generally, sure, generally speaking,
01:10:05applicants are told immediately at the end of the interview if it's accepted or
01:10:09refused visa. In certain situations, we might require
01:10:13some additional processing time to figure out if we can approve or deny a visa.
01:10:18But generally speaking, at the end of the interview,
01:10:20an applicant will know if it's approved or denied.
01:10:22And at the end of an interview, if it's approved, the applicant can expect
01:10:27to receive their visa in about two weeks, in about two weeks.
01:10:30If that person is denied, how long after can that person make an application again?
01:10:39There is no time limit in terms of when you can reapply for a U.S. visa.
01:10:44However, we encourage applicants to wait
01:10:47until there is new information that they can apply for.
01:10:51Wait until there is new information to present.
01:10:54You can assume that if you come to the U.S.
01:10:56Embassy and present the exact same information,
01:10:58you can expect that you're going to get the same answer.
01:11:02Yeah. So is it then that the does the embassy
01:11:06tell you why you would have been denied and and maybe if it is that you did not
01:11:12have the correct information and so on, does the embassy kind of guide you
01:11:16through the process?
01:11:19So we're actually instructed not to coach
01:11:22applicants in terms of why they did or didn't receive their visa.
01:11:25We're given very strict instructions that we cannot coach applicants as to why they
01:11:30did not receive their visa.
01:11:31I know that can be very frustrating to applicants who may be wondering what it
01:11:35was that they were missing, and we understand that that's frustrating.
01:11:38However, we're not allowed to tell people.
01:11:42We do give a letter explaining some
01:11:44of the reasons why people may be refused a visa.
01:11:46And we encourage applicants to read that
01:11:48letter before reapplying if they do choose to reapply in the future.
01:11:53But we are limited in what we can tell applicants if they are refused.
01:11:56Emily, Emily, have there been incidents of fraud at all?
01:12:02There have we have seen an uptick in fraudulent visa applications that includes
01:12:08applicants who are including incorrect or fraudulent information on the
01:12:12applications themselves on the DS-160 applications, whether that be because
01:12:17they are having people fill out their applications on their behalf.
01:12:21And those people are bad actors who are
01:12:24choosing to inflate the information on the applications.
01:12:27Or if people are bringing in fraudulent
01:12:30documents to the embassy and presenting them as legitimate.
01:12:33We have seen an increase in fraudulent documents.
01:12:36And this is a serious issue not only for
01:12:39visa processes, but also for criminal matters within Trinidad and Tobago.
01:12:44We have very strong partners in the Trinidad and Tobago Police Service,
01:12:48and they take this very seriously as well.
01:12:50This can prevent you for life for receiving a U.S.
01:12:54visa and have serious consequences with the TTPs as well.
01:12:59Yeah. Emily, is there anything else that you'd
01:13:02like to tell us before you leave us this morning?
01:13:05I'd like to pivot just briefly to our
01:13:07American citizens in Trinidad and Tobago.
01:13:10We are on the eve of the International Day of Democracy, which is September 15th.
01:13:15And we are also nearing an important federal
01:13:18election as we approach our presidential election in November.
01:13:22And I want to encourage all U.S.
01:13:24citizens who live in Trinidad and Tobago to exercise their constitutional right to
01:13:29vote in this federal election just because you are not in the United States.
01:13:33You can vote in this election.
01:13:35And we encourage you to go to the website
01:13:37FVAP.gov to find all of your resources for voting as an absentee voter.

01:15:34retraction of a comment that fake vaccines were given to hundreds of thousands
01:15:40of people in Trinidad and Tobago during the covid-19 pandemic.
01:15:44So in a media release yesterday, the minister said Prasad Biseser's
01:15:48assertion that a fake vaccine was administered to citizens is an affront
01:15:52to the entire public and private health and the private health sector and implies
01:15:58that doctors and nurses and other publicly spirited individuals who
01:16:02administered these vaccines were complicit in a hoax.

01:28:45Why did you feel, why did the company feel that this was a good fit for them
01:28:50to be associated with the CPL? Well, you know, the CPL
01:28:54boasts of even before we were associated
01:28:58with it, of having the largest television audiences worldwide.
01:29:03And of course,
01:29:05television is about audience so that you can get the advertising.
01:29:09But it's more than that. It's about it's about serving the people and so on.
01:29:14And we know we know cricket is big in the Caribbean.
01:29:18It's huge in Trinidad and club cricket is growing and has grown.
01:29:24Yeah. And it was really a no brainer, really,
01:29:27because of the brand CPL and brand TV6.
01:29:32We thought those two big brands should get together.
01:29:35And so far it's worked well.
01:29:38Yeah, for some cricket is life.
01:29:40You know, there's a saying, so and so is life.
01:29:43Yeah, well, cricket is life for us in the in the Caribbean.
01:29:47Raul, let's talk a little bit about JEM Radio
01:29:52involvement in the WCPL and also the CPL.
01:29:59Yeah, so Marlon,
01:30:02as you said, you know,
01:30:05OCM is a regional
01:30:08regional brand and so is CPL.
01:30:11So so they mirror each other quite well.
01:30:14But we thought it to be a good fit where JEM Radio is concerned.
01:30:17This is actually our sixth year of producing and distributing the radio
01:30:23commentary throughout the Caribbean for the CPL and the WCPL by extension.
01:30:30JEM Radio has done it for, like I said, the last six years.
01:30:34We've really enjoyed doing it.
01:30:36We've put together what we believe to be an incredible radio broadcast.
01:30:41It's a cricket commentary.
01:30:43We have some of the best guys in the region working with us from the media houses
01:30:48straight down to the commentators. We have excellent commentators.
01:30:52And so for JEM Radio,
01:30:55you know, we see the CPL as one of our staples for the year.
01:31:03Yeah. So is it, Raoul, so is it that when we are viewing
01:31:09the cricket on television, you have a simulcast on JEM, on the JEM Radio network?
01:31:17Is that it? What you all are doing?
01:31:20Right.
01:31:21So I wouldn't say simulcast because we don't take the commentary from the
01:31:24television. Right. So we actually put together commentary teams in respective
01:31:29regions, either Richard or myself would produce it in terms of being on the ground
01:31:34and showing it all as well. And when it comes to distribution,
01:31:38you know, we distribute to over 10 markets in the Caribbean, you know,
01:31:42all the way from BVI, Antigua, Jamaica, Grenada, St. Lucia, St. Kitts,
01:31:49Trinidad and Tobago, Guyana.
01:31:51So, I mean, we really do cover the entire
01:31:54region when it comes to the CPL commentary on the radio side.
01:31:58Yeah. So it's really, from what I'm hearing,
01:32:01Raoul saying, Mr Purcell, it's really a blitz that we have.

01:32:12really, except that we have the rights only, the broadcast rights for television,

01:32:24And we also give our feed, our radio feed to the CPL for them
01:32:29to broadcast that internationally. But our market is within the Caribbean
01:32:35and it's worked very well for us on the radio end.
01:32:38And this is our second year on the TV end.
01:32:41And it's working well here, too.
01:32:43We are doing well.

01:38:48and what is happening in cricket, the women cricket, the men's cricket,
01:38:53isn't.
01:38:55And I'm looking at the role that CCN is
01:38:57also playing in this respect, in promoting the sport in the Caribbean.
01:39:02Isn't that an objective as to why this partnership was entered in?

01:39:08And that is one of the things that we've done
01:39:12tremendously well for the CPL since last year in that.

01:41:10two games could really just change the entire look of the table.

01:41:24they take every single game as a do or die.

01:47:45far, WCPL and the men's WCPL this year was
01:47:51a very good year for the men's WCPL.
01:47:53What you have seen thus far, WCPL and the men's WCPL this year was
01:47:59much better than last year.
01:48:01The women are improving their game and it was very exciting.
01:48:07You know, the clearing, the boundaries much easier now and much more excitement.
01:48:12And I find a lot of the women's matches are close, much closer than the men's.
01:48:19So there's that.
01:48:20And I want to thank Marcy again for coming on board with the WCPL.
01:48:26We have a great partnership there.
01:48:28Hopefully next year you can do the same thing.
01:48:32The men's, oh, I mean, as I said earlier, it's to me,
