00:18In Kiev, the Ukrainian president, in a press briefing with his Lithuanian counterpart,

00:22confirmed Russian actions in Kursk and also responded to a question about the threat from

00:27neighbouring Belarus, which has amassed troops close to the Ukrainian border.

00:32Russians have started counter-offensive actions.

00:35It goes according to our Ukrainian plan.

00:38As for Belarus, we've been watching this cluster, watching it for a long time.

00:45Ukraine launched its incursion into Russia on the 6th of August.

00:48Its commander-in-chief said late last month that Kiev had seized 100 settlements and almost

00:531,300 square kilometres of territory.

00:56He said it hoped Moscow would divert troops to Kursk from eastern Ukraine.

01:01The Russian counter-attack in Kursk comes as the U.S. Secretary of State says Washington

01:05will quickly review Kiev's long-standing request to give Ukraine more leeway to use Western

01:10supplied weapons to strike targets inside Russia.

01:14I can again assure that we will adapt, we will adjust and make sure that Ukraine has

01:21what it needs, when it needs it, to deal with this Russian aggression.

01:25The Russian president says letting Kiev use longer range weapons to strike Russian targets

01:30would mean NATO would be at war with Russia.

01:35This is their direct involvement and this of course would in a significant way change

01:40the very essence, the very nature of the conflict.

01:42It will mean that NATO countries, the United States, European countries are at war with

01:47Russia.

01:51In Ukraine, the Russian army has moved deeper into the east with the key city of Pokrovsk

01:56without a drinking water supply and gas for cooking and heating.

01:59Moscow's forces have battered Ukrainian territory with relentless missile and drone attacks.
