00:00I visit police stations every week around the state. Police are so committed day and night

00:08to holding perpetrators to account and so often they know many of the young offenders that they

00:14bring to account are well known to them. The Chief Commissioner has been clear one to 200

00:20young offenders are driving repeat serious crimes in the community. It's why they are the focus of

00:28Operation Alliance Trinity and our work because we have a largely static and flat offender rate.

00:37What we have is a churn in our offence rate by these young people who are committing repeat

00:43offences. Repeat offences that leave a trail of victims in their wake, that distress families,

00:49that ripple in the community and we need to continue an enforcement effort. We're bringing

00:54them to the courts but what we need to see is that there is an understanding in the community

01:00for the decisions the courts make. In particular, that bail is revoked for serious offences

01:07when those offences have been recommitted by young Victorians. But we are, we know who these

01:12people are, we're targeting them, we're arresting them, we're bringing them to the court and our

01:16other changes in our youth justice bill that have far greater supervision and intensive supervision

01:22around bail matters is another element as long as well as our electronic monitoring of

01:29offenders or repeat offenders is another element and tool that the government and the parliament

01:35with the good graces of the parliament passing that in the second half of this year in after

01:39the winter break.
