00:00In the face of the prodigies of machines that seem to be able to choose independently, we
00:16must be clear that the human being must always remain the decision, even with the dramatic
00:26circumstances with which sometimes this occurs in our life.
00:34We will condemn humanity to a hopeless future if we subjugate people to the ability to decide
00:46on themselves and on their lives, condemning them to depend on the choices of the machines.
00:54We need to guarantee and protect a significant space of control of the human being on the
01:01process of choosing artificial intelligence programs.
01:06It is about human dignity itself.
01:09Let me insist, in a drama such as that of armed conflicts, it is urgent to rethink the
01:18development and use of devices such as the so-called autonomous lethal weapons to ban
01:26the use, starting already from a fateful and concrete commitment, to introduce an ever
01:34greater and significant human control.
01:38No machine should ever choose whether to take life from a human being.
01:47It is up to everyone to make good use of it, and it is up to politics to create the conditions
01:54for such good use to be possible and fruitful.
01:59Thank you.
