00:04President Ferdinand R. Marcos Jr. ordered the Congress to pass important bills
00:11that are central to the needs of our fellow Filipinos.
00:14Kenneth Paciente is in the center of the news.
00:19To ensure that the lives of Filipinos will be better,
00:23President Ferdinand R. Marcos Jr. insisted that the government should continue
00:28to approve the priority bills of the current administration.
00:32In fact, the President encouraged the two members of the Congress
00:36to pass the bill before the end of the year
00:40so that the lives of every Filipino will be better.
00:44To our fellow workers in both the Houses of Congress,
00:47I implore that before the year-end,
00:50that laws which are more inclusive, responsive, and people-centered to be passed.
00:57And we are deep in discussion about that.
01:01Our people are eagerly awaiting the passage of the 17th priority bill certified by LEDAP,
01:06which we will be discussing very, very soon,
01:10which if passed and enacted will steer our national development
01:14and improve the conditions of our fellow countrymen.
01:17So let's continue to collaborate and work closely on these matters.
01:21The administration's work was confirmed following the President's signature
01:26in the Real Property Valuation and Assessment Reform Act
01:29which is one of the priority bills of the government
01:32and is included in the Common Legislative Agenda.
01:35According to the law, the automation of the services provided by government agencies
01:40for the proper tax collection according to the President
01:43will help in increasing the country's revenue,
01:46generating jobs, and housing in the Philippines.
01:50The President is eager for a time for a more innovative valuation system.
01:55A law that streamlines and enhances the real property valuation and assessment system
02:01through a uniform real property appraisal that is compliant with international standards.
02:07It also adopts the prevailing market value
02:11as the single real property valuation base for the assessment of real property tax.
02:17Under this, the LGUs' services will be made innovative
02:21through the Real Property Information System
02:24for the up-to-date electronic database of real property transactions and declarations throughout the country.
02:30The President also passed the Negros Island Region Act
02:34where the provinces of Negros Occidental,
02:37including Bacolod City,
02:39Negros Oriental,
02:40and Siquijor in one region,
02:42will join the Negros Island Region or NIR.
02:45According to the President,
02:46it is time for this law to be passed,
02:48especially since the Negros are on the same island
02:51but different administrative regions are in charge.
02:54The government's service to the Negros continues to be delayed
02:58due to the slow and uneven development.
03:01For decades now,
03:03Negros have endured the rigors of sea travel,
03:05unnecessary expenses,
03:07bureaucratic red tape,
03:09inefficiency that this arrangement has brought.
03:13Especially when there is a need to urgently access government services
03:18from regional centers on other islands.
03:21Equally glaring is the uneven growth and disparity of funding between the two provinces
03:30which share many of the same natural resources and industries
03:33such as sugar, tourism, renewable energy.
03:36The government will also push for the NIR to be the center of development in Visayas
03:41by accelerating socio-economic development
03:44and providing resources, investment, and effective economic planning.
03:48Indeed, in unity there is always strength.
03:51And that is what we are building.
03:53And I trust that the people of the newly established Negros Island Region
03:58will work together to complement each other's strengths
04:01to build a more united and flourishing Negrense community.
04:06And this is something that the national government
04:09will have to play a very large part in
04:12and we pledge that assistance
04:14so that we can bring this new region up to speed as quickly as possible.
04:20According to Negros Occidental 3rd District Representative Kiko Benitez,
04:24the President's decision to separate the administrative region is a big deal for them.
04:30Under this scenario,
04:32the government's services will be closer to the people
04:35and the development of the area will be faster.
04:38President Marcos Jr. encouraged the government agencies
04:41to implement the new laws
04:44so that the public can feel the benefits of them.
