00:00 In the next month, the allocation of water in Metro Manila will be reduced from Angat Dam to the National Water Resources Board.
00:08 What will be the effect on the consumers?
00:11 Let's witness it with Marie Zumal.
00:13 Since the beginning of the year, the water in Angat Dam is being reduced.
00:20 90% of the water supply in Metro Manila is being collected and irrigated for more than 20,000 hectares of crops in Bulacan and Pampanga.
00:29 According to the Metropolitan Waterworks and Sewerage System or MWSS,
00:33 the water in the reservoir has been reduced from January to June, whether there is El Nino or not.
00:39 But now, it is expected that the effect of El Nino will continue.
00:43 According to the National Water Resources Board or NWRB, they will reduce the allocation of water from 50 cubic meters per second to 48 cubic meters per second from April 16 to April 30.
00:56 According to the NWRB, the level of Angat Dam has reached 180 meters or lower.
01:04 Because if this happens, it can be a source of water deficit and it will affect the allocation of water to Metro Manila households and even to irrigation.
01:14 Our rainfall projection is low because of the rain.
01:20 So, it is below normal.
01:22 It is only there in Angat Watershed.
01:24 If we do not reduce this, I can say that at the end of the year, we will not be able to supply enough water supply for the following year because we have not reached the level.
01:36 It is possible that the allocation will be lower if the rain continues in Angat Watershed.
01:41 The areas supplied by Manila are also affected, but MWSS assures that
01:47 our customers will not lose water. So, we will just reduce the strength or pressure of the water.
01:55 Our strategy is to manage the water coming from Angat.
01:59 These are the times that are at risk, from 10 p.m. to 4 a.m. where the utilization is low.
02:08 One of the risks is the areas that are at high pressure. So, when we reduce the pressure, our water will be weak during the off-peak hours.
02:20 MWSS's water sources have also been added.
02:24 The other areas are ready to operate this summer.
02:28 We have already built three new plants in Laguna Lake, two in Montilupa and one in Pakil, Laguna.
02:35 The water levels in dams in other parts of the country are low,
02:40 like in Pío Durán in Albay where the soil is split because there is no flowing water in the irrigation canal.
02:47 Five towns and one city in Albay are affected by El Niño. More than 3,000 hectares of Palaya were damaged.
02:54 The water levels in the Maasim Dam in Iloilo City, which is close to the critical level, are also low.
03:00 According to the World Meteorological Organization, 2023 is the hottest average temperature in 174 years.
03:10 It is possible that 2024 will break the record set last year.
03:15 Earth is issuing a distress call. The latest state of the global climate report shows a planet on the brink.
03:23 For GMA Integrated News, I'm Maris Umali. Saksi!
03:29 The government of the Philippines has issued a distress call to the camera for the entry of more than 30 Chinese nationals in the PCG Auxiliary.
03:36 As for the Philippine Coast Guard, they have no basis to be considered spies.
03:40 In the deployment of the Philippine Navy to the island, they were followed by the Chinese Navy.
03:47 Saksi! This is JP Soriano.
03:52 The Philippine Coast Guard, Bureau of Fisheries and Aquatic Resources, or BFAR, and a group of people went to Pag-asa Island for a maritime patrol mission and marine scientific research.
04:05 Around 10.45am on Tuesday morning, as the Pag-asa Island was approaching, the Chinese Navy suddenly appeared and seemed to be following the PCG vehicles.
04:22 According to the Philippine Coast Guard, the Chinese Navy ship was being radioed by BRP Cabra and BRP Sindangan, but it did not respond.
04:30 But after an hour, it turned around and changed direction.
04:36 Past midday on Tuesday, the PCG vessels arrived at Pag-asa Island.
04:42 "Kapuso, what you see behind me is Pag-asa Island. It is part of the Kalayaan Island Group and part of the province of Palawan.
04:51 In front of that, you can see the Chinese militia vessels.
04:59 They have been there for a long time. You can see that they are steady and not moving."
05:04 According to the PCG, Chinese militia vessels and a Chinese Coast Guard arrived at Pag-asa Island and watched them until Wednesday.
05:13 Until we arrived at Pag-asa Island and until today, the Chinese militia vessels and the Chinese Coast Guard ship have been watching the Pag-asa Island from a distance.
05:27 Today, the BFAR and marine researchers from the University of the Philippines started the Joint Maritime Resource Assessment on the Pag-asa Island case.
05:37 Their mission is to find out the situation of the cases, especially last year.
05:42 There were dead corals found in Sandy Cay 2, and the doubt did not come from around Pag-asa Island.
05:50 Aside from investigating the biodiversity of Pag-asa Island, one of the experts who wanted to know if the killing and the destruction of corals was intentional.
06:02 "If it's true that those are really dumb, it will almost be above water already.
06:07 So, actually, it's only part of the assessment.
06:10 We will be able to look into that area where there will be possibly some dumb corals that are not from that area.
06:17 But for now, we don't know."
06:19 The position of Pag-asa Island and the Sandy Cays around it is important in the supply of fish and food in the whole Philippines.
06:28 So, no country can stop the research of our marine researchers around Pag-asa Island.
06:37 "Pag-asa belongs to the Philippines.
06:39 So, regardless whether they are there or they are not there, we still have the sovereignty rights to do this kind of scientific research that falls within the waters in Pag-asa Island."
06:52 Meanwhile, the committee ordered the camera to investigate who recruited the Chinese nationals in the Philippine Coast Guard.
07:01 It was revealed yesterday that more than 30 Chinese nationals were once members of the Philippine Coast Guard Auxiliary.
07:10 They were removed or delisted in December.
07:14 "The issue is that our foreigners, like the Chinese, for instance, specifically the Chinese, are allowed to become members of the Auxiliary.
07:25 So, as you see, Mr. Chair, two to three years ago, these Chinese who have been a member of the Auxiliary of the Coast Guard have been performing perhaps spying duties here in our country."
07:39 But according to the PCG, there is no basis for them to be considered spies.
07:44 They have no access to sensitive information and there is no direct participation in the operation of the PCG.
07:51 They are only assigned to humanitarian missions. Some of them have a Filipino husband or have been in business in the country for a long time.
07:59 "We also had a vetting when they applied and they have been helping the Philippine Coast Guard for a long time in the aspect of humanitarian assistance and donation.
08:11 There is nothing to be worried about. They are ordinary businessmen."
08:15 For GMA Integrated News, J.P. Soriano, your Saksi.
08:21 The Senate has dismissed Police Major Allan De Castro, the main suspect in the cancellation of the pageant candidate, Catherine Camilon,
08:29 Senator Bato de la Rosa, the chairman of the Senate Committee on Public Order and Dangerous Drugs.
08:34 For humanitarian reasons, De Castro was dismissed, especially since the session was broken for a month.
08:40 If De Castro needs to be heard again, he can be called.
08:45 The court has decided in contempt of De Castro for his lies about Camilon's involvement.
08:52 Another incident of animal abuse has been reported.
08:58 In Davao City, a cat was forced to operate after a bullet hit its head.
09:03 John D. Esteban of GMA Regional TV, Juan Mindanao witnessed it.
09:11 A cat was forced to operate after a bullet hit its head.
09:19 "It was very, very hard surgery because the arrow was penetrating through the brain.
09:24 He's eating well now and he's recovering well.
09:27 Please stop this abuse. The government should act with this."
09:32 In Naga City, Camarina Sur, Princess was emotional when she found one of her cats, Melon, dead.
09:40 Melon was found with blood on her mouth on the corner of her mouth.
09:44 Princess thought that someone hit her cat.
09:47 "I thought that someone could kill me.
09:49 I thought that someone would kill my community.
09:53 Which is, I thought wrong."
09:55 In Camarina Sur, Kilua's dog, the Golden Retriever, went viral for a while
10:01 after it chased, bit and stole the cat.
10:06 Kilua's death was followed by a lot of criticism on social media.
10:10 It was also condemned by the youth in the Senate and the House of Representatives.
10:14 One of the accusations was that the penalty was too heavy for those who hurt animals.
10:19 Under the Animal Welfare Act, the animal that committed this crime
10:26 will be sentenced to 1 year and 6 months to 2 years in prison and will be fined P100,000.
10:35 For GMA Integrated News, I'm Jhondie S. Teban of GMA Regional TV 1 Mindanao.
10:41 Your Saksi!
10:43 Swara Sood Media Corporation is hoping that the Senate will be fair
10:51 in talking about the cancellation of their franchise.
10:53 Their lawyer, Mark Tolentino, did not give due process to the SMNI in the camera.
10:59 Before the Senate hearing, the SMNI hoped that their case will be heard.
11:06 The House Committee on Legislative Franchises said that
11:10 they are listening to the SMNI's explanation of their hearings.
11:15 Meanwhile, the SMNI received yesterday the National Telecommunications Commission's
11:20 report on their motion for reconsideration regarding the indefinite suspension.
11:25 The SMNI will submit this to the Court of Appeals.
11:29 The outbreak of whooping cough in Quezon City is a type of respiratory disease
11:36 that is dangerous for children, especially for babies.
11:40 Mark Salazar is a witness.
11:42 27 cases of whooping cough or pertussis were recorded in Quezon City in 2023.
11:50 Three were diagnosed.
11:52 In the first three months of 2024, the case of whooping cough or pertussis in Quezon City
11:57 continued to rise.
11:59 The local government has already declared its outbreak.
12:03 As of March 20 this year, we already recorded 23 cases of pertussis.
12:10 What is more heartbreaking is this acute infectious disease has claimed the lives of 4 babies.
12:19 Their age ranging from 23 days to 16 days.
12:24 That is why we need to declare that we have a pertussis outbreak in Quezon City.
12:32 Pertussis is a respiratory disease caused by bacteria.
12:36 It is more deadly to children, especially to babies.
12:40 The symptoms are that it causes vomiting.
12:43 Usually, children have a cough for more than two weeks and have difficulty breathing.
12:50 Babies are mostly affected.
12:53 Other children, after coughing, their coughs become coughing.
13:00 Sometimes, that is our description.
13:02 There are already cases of pertussis in five districts of Quezon City.
13:06 But in Barangay Payatas B, the epidemiology and surveillance of the City Health Department is in place.
13:13 It is not said that this is where the infection started.
13:16 But this is where the case number one was recorded this year.
13:20 They had a cough.
13:22 So, the cough also had symptoms.
13:25 So, on March 8, the twin sister also tested positive for the pertussis.
13:31 The cough was already contagious.
13:33 So, unfortunately, one of the twins died.
13:38 The other two siblings of case number one also tested positive.
13:42 The LGU quarantined the household that was infested with pertussis.
13:47 But the LGU clarified that the outbreak cannot be brought back to the barangay wide or street wide lockdown.
13:54 We only quarantined the people within the household and there are longer contacts in our case.
14:00 So, that is what we are quarantining.
14:03 We are issuing a quarantine order, an isolation order to the family.
14:08 It is easy to treat pertussis if it is contagious.
14:12 But it spreads quickly if there are many who are not vaccinated in the community.
14:16 According to QCLGU, they have a problem with the vaccine.
14:20 Quezon City needs more than 42,000 doses of the panthavalent vaccine to stop the spread of the disease.
14:28 But the Department of Health said that the supply will arrive by July.
14:33 So, they are looking for other suppliers.
14:35 There is nothing to panic about for now.
14:38 They are reminding people to be careful just like during COVID.
14:43 You should always wash your hands, sit and lie on your arms, wear a face mask and self-quarantine if you have symptoms.
14:51 According to the Department of Health, 453 cases of whooping cough were recorded.
14:57 In the first 10 weeks of the year, compared to 23 cases at the same time in 2022.
