00:31 and we have found out that actually what we are seeing is real

00:37 on what he has been able to achieve
00:41 and what we have been able to learn while we were in class
00:46 At least we have felt the experience of the Elimu Bora
00:49 We have felt the experience of utilization of resources
00:53 especially when you use labor based
00:55 you will find out that with little resources you are able to do much
00:59 and the beauty is trying to make sure that as much of the resources that are available
01:06 goes into actual work
01:08 and that one we are really appreciative
01:10 and we want to tell Ndindi Nyoro the sky is the limit
01:13 aim higher and we shall support you

01:17 Obviously everybody knows, it's in the public domain
01:19 that the chair of budget, Ndindi Nyoro, the MP for the area
01:23 is the best performing MP quite a few times
01:26 and that's in the utilization of CDF
01:29 So when I saw it was posted on our wall I said you know what
01:31 my team is, even though we have NGAF, it's a completely different mandate
01:35 we should come here and learn from each other
01:38 and I've learnt a lot
01:40 especially, I mean for me I think every MP in Nairobi
01:43 should really look into this model
01:45 because one, you bring the fee down to 1000 shillings
01:48 so it's affordable, right now people are struggling with resources
01:51 the second thing is the retention
01:53 the amount of children that come, you've got 100% retention of students
01:57 so I think that's something we should consider
01:59 because we've got a lot of dropouts
02:00 a lot of children that don't finish school
02:02 and a lot of children that are chased from school
02:05 I know that the county of Nairobi is doing a program on dishe
02:08 which is to provide food
02:09 but in Nairobi we've got other challenges
02:11 being community based schools and faith based schools
02:15 so, but all in all
02:17 if we can make it work for the public schools
02:19 with the new mandate by the Ministry of Education
02:22 to increase the classrooms in Nairobi
02:24 to make sure that we have a transition from primary to secondary
02:27 for me, just being here with my team, NGAF team
02:30 we learnt a lot
02:32 and we also know that we can share with each other
02:36 so the fact that Mwashimiwa here is willing to share his experience
02:40 his knowledge
02:41 I mean he did tell us that when he joined parliament
02:44 for the first two years, it was like, what do I do?
02:46 you know, you don't come in knowing exactly what to do
02:48 because you find the system that's set
02:50 but he worked with it
02:51 and the key takeaway for me is data, data, data
02:54 data informs your programs and your plans
02:57 and as long as you collect that data
02:59 I'm a big supporter of the "Wakibwezi" movement
03:02 we've come here to see the way we work
03:07 and how we work here
03:09 I want to show my team
03:11 that if I say that Nyoro is the number one movement in Kenya
03:15 that's the truth
03:16 because what has been done here is amazing
03:18 using little money and giving that money a lot of value
03:22 that's what we want to take to our constituency
03:25 to take to the rest of the country
03:26 that you can use your money and use it very well
03:29 you do more development using the same resources
03:32 because when you look at the amount of money that has been used
03:35 in other places, the same amount of money
03:37 is being used to do very little work
03:39 so the biggest lesson that we take from here is that
03:42 you can use creatively the little money that you have
03:45 and you give a lot of value with that money
03:48 we take home the "Elimubora" program
03:51 it's a labor-based program, very good
03:54 we are trying, but we are taking home the "Elimubora" program
03:57 I'm very happy to be a part of the "Elimubora" program
04:02 you know, our community is very diverse
04:04 there are a lot of children
04:06 and if you look at the school fees for the children
04:09 I was just coming to see how it's been done
04:12 how the children can study well
04:15 and how the parents pay very little money in terms of part-time
04:18 I studied and I saw this program
04:21 I also go to implement it in Thika
04:23 especially my children, especially those in day schools
04:26 they go to school and the parents pay them
04:29 the school fee, from what they earn
04:31 between 15,000 and 11,000
04:33 I make sure I'll be able to reduce by half
04:36 while they earn between 6,000 and 7,000
04:39 so that we can pay for the school fees
04:42 and help our children
04:44 they pay 2,000 per term
04:46 and it will be possible, there are a lot of children
04:48 but it will be possible
04:50 to make sure our children's future
04:52 we have come here to see how it is
04:54 we have seen that it is good
04:56 everyone has a program that I have brought here
04:58 I have brought a lot of "Elimubora"
05:00 we are very grateful today to have hosted our colleagues
05:02 here in Kiharu
05:04 this primary school is called Nyaki Hai Primary School
05:06 it is one of our public primary schools
05:09 and we are glad about the work that we are able to do
05:11 over the December holiday
05:13 we basically hosted our colleagues
05:15 because we keep learning from each other
05:17 I learn a lot from interactions with
05:19 my colleagues, members of parliament
05:21 I also visit their constituencies
05:23 and we were glad today to also host them
05:26 for the same exercise
05:28 that we always do as members of parliament
05:30 so basically
05:32 this one we call it "peer-to-peer learning"
05:34 because there is no one who is more superior
05:36 than the other
05:38 but we keep on learning
05:40 the successes of this one
05:42 we learn from the success of the other one
05:44 because after that, Kenya becomes a much better place
05:46 as I come to the conclusion
05:48 I am very grateful because
05:50 of the good things that we have been able to learn today
05:52 is the good things that we have been able to do here in Kiharu
05:54 all our public primary schools
05:56 which are 112
05:58 all of them have tiles
06:00 we have started another school like 7
06:02 in Kiharu, we have a day school
06:04 we also have a good education program here in Kiharu
06:06 where learners pay only
06:08 a thousand per term
06:10 and I am glad
06:12 that that program is being adopted
06:14 by many constituencies
06:16 and to cite even one
06:18 is for example Kipipiri constituency
06:20 even Kiaba
06:22 Dika town and all the others
06:24 who have come here before
06:26 and they are already implementing those programs
06:28 so today
06:30 I am very happy because all of Kenya is here
06:32 we have my friend from Northall
06:34 that is in Massabit
06:36 we have Kibwezi
06:38 Kibwezi
06:40 we have
06:42 Madera county
06:44 Uwasingisu county
06:46 Muranga county
06:48 Kitui county
06:50 Kamalafi constituency
06:52 even here in Muranga, even in Nairobi county
06:54 and we are glad because
06:56 when leaders will start now
06:58 actually competing on development
07:00 the head gainers are our bosses
07:02 who are the people of Kenya
07:04 and when I finish that, I say as the chairman of the budget
07:06 we are working around the clock
07:08 to make sure
07:10 that NGCDF resources
07:12 and funds are released
07:14 hopefully this week or next week
07:16 so that learners
07:18 can be able to be capacitated
07:20 through NGCDF via Bursaries
07:22 to join various schools
07:24 and also to report in the ongoing schools
07:26 so
07:28 I want to tell all Kenyans
07:30 that the way we are working
07:32 is that
07:34 when we get funds like Kodi
07:36 we prioritize NGCDF
07:38 because it goes a long way
07:40 into supporting learners
07:42 in regards to Bursaries.
