00:00 We take this as a persecution of the Omogusu community by President William Rutsa

00:07 and we think this persecution has been provoked by the independence of money that has been exhibited

00:15 by the control budget, especially at MAKS, at the National Dialogue Committee sittings

00:23 where she condemned the enhanced taxation measures by the current regime, including the housing legislation.

00:34 If the President wants political war with the Omogosu community, then we are ready for it.

00:42 And we want to warn the President that enough is enough for the Omogosu community.

00:51 This is perhaps the only high-ranking position that we have as the Omogosu community.

00:57 We don't have any peers. We don't have a permanent secretary from the Omogosu community.

01:03 So we don't understand why it's taken, if this offence was allegedly committed in 2016, why now?

01:16 And even the circumstances under which Madam Nyakamu was arrested sends a message of a regime

01:25 that is asked to silence members of independent commissions who want to express themselves freely

01:32 and in accordance with the law and the constitution.

01:37 And we condemn these cowardly acts by the executive and we appeal to Kenyans of Goodwill

01:47 to join us in resisting this primitive persecution of people serving in independent commissions.

01:56 An officer who has committed an offence should not be arrested and charged.

02:03 But clearly, when the controller of budget of the Republic of Kenya is arraigned,

02:13 when we know that government disbursements to various government agencies,

02:21 including the bursary money, has not been processed and released,

02:27 so clearly this is either an attempt to derail the government operations

02:38 or is drama being created to justify why funds have not been released to various government agencies.

02:48 As a member of parliament of West Mugurango, where Dr Margaret Nyakamu hails from,

02:56 I stand with instructions from the people of West Mugurango and Husi

03:00 to say that an attack on Dr Margaret Nyakamu, as has happened today,

03:09 is an attack on the accountancy profession and I invite ISPAC to rise to the occasion.

03:17 It is an attack on women professionals of this republic

03:22 and I invite women of this republic to stand and deal with this.

03:26 It is an attack on our constitution and we will not take it lying down.

03:32 Let me now tell you what Mrs Nyakamu has done.

03:36 She basically came out and said the store has been broken into and the money has been taken.

03:43 She said it. You guys are members of the media, you heard her say so.

03:49 The consolidated fund is now easily accessible, available.

03:52 The control of budgets has no access to it.

03:55 What we are talking about is that people who are doing their jobs are now being victimized

04:01 and are now being taken to court.

04:03 In fact, some of us who are critics of the government are expected to be taken to court.

04:09 Can they hurry up and come and get some of us quickly?

04:13 Because we are not going to stop this nonsense.

04:17 We will talk about the issues, we will raise them.

04:19 Mrs Nyakamu has been saying it.

04:22 We are mismanaging our finances and we are mismanaging our country.

04:29 I called one of my friends who is in leadership in the house

04:32 and I told him what is that nonsense I saw.

04:35 That was last week. He told me and he sent me a message.

04:38 He said tell her to stop talking too much.

04:41 What do you mean you tell her to stop talking too much?

04:46 You can't stop me. That's the job I have.

04:48 I'm going to tell this government over and over and over

04:54 that the things which you are accusing Mrs Nyakamu of doing, that is the job you gave her.

04:59 She said you are over borrowing, you are over spending on nonsensical things,

05:05 you are coming up with fake deals, you are buying fuel that doesn't exist,

05:09 you are eating the money and all Kenyans are watching and looking at the government

05:15 and I want to plead with President William Ruto.

05:17 Those who much responsibility has been given,

05:23 more, much, much more is expected of them.

05:28 It started with Fred Matiangi, the story ended.

05:33 It came up with Mrs Nyakamu, there is another story that is coming up.

05:38 We have other individuals who are working from the Gizi community

05:43 who are qualified and professional enough because they are called

05:46 that these were Uhuru orphans, they must be gotten rid of

05:50 so that other properly engaged individuals can be given this job.
