00:07 The Senate has also passed a resolution to appoint an executive to assist the International Criminal Court.
00:14 After that, and after passing a similar resolution to the House of Representatives,
00:18 Vice President Sara Duterte has asked the public to investigate the motive of the Congress.
00:25 Ian Cruz and Mav Gonzalez witnessed the case.
00:30 After the three resolutions that were passed in the House of Representatives,
00:35 to urge the Philippine government to assist the International Criminal Court,
00:40 a similar resolution was passed in the Senate.
00:43 In Senate Resolution 867 of Senator Risa Ontiveros,
00:47 the cases and evidence of extrajudicial killings will not be discussed, but the assistance of the executives in the ICC.
00:55 In February 2018, the prosecutor of the ICC opened a preliminary examination of the allegations
01:02 that Vice President Duterte and other officials have been involved in the killings of the previous drug campaign.
01:08 After more than a month, the Philippines abided by the Rome Statute, the founding treaty of the ICC.
01:15 In 2019, the Philippines was effective in the killings.
01:19 In 2021, the ICC's pre-trial chamber allowed the ICC prosecutor to start the investigation of the war on drugs of the Duterte administration.
01:29 But the Philippines asked to defer the investigation.
01:33 But in January this year, the ICC allowed the prosecutor to continue the investigation of the war on drugs.
01:39 The Philippines asked to reverse the decision and to re-reduce the position of the Philippines that the ICC has no jurisdiction because the country has left the country.
01:49 But in July, the ICC Appeals Chamber confirmed the authorization given to the ICC prosecutor to continue the investigation.
01:57 President Marcos said,
01:59 Once all of our talks with the ICC are over, as we have been saying from the beginning, we will not cooperate with them in any way, shape or form.
02:11 But this Friday, the President said,
02:14 There is also a question, should we return under the fold of the ICC? So that's again under study. So we'll just keep looking at it and see what our options are.
02:27 Even though it's true that the last statement of the President is that the ICC has no jurisdiction in the war on drugs,
02:38 but as I mentioned earlier, the serious study of returning to the ICC is a big and positive signal.
02:46 One of the people who is in the heart of the resolution is Senator Bato de la Rosa, who became the PNP chief during the war on drugs.
02:53 We will not speak here. I'll ask you, do you believe that the justice system in the Philippines is not working?
03:00 Then why did you file a resolution that they will be allowed to enter the country even if we are allowed to be here?
03:06 I need to talk to Senator Rizal.
03:08 No. No.
03:10 De la Rosa is also confident that President Marcos will not allow the ICC to enter the country.
03:16 I told you that if you have a hair like this, the ICC cannot touch you.
03:23 Yes.
03:24 President Marcos is not allowing the ICC to enter the country.
03:28 He's just being too gentleman about it.
03:37 Since that issue came out, he can say that he can study.
03:43 Senator Amy Marcos, a close friend of the Duterte's, wonders why he is pushing this to the Senate and the House of Representatives,
03:51 since there are more important issues.
03:53 This is really a headache.
03:55 So they're really looking for trouble.
03:59 But President Duterte has said repeatedly, bring it on.
04:03 For me, the truth is that this is the decision of the Executive.
04:07 It means that our co-president has repeatedly said that the ICC will not allow it.
04:14 I agree with that.
04:16 No one is looking for trouble.
04:18 The biggest trouble for everyone is the trouble that is being put in the heads of the criminals
04:24 and the extradition killing of war on drugs.
04:29 In the House of Representatives, the same resolutions were also passed for the assistance to the ICC.
04:36 That's the sense of the House.
04:38 That's what other congressmen are trying to say.
04:41 We will have the right time in the hearings where the arguments for and against will come out.
04:49 Vice President Sara Duterte doesn't want to reveal the reasons behind the subsequent rejection of the resolution in the House
04:57 that was followed by another resolution in the Senate.
05:00 We will just leave it to the people to analyze.
05:03 I do not want to speculate on the motives of the House of Representatives.
05:08 Those happened in the middle of the transfer of alliances between the former allies of President Duterte.
05:14 VP Sara is also angry that the UNITEAM has nothing to say.
05:18 Those who are fond of politics should be happy.
05:22 The time for politics is not yet right because 2025 is still far away.
05:30 Duterte said that the Department of Justice will pass a resolution on their position
05:35 that the Philippines should not assist in the investigation of the ICC.
05:40 The DOJ said that they are against the lack of jurisdiction in the country of the ICC.
05:46 There is no need to request because the stance of the DOJ has not changed.
05:51 As Secretary Mulya said, they are just studying it because the ICC is a country of the Philippines.
05:59 There are people who are speaking from the Congress and it is our job to listen to our co-equal branch of government.
06:09 GMA Integrated News was waiting for the former President Rodrigo Duterte
06:13 for the confirmation of his Juris Doctor degree in San Pedro University
06:17 so that he can get a job but leave immediately.
06:21 For GMA Integrated News, Ian Cruz.
06:24 Mab Gonzalez, we are your witnesses.
06:28 The last reading of the Senate was approved.
06:31 The proposed national budget is P5.768 trillion.
06:37 21 senators voted in favor of this.
06:41 It is not easy for the brothers Senator Alan and Pia Cayetano so they did not vote.
06:46 Senate Minority Leader Coco Pimentel abstained because she knew that the certification of President Marcos is an urgent issue.
06:54 The Bicameral Conference Committee was assigned to work on the different provisions of the Senate and House.
07:03 The House and Senate will then ratify the proposed version of the 2024 national budget
07:09 and it will be brought to the House for the President's signature.
07:13 The possibility of the return of the PSTOX through the government as CPP-NPA-NDF is a once in a lifetime opportunity.
07:22 The two parties signed a joint statement.
07:26 Witnesses, Senators Rafi Tima and Ivan Myrina.
07:29 The Malacanang and National Democratic Front of the Philippines, NDFP, announced a joint statement to return the peace talks.
07:42 It happened on November 23 in Oslo, Norway.
07:45 Four years after former President Rodrigo Duterte stopped the peace talks in the CPP-NPA-NDF in 2019.
07:53 The PSTOX has been in the hands of the rebelling communists for five decades and different administrations.
07:59 But this time, the Marcos administration trusted in the first step of the PSTOX in the long-term peace.
08:05 I saw personally, there is that kind of commitment and also there is a kind of goodwill on both parties to continue to discuss some principled resolution to end the armed conflict.
08:23 So that's what I saw based on my personal experience. We are very confident, I'm very confident that there is something that after this joint statement, we can finally end up with the final peace agreement.
08:38 The government clarified that this is just the first step in reopening the peace talks.
08:43 So for now, the armed groups are still being targeted. It's still unclear if there will be a ceasefire this Christmas.
08:50 But the joint communique is also a step to target the armed forces in the outside world.
08:55 The main focus here is the rising tensions in the West Philippine Sea.
08:59 If this conflict will finally end, your armed forces of the Philippines will be able to shift our focus to external or territorial defense.
09:10 It's high time because of the world conditions that the volatility of geopolitical security necessitates a defense establishment that is threat agnostic but also geared towards addressing our vulnerabilities to external threats.
09:33 Among the high issues on the negotiating table is if the terrorist countries will return to the rebelling NPA and the release of detainees from their prisons.
09:43 We are open to having the work of both sides to continue and bear fruit.
09:53 That is the goal of the NDFP. The negotiation for the return of the peace talks took two years.
09:59 The NDAF founder, Joma Cizundao, himself initiated the negotiations after former AFP Chief of Staff, Emmanuel Bautista, approached them.
10:07 The initiative of General Bautista, the armed forces of the Philippines, was welcomed by Joma Cizundao and he gave importance to this initiative.
10:25 So this has borne some important fruits. So we recognize the initiative of General Bautista and his team.
10:40 According to the interim chair of the NDF, Joma Cizundao, who left his late wife,
10:45 President Bongbong Marcos opened a big deal in the negotiations.
10:48 This is how the 50-year-old revolution in the administration of his father began.
10:53 I think it would be to his own good that the armed conflict may be resolved during his term.
11:04 For now, the NDFP will build their peace tunnel.
11:07 After six long years, there seems to be a light at the end of the tunnel.
11:14 But then I would point out that the tunnel itself is a very long winding and tortuous tunnel.
11:23 So there's a lot of work that has to be done in order to reach the end, the light.
11:30 It is not yet known when the next informal talks will take place and when the peace talks will begin.
11:37 For GMA Integrated News, Rafi Timan and I, I'm Ivan Mejrina, your witness.
11:43 The plan of this group of us is to build a Christmas convoy
11:47 to bring Christmas supplies to our troops in the West Philippine Sea.
11:52 But according to the National Security Council,
11:54 they were approached by a group that it is not advisable for a convoy to pass through
11:58 the BRP Sierra Madre in Ayungin, Seoul for the safety of civilians.
12:03 The convoy will pass through the vicinity of Ayungin.
12:09 In the hope that they will bring gifts and Christmas gifts to the BRP Sierra Madre.
12:14 According to our coalition, they are still hoping that the BRP Sierra Madre will be with them
12:19 in the delivery of gifts.
12:21 But they will not force it if they really can't.
12:25 There are more cases of pneumonia being admitted to the Philippine General Hospital in Manila.
12:32 This is PGH's call.
12:34 Witness, Bama Legre.
12:36 [Music]
12:39 Now that the weather is cold, Stella Almelor, a vendor, noticed the dead bodies of her grandchildren.
12:45 Even her eldest grandson, who was only four months old when she was with him in the store, was also infected.
12:50 My grandchildren, including my son, were all infected.
12:54 Ubo, sipon, lagnat.
12:57 Most of them, especially in Bulacan, my children and my grandchildren in Bulacan,
13:02 were all infected.
13:04 Stella did not let her grandchildren look at the specialist.
13:07 It is important to check up, especially if Ubo is returning.
13:11 More than four months since the COVID-19 State of Public Health Emergency in the country,
13:16 pneumonia cases are increasing in the Philippine General Hospital in Manila.
13:20 According to the leadership of PGH, many of the patients are intubated
13:24 or put in the lungs of the tube attached to the ventilator to let air pass.
13:28 The problem is, of course, when you are intubated, the medicine lasts a long time.
13:34 Because of their severe pneumonia, they cannot easily enter the hospital because the ICU is full.
13:43 There are also patients who have blood clots and are aging.
13:46 What is reduced by the COVID-19, or the opportunity, are those who have cancer,
13:53 stroke, heart attack, dialysis, and pneumonia.
13:58 We are asking the LGU hospitals to promise to provide those who can avail the PGH specialty services.
14:09 In the first three months of this year, more than 41,000 pneumonia cases were reported in the country.
14:14 More than 200,000 cases were reported for the whole of 2022.
14:18 According to Dr. Jonas Del Rosario, pneumonia is a sign of old age,
14:23 difficulty breathing, tightness of the lungs, and continuous or non-recovering fever.
14:27 For both children and adults, it is a big help if they can receive the pneumococcal vaccine.
14:36 This is a fight against a common source of pneumonia, streptococcus pneumonia.
14:42 When the vermins entered, the health department also observed the increase of influenza-like illnesses, or ILI,
14:48 which are infectious infections caused by various types of virus or bacteria.
14:52 The number of reported cases from January to October 13 this year is 45% higher than the number reported at the same time last year.
15:01 Although the number of cases has decreased since November,
15:04 according to the DOH, it is still better to be careful, such as wearing a face mask and getting vaccinated.
15:09 According to Dr. Ron G. Insolante, aside from the change of seasons,
15:13 the increase of respiratory illnesses is possible due to the so-called immunity gap.
15:18 The immunity gap is a global phenomenon, Melo.
15:22 After the pandemic, the vaccine-preventable diseases, including influenza, pneumonia, measles,
15:31 the vaccination poverty is really decreasing in vulnerable populations, including children.
15:37 For GMA Integrated News, I'm your host, Saksi.
15:40 It's almost 27 days since Christmas, and the country's biggest light spark is about to be lit.
15:52 You will be filled with attractions and food to be sold in food stalls.
15:57 Saksi, Katrina Song.
16:05 The country's biggest light spark, the Lights of Christmas Park, has been opened in Taguig City.
16:11 The lighting is accompanied by a circus performance.
16:15 You can see various attractions here, from the giant coloring floor, heart tower,
16:20 the famous walkway of lights, and many more.
16:24 There are also food stalls if you're hungry.
16:29 You will feel the light of Christmas coming because more than a million LED lights are installed
16:36 in Meralco Light Park in Pasig.
16:38 There are also various types of Christmas trees full of lights,
16:42 like this Christmas tree made from the roof of the subway.
16:46 There is also a 60-foot wall with 100 LED tubes.
16:49 You can't miss buying and eating if you're tired of walking.
16:56 There are also Christmas stalls in Batangas, like in Talisay,
17:00 where the San Guillermo Parish is looking at the LED lights.
17:05 There is also a Christmas tree with Christmas decorations around the church and municipality.
17:11 The municipality's peg is white Christmas because of the snow show.
17:16 In the capital of Batangas, there is a fairy tale Christmas display.
17:22 The Christmas lights and 40-foot Christmas tree full of lights and sparkling candles
17:28 are the highlight of the visitors.
17:31 You can't miss buying and eating if you want an Instagrammable spot.
17:38 The house itself has a colorful Christmas display accompanied by an orchestra.
17:43 For Jimmy Integrated News, I'm Katrina Son.
17:47 Your Saksi!
17:51 The Mapua Cardinals are now in the finals of the NCAA Season 99 Men's Basketball Tournament.
17:56 They won the semi-finals game against the Benil Blazers.
18:01 The game ended with a score of 78-67.
18:04 The Cardinals' offense was led by Paolo Hernandez and Clint Iscamis.
18:09 In the second game, the Sanbelo Red Lions beat the LPU Pirates
18:14 in their match in the semi-finals earlier.
18:17 The final score was 89-68.
18:20 But because the Pirates have a twice-to-beat advantage,
18:23 the LPU and Sanbeda will play a do-or-die match in Viennese.
18:28 All of that will be broadcast live on GTV and on the social media accounts of GMA Sports and NCAA.
18:36 Today, Manila Mayor Honey Lacuna celebrated the victory of the elephants in Manila Zoo,
18:44 named Bishwa Mali or Mali.
18:47 Today, elephants are undergoing necropsy or animal autopsy
18:52 to find out the cause of their death.
18:55 In 1977, the elephants were brought to the Philippines as a gift from Sri Lanka
19:01 to the former First Lady Imelda Marcos.
19:03 They were brought to Manila Zoo.
19:06 Mali was previously brought to Thailand
19:09 because of health concerns of some animal rights groups.
19:12 Based on the research of experts, Mali is healthy and a bit fat.
19:17 But his cage is small.
19:20 Usually, Asian elephants like Mali, which are under captivity, reach 80 years old.
19:27 Mali is only 49 years old, so it is important to know the cause of his death.
19:39 There's a new trending TikTok video of Marian Rivera
19:42 where her cool moves and good energy are very powerful.
19:47 Marian's cover was just a dance.
19:59 She was grateful for the back-to-back blessings she received this year.
20:05 It's one of her upcoming comeback projects with her husband, Ding Dong Dantes,
20:09 which is a rewind that can be watched during Christmas.
20:13 The heart of the primetime queen is also back-to-back in their upcoming series, Gabby Concepcion.
20:18 Actually, Gabby is a very easy-going person.
20:22 All the cast there, like Rye, we're all looking forward to taping.
20:28 Because when we're there, we're together.
20:30 Or if I'm in the dressing room, they always invite me.
20:33 [music]
20:42 My dear viewers, guess what?
20:45 Santa Claus has come to town.
20:47 Oh my!
20:48 And he's here to light up my traffic.
20:52 That's a nice Christmas gift from Santa, okay?
20:55 Let's see.
20:57 He brought a Christmas cheer.
20:59 That's what Santa Claus, the traffic enforcer, in Manila, is all about.
21:03 He has a move and groove while guiding the motorists.
21:07 And according to Ramiro Hinojas, he's putting in extra effort
21:11 so that the people on the streets won't get bored and so that they can see something different.
21:17 This is also the form of exercise for his body to be strong.
21:23 The people watching him are all excited and he's also effective in his job.
21:29 And my dear viewers, thank you for watching.
