The Transport Ministry is expected to table a Bill on the proposed merger between the Malaysian Aviation Commission (Mavcom) and the Civil Aviation Authority of Malaysia (CAAM) into one entity during the first sitting of Parliament next year, says Anthony Loke.

The Transport Minister said the ministry is now making all the necessary arrangements to merge the two regulators into one single regulator for both technical and economic regulations.

He told reporters after attending the Emirates x Batik Air Codeshare Partnership Launch in Kuala Lumpur on Monday (Oct 23).

00:03 I positioned since 2019 that we wanted
00:11 to combine the two regulators and combine it into one.
00:15 And the process is still ongoing.
00:17 And we are doing all the necessary arrangement right now
00:21 to merge Mavcom and CAM so that we have one single regulator,
00:26 as far as aviation is concerned, for both technical and economic
00:29 regulators.
00:30 So when will this be completed?
00:33 Well, firstly, we need to go to Parliament.
00:35 As you know, in terms of Parliament schedule,
00:38 it's not that we can bring it any time.
00:40 We have to queue for it.
00:41 I don't think we can do it this year,
00:43 because Parliament schedule is quite full.
00:46 We only have a few days for bills after the budget,
00:49 which right now there are already so many bills queuing up.
00:53 I can foresee that probably it can be the bill
00:56 to do away with Mavcom, or to repeal Mavcom,
00:59 to repeal Mavcom Act, and to combine with CAM.
01:02 It has to go to Parliament probably
01:04 by first sitting of next year, the earliest,
01:08 because we need to amend both acts together.
01:10 Firstly, to repeal the Mavcom Act.
01:12 Number two, to amend the Civil Aviation Authority Act,
01:16 Malaysia, CAM Act, that we have to combine the powers
01:21 into CAM.
01:22 And that definitely is a long process.
01:25 Not only in terms of amending the law,
01:29 but also we have to combine the operations.
01:33 But of course, our hope is that we can do it by next year.
01:37 And the bill to amend both acts have to be brought to Parliament,
01:43 hopefully by first session of next year.
