New generation IDs: State to spend Sh1bn on Maisha Cards

00:00 We are working towards a national digital identity system.
00:07 On 30th of June this year, His Excellency the President directed the Ministry of Interior and National Administration,
00:15 together with the Ministry of ICT and Digital Economy, to come up with a digital identity system in 90 days.
00:25 Today we are at the 70th day of the directive.
00:31 And today we are gathered here to be able to review the work done by the National Digital Identity Technical Committee,
00:39 who have been meeting every week since the directive was given.
00:43 Today we are the PSOs concerned with the digital identity issues,
00:50 who form the National Digital Identity Steering Committee.
00:55 So we are at our breakfast meeting here, and the National Steering Committee on Digital Identity has graciously approved
01:02 the proposals made by the National Digital Identity Technical Committee to have a national digital ID implemented, according to the directive.
01:13 So I'm happy this morning to inform the country that the Steering Committee comprising of PS, myself, PS Planning,
01:22 PS Performance Management, PS Labour, PS Internal Security, PS ICT, PS Education and PS Health,
01:32 have been able to agree and approve the idea of having national digital ID implemented.
01:40 And I'm happy to report that within the 90 days directed by His Excellency,
01:45 these teams are going to roll out activities towards implementation of national digital identity.
01:53 And third generation ID, which is a new version of the current ID which we have.
01:58 The fourth component is the digital ID, the option of having the ID on a mobile phone, instead of having a physical card.
02:06 The last component, the fourth component, is what we call the National Master Population Register.
02:12 A register which comprises of all persons living in Kenya.
02:17 That is all persons born in Kenya from civil registration, all people turning 18 years from national registration,
02:24 all persons who have migrated to Kenya from the migration database, and all refugees living in Kenya.
02:32 So it is a master population register which is able to speak to each other,
02:36 which is integrated well to the extent that whenever someone applies for a passport,
02:41 the system should be able to confirm that that person has a birth certificate, that person has an ID,
02:47 so that the system is seamless and we are able to have accuracy in our identity management system.
