Wildlife officials have been trying - and failing - to capture a wayward sea otter that appeared in a viral video attempting to wrestle a surfboard away from a surfer last week off the coast of Santa Cruz, California.

The five-year-old female otter has shown aggression toward people for several weeks and poses a public safety risk, the US Fish and Wildlife Service said in a statement.

The animal, which wildlife officials named sea otter 841, has a radio transmitter that officials are monitoring to find and capture her, but so far the otter has evaded capture.

00:45 So we don't really know why this particular animal is doing this.
00:50 In the past, we've seen some cases where a sea otter was illegally fed by someone in the public,
00:57 and that led the animal to continue approaching other people looking for food
01:01 and led to more aggressive behavior.
01:04 So we don't know if that happened in this case.
01:06 We have currently no evidence that that was the case, but we have seen that in the past.
01:10 We've also seen cases where hormonal surges, particularly with adult females,
01:16 can lead to changes in behavior.

01:24 With this being repeated behaviors and the potential risk to both the animal as well as the public,
01:30 we needed to attempt to actually capture her so that she could be placed in another zoo and aquarium for long-term care.

01:50 They can't throw a net over her into water.
01:53 They can't tranquilize her because of fear of her drowning.
01:57 So they really need to get hands on her.
02:00 And they've been using a bait surfboard where a diver goes into the water towing a surfboard,
02:07 and she's gotten on it multiple times in the past few days,
02:11 and he swims back to the boat, but as soon as they get within a couple of feet, she dies off.
