A Kwale County Assembly Clerk, Hamisi Bweni Dzila, failed to appear before a special eleven-committee member to respond to allegations levelled against him. Dzila is being accused of insubordination and authorizing or approving payments from the assembly's accounts without the approval of the county assembly service board.
