As West Bengal govt offices begin functioning on near full strength, transport crunch was felt in the capital city as public conveyance remains limited due to suspension of metro rail services and suburban trains. CM Mamata Banerjee exempts govt officials from being marked late and urges them not to travel in overcrowded buses.
