00:48geopolitical conflicts, traditional and non-traditional security risks, and global governance deficits.
00:58Upholding the spirit of unity and cooperation, we need to view maritime security issues in a comprehensive and in-depth
01:05manner and seek solutions that address both symptoms and root causes.
01:10Let me stress the following points.
01:12First, we need to find political solutions to hotspot issues.
01:17The stability and smooth operation of international shipping routes are closely linked to peace and stability in the surrounding region,
01:24especially coastal states.
01:25Only through dialogue and consultation can we de-escalate hotspot issues and create an enabling environment for the safety of
01:35these routes.
01:36It's excessive use of military means cannot fundamentally resolve risks.
01:41Rather, it will exacerbate tensions and confrontation and create even greater security crises.
01:49The Strait of Hormones is a vital corridor for the international trade of goods and energy.
01:56And maintaining security, stability, and unimpeded passage in this region is in the common interest of the international community.

02:10Iran.

03:59Everyone should exercise the rights to freedom of navigation granted by international law, in good faith, earnestly respect the sovereignty,
04:08security, and legitimate rights and interests of coastal states, and ensure the smooth flow of normal maritime trade and navigation.
04:16Third, we must combat maritime crime in accordance with the law.
04:20According to reports from relevant agencies, the world saw 137 incidents of piracy and armed robbery at sea last year,
04:29the highest in the past five years.
04:34Criminal groups and terrorist forces are increasingly using oceans as their key channels for illicit activities such as trafficking of
04:42drugs, arms, and humans.
04:46By observing the framework of international law, all countries should combat maritime crime in accordance with laws and regulations, while
04:55respecting the flag state's exclusive jurisdiction over its own vessels.
04:59At the same time, we need to actively support coastal states' economic development and improvement of lives, thereby eliminating the
05:08breeding ground of crime and turmoil.
05:10Fourth, we need to consistently improve global governance.
05:16Oceans are the shared home of all humanity.
05:20Only by following the principle of consultation, cooperation, and shared benefits, and by promoting the establishment of a more just
05:28and reasonable global ocean governance system,
05:31can we truly realize the beautiful vision of maritime peace and security and a thriving maritime economy.
05:38All countries should support the UN in playing a central role and continue to advance the process of international lawmaking
05:45and rulemaking,
05:46and actively address emerging challenges including maritime marine ecological conservation and sea level rising,
05:54upholding the principles of openness, inclusiveness, and win-win cooperation.
