15:50: As soon as the prat aimed at the sky, the cop in the car should have gone in boy racer mode, which would have startled the perp, and the other cops should have shot his legs. Regardless, the outcome proves that 99% of the time, wannabe suicides and other blusterers are just full of hot air.
