This is a 4mm standard-length 1/4" drive gearwrench socket. The hex broach appears to be *just slightly* off-center. You can see that the chamfered range between the broach and the front rim of the socket is slightly broader on one side than the other. For a socket of this size, and a deviation this small, I don't think it's a problem at all.
