A Guatemalan appears court has decided that former dictator Efrain Rios Montt, who was deemed unfit to face trial on charges of genocide for reasons of mental incompetence, should be treated at a private clinic and not a public hospital. Human rights organizations are criticizing both the decision not to put Rios Montt on trial as well as to confine him to a private facility. teleSUR
