00:00So today I'm thrilled to announce the Fraud Whistleblower Incentive Program.
00:05Fraud Whistleblower Incentive Program.
00:09And mark those words,
00:13independent journalists and everybody and all Americans
00:16will now be able to go to the fraud.gov
00:19and report cases of corruption and theft of taxpayer dollars
00:23in their communities, all via a new website.
00:27Anybody that can prove that he turned somebody in,
00:32in other words, he or she, if you turn somebody in
00:35and you, let's say, report and you find a billion dollars,
00:41we are giving a commission to that person of 1%.
00:47That's a lot of money.
00:48And if it's 10 billion, 200 billion, 400 billion,
00:55we're giving a 1% commission to that person.
00:58You have to prove that you were the one and prove that it was you.
01:02And I don't know if you can do this, but subject to the laws of our nation,
01:06which I feel very strongly about,
01:08if a reporter turns somebody in, you have to get approval,
01:11perhaps from your wonderful newspaper.
01:15But if you turn somebody in, you get a 1% commission.
01:19You may turn it down or you may say,
01:21I'm not going to be a reporter any longer.
01:22This is too easy.
01:23To Americans across the country,
01:25your tax dollars are being stolen.
01:27And your tax dollars are being stolen from programs that help feed the needy,
01:31that help ensure that a young mom who can't afford a doctor
01:34can get access to a doctor for her kids.
01:36It steals from the very social fabric of the United States of America.
01:42The president has said it must stop.
01:44It is stopping.
01:45And if you want to help us stop it,
01:47you get to share in the rewards now,
01:49thanks to what the president of the United States has done.
01:50So thank you, sir.
01:51And thanks to our amazing team for making it possible.
01:53So I am going to do something which I think people will like.
01:59I will be the arbitrator of all of these decisions.
02:04In other words, I'll determine whether or not the person is deserving,
02:09and I will be very generous, believe me.
02:13We're not looking to save on that.
02:16But you could have disputes where you have three people come in and they say,
02:21we're going to make it like a binding arbitration.
02:23I'll make the determination.
02:24I promise you I'll be fair.
02:26And I'm not doing it for any other reasons other than to expedite,
02:31because I think it's very important.
02:33But it'll be a binding arbitration.
02:36You'll get your money immediately, but I'll make the determination.
02:39So if two people are fighting over it, maybe they'll split it or maybe whatever,
02:43but I'll make that determination.
02:45Could the amount of fraud that you have saved or are saving the American people
02:49as well as the government waste you're cutting,
02:52could that make a difference with the deficit next year?
02:54Oh, absolutely.
02:55A big, tremendous difference.
02:57Yeah.
02:57We're looking at it very closely, the deficit.
03:01And, you know, I'm cutting back the deficit with these countries where we do business
03:05and we have deficits with almost everybody.
03:08Canada, $90 billion.
03:10Mexico, $175 billion.
03:13European Union, $225 billion.
03:18Well, we're cutting them way back to the old days.
03:24But you know what the old days were?
03:25How about, like, 30 years ago?
03:27You know what?
03:27I think we're at a very end.
03:27but where we are at risk.
03:27What are we doing?
03:27We have in charge of the new state?
03:28I'm sure we're in charge of the new state.
