00:50and at the centerpiece of attacks from this administration,
00:53I want to begin with a simple but important message.
00:56Our elections will take place, we are prepared, and American democracy will endure.

01:09because generations of volunteers, election workers, public servants,
01:14and most importantly voters have remained committed to the principle
01:19that political power derives from the consent of the governed.
01:23Every election renews that principle.
01:26The men and women who administer elections across this country understand the significance
01:30of the responsibility entrusted to us.
01:34We are not merely managing a government function.
01:37I trust our elections because I trust the American people who make our elections happen on the ground.
01:44Election security remains at the heart of our mission.
01:47Arizona, any state for that matter, should not be standing alone and defending against a hostile foreign entity
01:54determined to disrupt our elections and by extension our democracy.
01:58Up through March of 2025, CISA was a valued partner providing threat intelligence, serving as a central hub for communications
02:06across states,
02:07and actively supporting red teaming and tabletop exercise.
02:11In its absence, the work has not stopped.
02:16Instead, we've continued forward, drawing on those established models and relationships.
02:22But erosion of federal resources only exacerbates the potential impact of this administration's attempts
02:29to disrupt and intervene in our elections processes.
02:33Today, we maintain robust threat intelligence sharing through organizations such as the National Association of Secretaries of State,
02:41the National Association of State Elections Directors, the Multi-State Information Sharing and Analysis Center,
02:48and trusted informal networks built through years of collaboration in defense of our democratic systems.
02:54But we need a unified and supportive federal response.
