00:00Who's hiding right now in Deiradun and others are going to be brought to justice.
00:08Who is the lady hiding right now in Deiradun whom leader of opposition Rahul Gandhi was referring to in his
00:14statement?
00:15Rahul Gandhi is referring to Seema Khanna.
00:19Who is she? Why has her name triggered a political storm?
00:22And what exactly is the controversy surrounding her role in managing India's voter data systems?
00:28Dr. Seema Khanna is the Election Commission's Director General of Information Technology.
00:34She joined the poll body on deputation from the National Informatics Centre or NIC in 2025.
00:41Her job is what puts her at the heart of the technology systems that support election administration,
00:47including the software used for electoral role management.
00:51She's not an election commissioner,
00:52but her department's role in managing these digital systems has now become the subject of scrutiny.
00:59At the centre of the controversy are two platforms, ECINET and ERONET.
01:06ECINET, which you may have heard of, launched in January 2026,
01:10brought more than 40 election-related applications and portals under one platform, a common digital platform.
01:16ERONET is used for electoral role-related work.
01:20So that's processes handled by the electoral registration officers or the EROs.
01:25So you and I, we use ECINET, not so much ERONET.
01:29These officers, I'm referring to the electoral registration officers,
01:34they have statutory responsibilities for maintaining voter lists,
01:37including adding eligible voters, correcting details and deleting entries when legally justified.
01:43But an investigation by the Indian Express reported disagreements within the election commission
01:49over whether these officers were receiving adequate access to the software
01:53and electoral role data they need to perform their duties.
01:57Election commissioners Sukbir Singh Sandhu and Vivek Joshi reportedly raised concerns
02:01over aspects of the system the authority exercised by the IT department.
02:06That's headed by Khanna.
02:08The larger question is this.
02:11When a voter alleges that their name has disappeared from the electoral roll,
02:14can the officials legally responsible for correcting that record,
02:18access the system and act independently?
02:20This question has acquired particular significance during the SIR.
02:25Opposition parties have raised concerns over voter deletions
02:28and transparency of the revision system.
02:30The election commission's technology and administrative arrangements
02:33are therefore facing increased scrutiny.
02:35But these reported disagreements do not by themselves establish that voter records
02:40were deliberately manipulated or that Seema Khanna committed any wrongdoing.
02:45And all of this only intensified on October 14th
02:48and Rahul Gandhi questioned Khanna's whereabouts and asked who was protecting her.
02:52Who's hiding right now in Dehradun
02:55and others are going to be brought to justice?
03:00Election commission responded, saying she was in Dehradun overseeing election preparedness
03:05in Uttarakhand, which is scheduled to hold assembly elections next year.
03:09And her location, therefore, has become part of the political debate,
03:13even as the underlying questions concern access to voter data,
03:17administrative authority and accountability.
03:20Ultimately, this controversy goes beyond just one official.
03:24Sure, her name may be emerging, but it's much bigger than just one official.
03:29India's elections depend not only on polling booths and electronic voting machines.
03:32Accurate voter lists play an important role.
03:35Transparent systems that allow eligible citizens to exercise their franchise.
03:39The crucial questions are whether election officials have access that the law requires,
03:44whether the technology is accountable or the voters can trust the process.
