PhilHealth: 25% of payouts go to dialysis

About a quarter of PhilHealth’s benefit payouts go to dialysis, highlighting the health insurer’s focus on strengthening primary care and managing costly illnesses earlier, its acting president and CEO, Dr. Beverly Lorraine Ho, said on Oct. 2, 2026. Responding to a question from _The Manila Times_ about the potential impact of the new benefit-complementation framework on patients’ out-of-pocket expenses, Ho said the effect would vary depending on each patient’s condition. Ho described PhilHealth’s investment in primary care as its “strategic bet to long-term sustainability,” including the sustainability of the PhilHealth Fund. She cited dialysis spending as an example of the long-term costs PhilHealth hopes to address through stronger primary care.

00:10I would say that long-term impact-wise, the reason why we are reinvesting in primary care is because for
00:18us, we call it our strategic bet to long-term sustainability, even of the PhilHealth Fund.
00:25Because when patients are, so I guess now we always mention this, that 25% of what we spend in
00:33terms of payout goes to dialysis.
00:36You can just imagine, 25% of around $400 billion that we're paying out is just dialysis.
00:42And these could be patients that have been seen at the yakap level and have gotten their medicines from gamot
00:51very early on.
00:53So their hypertension and their diabetes is controlled.
00:56So we don't need to spend $100 billion plus just for dialysis.
01:01I think yun yung pinakasimple.
01:02And that also goes for, if patients are on dialysis, granted, libre sila sa PhilHealth,
01:08pero dahil apat na beses sila nagdadialysis kada linggo, wala na po silang trabaho.
01:14Hindi sila makapagtrabaho, et cetera.
01:16Not productive in their own way.
01:18So this is really our objective.
01:21And the out-of-pocket payment is one part of it.
01:25But their productivity is certainly a huge part of the impact that we want to get out of this.
