00:00An ICE agent accused of shooting an immigrant man in the leg and lying about the circumstances
00:05has had his first court appearance in Hennepin County.
00:09Christian Castro was arrested yesterday afternoon downtown Minneapolis on a warrant.
00:13He is charged with assault and falsely reporting a crime,
00:17stemming back to that January shooting during Operation Metro Surge.
00:22Hennepin County Attorney Mary Moriarty says Castro took issue with how he was arrested off the street.
00:28When you are a fugitive from justice who has continually refused to come up here to Minnesota,
00:33you do not get to dictate how you were taken into custody.
00:36He was specifically told to show up at the BCA and turn himself in.
00:41He did not do that.
00:42This all comes after the governor of Texas refused to extradite Castro earlier this summer
00:48and he was released 90 days later.
00:50Castro faces second-degree assault charges and charges for falsely reporting a crime.
00:55His bail was set at $200,000 with conditions requiring him to surrender his passport,
01:01wear an electronic monitor, and sign an extradition waiver after he did not voluntarily turn himself in to the Minnesota

01:08as directed after he was set free from a Texas jail after the governor there refused to extradite him last
01:14month.
01:15When he walked out the door in Texas because of Abbott's delays, our warrant was still active
01:20and we were encouraging him through his counsel to come up here and turn himself in.
01:26He didn't do that.
01:27His next scheduled date in state court is on November 3rd.
