00:12Hello, welcome from the South, I'm Luis Alberto Matos and we begin with the news from the
00:16headquarters in Caracas, Venezuela. So stay with us. We continue, we begin with the news
00:24with the US. The Supreme Court on Monday rejected President Donald Trump's bid to
00:27restrict mail ballots for the November midterm elections ruling in favor of a
00:32coalition of states that sought to block the US Postal Service from
00:36implementing parts of the president's executive order.
00:39The lower courts agreed to block Trump's plan but the Trump administration
00:43appealed to the Supreme Court arguing that federal control of the Postal
00:47Service allows them to set rules for mail ballot handling. The recent rejection at
00:52the top court represents a stark defeat for Trump on an issue he consistently has
00:57emphasized as vital to ensuring election integrity having done opposed mail voting
01:02and falsely blamed for his 2020 election loss to Joe Biden. The decision allowed
01:07states to continue sending out mail ballots on the same processes they've used for years.
01:20In Canada, hundreds of protesters took to the streets of downtown Toronto opposing Prime Minister Mark
01:25Carnacartney's Canada Investment Summit. Demonstrators accused the government of prioritizing major
01:30investors over workers, affordable housing, public services and climate action. The protests brought
01:36together labour unions, indigenous leaders, housing and climate activists, migrant rights groups and
01:42anti-war organizations. The protests also denounced plans involving fossil fuels, artificial intelligence and
01:48military production, warning that public infrastructure and natural resources could be open to private profit.
01:54For its part, Carnacartney's government is seeking to attract one trillion Canadian dollars
01:58in investment over five years as Ottawa looks to boost growth and reduce its economic dependence on the United States.
02:14Mexican federal security authorities and academic institutions condemned the murder of Claudia Torcoronte Aguilera,
02:20a 21-year-old Spanish exchange student killed in Morelos State. The Cabinet of Security pledged
02:26to catch those responsible by university alliances and human rights organizations demanded an immediate
02:31gender-sensitive investigation without impunity. The victim, an exchange student from the University of
02:37Grenada, was killed in the municipality of Kuatla. Promptly, national outrage from student bodies and civil society groups.
02:47Human rights advocates urged federal and state authorities to strengthen gender violence alerts,
02:52overhaul local prevention mechanisms and establish rigorous safety protocols to safeguard university communities
02:58and international exchange participants across the country.
03:07And at least three people were killed and several others injured following a massive explosion at fire
03:13at a salt processing plant in Yaltipan, in Mexico's eastern state of Veracruz.
03:18State emergency services immediately deployed firefighters and civil protection units to contain the place
03:23and secure the industrial perimeter.
03:25Authorities reported that the blast occurred within a brine well containing diesel at the
03:31PMV Mineta industrial complex, generating intense flames and thick smoke visible across the municipality.
03:38Precautioner emergencies led to the evacuation of roughly 400 local residents, while state
03:42emergency teams continue to search operations for missing personnel and initiate investigations
03:47into the cause of the disaster.
03:55And Colombian President Alberto de la Espriella announced new security protocols authorizing
04:00police forces to enter university campuses nationwide, threatening institutional autonomy.
04:05Through this measure, the President allows security forces to enter higher education institutions
04:09and identified individuals his government labels as urban terrorists, a term human rights organizations
04:15have questioned due to its ambiguity and potential to criminalize social protest.
04:20In this regard, various social organizations, trade unions and student movements have rejected
04:24what they consider a direct attack on university autonomy and an attempt to intimidate the student movement.
04:31Furthermore, Senator Ivan Cepeda strongly rejected the presidential announcement, as well
04:35as warning that it violates Article 69 of the Constitution, which guarantees university autonomy.

05:13Welcome back.
05:15Welcome back.
05:15In Brazil, economic advisors for far-right presidential candidate Flavio Bolsonaro announced that Argentine
05:21President Javier Millet's shock therapy policies serve as their model.
05:25Chief campaign coordinator Daniela Marquez stated that the future Bolsonaro administration
05:29would follow Millet's deregulation blueprint, pledging to repeal over 1,000 public regulations
05:34and implement aggressive fiscal adjustments.
05:37Marquez, who headed the public bank CAICSA under Jair Bolsonaro, proposed sweeping cuts
05:43to state mechanisms.
05:44Liberal unions and social movements, one that adopted Millet-style austerity in Brazil, would
05:49dismantle vital public services slash social benefits and weaken state protections for working-class
05:54families.

06:05as families struggle against skyrocketing living costs.
06:08Data covering the past six months highlights a severe social crisis, with over 9 million people
06:15now living in impoverished households.
06:17Independent analysts point to persistent inflation, depreciation of wages, and deep cuts to public
06:22subsidies as the primary drivers rewarding purchasing power across the country.
06:26The worsening figures come ahead of official index statistics expected later this month,
06:32as trade unions and social movements continue to denounce deregulation and neoliberal economic reforms.
06:44Along those same lines, the Chamber of Industry and Commerce for Meat and Meat Products of Argentina
06:50reported that the domestic beef market fell 11.3% year-over-year in the first eight months of the
06:57year,
06:58which led to an increase in the prices of this food.
07:01This unprecedented slump in domestic consumption is due to a combination of lower household purchasing
07:06power, a relative increase in the price of the product, and a general decline in production.
07:27An oceanographic indicators detect unprecedented climate changes in the Pacific Ocean,
07:33setting off international alarms for prevention.
07:36Analysis by the World Meteorological Organization revealed irregular warming of sea surface temperatures,
07:41which threatens to exceed by 2027, all recorded figures since records began.
07:46They predict that next year will be the hottest on record with peaks of 1.8 degrees Celsius above pre
07:52-industrial levels.
07:53In this regard, the United Nations warn of threats to health, disruptions to agricultural cycles,
07:58and losses in production which could cause global prices to skyrocket.
08:09In light of these climatic effects, Argentina has raised the alert level due to a 90% probability of extreme
08:15rainfall in the last month of 2026.
08:18Experts warn that the downpours will cause soil saturation and affect the urban drainage system and rural roads,
08:24which will hinder land access to storage facilities and export ports.
08:28The National Government approved the transfer of sea customs goods to the Federal Emergency Agency
08:33to provide advanced supplies to volunteer firefighters, rescue teams, and affected municipalities.
08:44The El Niño phenomenon also poses a direct and critical threat to fisheries and food security in Mexico.
08:51The abnormal warming of the Pacific Ocean is drastically alerted marine conditions,
08:56affecting approximately 370,000 families who depend on coastal fisheries and the 2 million people who earn their living through
09:03this sector.
09:04Experts urged the government to strengthen resilient public policies and coordinate actions directly with fishermen
09:11to prevent a shortage of fish and seafood on Mexican dining tables.
09:20And in China, more than 42,000 people had been evacuated from high-risk areas across Hainan Province on Monday
09:27morning
09:27as torrential rain battered the island.
09:29The severe weather was triggered by the remnants of a tropical depression over the South China Sea combined with cold
09:36air.
09:37Hainan's Meteorological Authority warned of the risk of flooding, flash floods, and geological disasters
09:42keeping the province's Level 3 Rainstorm Warning in place.
09:47In this scenario, authorities ordered the closure of school and tourist attractions across several cities
09:53and imposed traffic controls on affected roads.
09:56Fire and rescue teams have been pre-positioned in key areas with additional personnel and drainage equipment deployed.
10:08In the United Kingdom, climate activists marched through central London demanding the government release the full unproductive version
10:16of a national security assessment on biodiversity loss and ecological collapse.
10:20More than 1,000 activists from the international climate movement Extinction Rebellion and allied groups marched along Whitehall toward Parliament.
10:28The march marked the culmination of a three-day weekend of climate advocacy, workshops, and community assemblies.
10:35Activists criticized redacted sections of a UK security assessment, arguing that they concealed warnings about food shortages,
10:41water insecurity, and geopolitical instability that could affect the country as early as 2030 due to ecological breakdown.

11:36After the 40% increase in diesel prices and the 28% increase in gasoline prices took effect, the protests
11:43spread to eight provinces.
11:45It is one of the largest waves of social unrest following the rise in the cause of living, food prices,
11:51and rents, which have now reached $200.
11:54Meanwhile, Syrian authorities justified the measure by stating that the price adjustment is a temporary measure due to global fuel
12:01procurement costs,
12:02caused by a shortage of refined products.
12:25The Iranian Islamic Revolutionary Navy reported that an oil tanker exploded after hitting naval mines near the Strait of Hormuz.
12:31Reports from the Iranian Naval Guard indicate that efforts to contain the fire on the vessel identified as the Gaia
12:36were in vain after it was enveloped in flames.
12:40They noted that warnings had been issued regarding the risk of using illegal routes to avoid Iranian controls in the
12:45Strait.
12:46In this regard, the Island Waterway Authority warned insurance companies and classification societies not to provide services to vessels on
12:54the list of violators.
13:00And Iran has denounced a U.S. drone attack on two fishing vessels in the Persian Gulf, leaving several civilian
13:05workers missing.
13:06Local officials from Hormuzgan province confirmed that an unmanned imperialist strike hit two Iranian boats operating near the port of
13:14Khorgan
13:14to get an immediate maritime surge operation.
13:17Deadly attack comes amidst a military blockade enforced by Washington, which continues to heighten regional tensions and endanger civilian lives.
13:25Iranian authorities condemned the military action, reiterating that Washington's unilateral aggression directly frightened safety and national sovereignty in strategic Gulf
13:35waters.
13:40And more than 720,000 students in Palestine are being deprived of basic education following the destruction of schools and
13:47universities amid Israel's genocide.

13:58where more than 90% of schools and 82% of universities were reduced to ruins by the bombing of
14:03the occupation forces.
14:04In this context, the Arab League for Education, Culture and Science announced the activation of a regional emergency plan to
14:11protect affected children and youth.
14:19In other topics, the United Nations International Organization for Migration is warning that Sudan's aid network is at risk of
14:25collapse amid ongoing fighting and widespread hunger.
14:28The IOM said on Monday that without immediate donations, shelter and aid relief supplies could be depleted by the end
14:37of the month.
14:38Ongoing fighting, heavy rains and continued displacement threatened to bring an imminent end to Sudan's emergency relief supply via the
14:45IOM's Common Humanitarian Pipeline.
14:47The IOM said its network, comprising nearly 100 national and international NGOs, has supplied 8 to 2.8 million people
14:55since July 2023.
14:57However, its reach has been shrinking due to falling funds, even as needs remain at an all-time high.
15:09On Monday, the Youth Olympic Flame began a 46-day tour across Senegal, starting in the capital city of Dakar,
15:15as the country prepares to host the 2026 Summer Youth Olympic Games.
15:19The Flame will travel some 3,600 km across all 14 regions with over 400 Senegalese torchbearers before returning to
15:27Dakar for the opening ceremony on October 31st.
15:31The Flame left Athens on Thursday, where it was lit using the sun's rays and a parabolic mirror in keeping
15:37with Olympic tradition before being handed over to Senegal at the Panathenaic Stadium.
15:42The Games will run from October 31st to November 13th, bringing together around 2,700 athletes aged 15 to 18
